| 2.01Scope of work for Topographical Survey is as under:- (a) To carry out the survey of Appx 31 Acre Area by Digital Total Station equipment to include following details in layers. (i) Existing Infrastructure-: All Buildings including disused buildings, important land-marks, Roads /foot paths (both pukka and kutcha), all drains with direction of flow (in the case of larger drains. levels), culverts, sewerage (existing sewer network with all level details, location of manholes, sumps and their invert levels including existing soak pits and their invert level, water supply pipelines and electric/HT or LT power lines, overhead telephone lines, water bodies, low lying area for disposal of storm water drainage, compressed air lines, fire hydrants, retaining walls. (ii) Natural and man-made hazards-: Location of trees, potential natural and man - made hazards such as high tension power lines, power transformers, factory, low lying areas, foot hills, rock outcrops steep slopes, nalas. Etc (iii) Contours-: Contour at 0 5 meter interval. Spot levels at all Junctions, changes in slope and at 30 meter intervals along all roads and lanes and where as required For large area (ie. greater than 01 Sq Km)-Contour at 1 0 meter interval shall be produced. (iv) Base Map in case of extensive Sewage work-: All sewer network with location with reference like lateral/collector trunk line and manholes with their invert level, I - section, diameter of pipe etc | |||||
| 2.01(b) (i) Digitization of entire data by presenting in different layers to get detailed Geo-referenced Topographical Maps. (ii) Maps shall be produced in digital form (AutoCAD) at a grid of 3m x 3m. (iii) The printed copies shall be produced at a scale of 1:50 and 1:250 depending on the area size. (iv) Three Longitudinal and three transverse sections shall be shown. (v) Map shall indicate a Permanent building with its Floor level as Bench Mark. (c) Provide one draft printed copy of topographical map at a suitable scale to CE Jalandhar Zone office and GE office each. GE shall fwd comments to CE's office within one week of submission. (d) After approval and complying observations if any, consultant shall submit 06 Nos. of Final printed copies (03 copies to CE Jalandhar Zone office, 01 copy to CWE and 02 copies to GE) duly signed by AGE and GE. Consultant shall also submit 02 Nos. of soft copies (01 Copy to CE's office and 01 copy to GE) of topographical map shall be submitted. (e) After approval from CE office only, Completion certificate shall be issued by the GE. | |||||

The following activities shall form part of the DPR:- Detailed Topographical Survey and Soil investigation.

(iv) Open Pit excavation to determine depth and size of foundation of existing nearby bldg. (d) Carrying out the tests to ascertain soil/soft rock profile for determination of Safe Bearing Capacity(SBC) at work site by drilling holes as per relevant/latest IS Code, collecting samples of disturbed and un-disturbed soil. Conducting of following Field and Laboratory investigations, compilation of test results as per relevant and latest IS Codes :- (i) Grain size analysis, identification & Classification of soil. (ii) Unit weight (bulk density), natural moisture content, liquid limit, plastic limit shrinkage limit, plasticity index, specific gravity. (iii) Dry density, degree of saturation of soil. (iv) Differential free swell (%) & Swelling Pressure if expensive soil is encountered. (v) Shear Parameters (C-Phi Analysis). (vi) Consolidation test & Permeability test. (vii) Chemical analysis of Soil. (viii) Chemical analysis of ground water (water to be obtained from bottom of bore hole). (ix) Depth of water table below Ground Level. (x) Loose soil/filled up soil, if any and its depth. (xi) If weak soil with lesser N value as specified in table-1 of IS 1893 (Part-1) 2016 is encountered then evaluation of liquefaction potential shall be assessed and remedial actions to be adopted shall be specified. (xii) Undisturbed soil samples shall be collected at 1.5 m interval and at change of strata upto total depth of 15m. (xiii) SPT Tests shall be done at 1.5 m interval. (xiv) Crushing strength, degree of weathering (CR value) and RQD of rock samples. (xv) As per IS 1892 clause 3.6.5.3, drilling for 3.0 m depth inside the rock is essential to ensure that boulders or layers of cemented soil are not mistaken for rock.
(xvi) SBC value shall be calculated based on C-Phi analysis as well as SPT value. For calculations, formula given in IS: 6403 shall be used with shape factor of 1.0. For open foundations, Calculation of Net SBC at 1.5 m, 2.0 m, 2.5 m, 3.0 m. from shear as well as settlement criteria shall be provided in report for sizes of footing of 1 x 1m. 1.5 x 1.5 m. 2 x 2 m and 3 x 3 m clearly mentioning C-Phi value adopted for calculations. (xvii) If raft foundation is required, suitable recommendation to be given in soil report. (xviii) If pile foundations are required than depth of piles shall be mentioned and pile capacity in compression, uplift & lateral loads shall be given for 300, 400, 450, 500 dia for under reamed piles & for 450, 500, 550, 600 mm dia for piles as suggested by consultant. (xix) Recommendations regarding type of foundation to be adopted & Net SBC/ Pile capacities to be adopted. Also recommendations shall be given regarding stability of soil and soil stabilization required, if any.
(xx) Borehole positions duly marked on plan and their distance from adjacent prominent reference points. Size of the bldgs shall also be marked in the plan. This plan shall be signed by GE, AGE & Soil consultant. GL of location of Bore holes to be mentioned wrt benchmark and a comparative bore log of all bores shall be made wrt GL of each Borehole. (xxi) Bore log details shall be as per Appx 'D' of IS 1892. N values depth wise shall also be shown in details Bore log details shall be signed by AGE, GE & soil consultant. (xxii) Photographs taken during soil investigation duly signed by AGE. GE and Soil consultant shall be enclosed with soil report. (xxiii) Provide draft Soil report (in soft/hard copy) to CE Jalandhar Zone office and GE office. GE shall fwd comments to CE's office within one week of submission. (xxiv) After approval and complying observations if any, consultant shall obtain Recommendation of CWE & GE regarding SBC & type of fan to be adopted in Soil Report. (e) Preparation and submission of soil investigation report in Five (05) bound copies [AGE, GE, CWE, CE(E2Des), CE(E2 Pig)] and one PDF copy of signed report in CD [CE(E2Des)]. (f) After approval from CE office only, Completion certificate shall be issued by the GE. (g) Any additional survey and soil investigation required for finalization of DPR shall be carried out by the consultant without any additional fee. However, if the survey and investigation become necessary due to the changes of site after submission of DPR due to users/ Accepting Officer’s requirement then extra payment shall be made at a mutually agreed rate after submission of requisite documents and paid vouchers. In case of any dispute, decision of Accepting Officer shall be final and binding to all.
Site Development: The consultant shall give special attention to the site development and site clearances and give financial effect of the same in DPR. The following details of element shall be given:- (i) Cutting/filling of earth supported with calculation details. (ii) Cutting / demarcation of trees/transplantation/shifting of trees to a suitable new location. (iii) Shifting of overhead/underground electric lines and telephone lines including underground OFC. (iv) Shifting of water pipelines sewage line including manholes, storm water drains etc, if unavoidable. (v) Demolition of existing buildings giving complete information about each building, type of construction with brief specifications, cost of demolition, cost of credit of retrieved material duly authenticated by GE. (vi) Any other specific requirements at site.
Preliminary Drawings.
Preparation of three options of conceptual layout drawing including virtual 3D models and site plans as per area of buildings provided in Accommodation Statement Part-II. Preparation of detailed Architectural drawings for the Approved Option including Layout Plans, Site Plan, Floor wise Plans, Sections & Elevations, Typical Details of all bldgs as per latest NBC guidelines and Green Building Norms in consultation with local MH authority. Consultant shall give presentation to the competent committee and get approval for one of the three options (Through proper Channel). The details of presentation committee shall be intimated accordingly. Necessary coordination in this regard shall be made by Client. Hospital will be multistorey building (UG+G+2, with 01 X OT including CSSd, 12 bedded ICU and 30 bedded ward including nursing station and sanitary facilities as per area authorised & special to be made underground. JCO/OR lines & CH & DH Morturary and Autopsy, MT garages, Welfare & Amenities, Religious institute will be made separaterly.
Planning and Design of internal services such as electricity and water supply, sewage, plumbing work and waste water disposal, fire detection, alarm and firefighting systems, communication system, air conditioning, lift, crane, HP/LP Air, medical gases system, etc all as required. These preliminary drawings shall be on a suitable scale as approved along with broad specifications duly supported with detailed survey plan of the concerned area.
Preparation of structural drawings with detailed design (to ascertain and firm up the dimensions of architectural drawings)
Working out details of Inbuilt and Non-Inbuilt furniture and their layout.
Planning of landscaping/Arboriculture
Consultant shall suggest use of new technologies viz precast members/ Steel framed structures etc. alongwith additional financial effect if any.
Architectural Drawings and details:- Preparation of architectural drawings including internal services i.e internal electrification, plumbing work and internal water supply contain complete set of arch drawing based on authorized plinth area and special item of work as apendix -D (As per tender), zonal specifications, scale of Accn-2022 and subsequent amendment and instruction issued by Min of Defence and including all details & specifications consisting of the following:-. (a) Plan at different floor levels including foundation & roof. (b) Elevations from different sides, front, rear, right and left including plinth level and perspective view. Section at all critical point such as at toilet and kitchen, staircase, sunken floor, changing slope points etc. Details of staircase, wall thickness, sunken floor, changing slope points etc. (c) Complete detailed layout of toilets, kitchen, cupboards, water filter, chimney etc. (d) Details of door, windows ventilators, railings (Stair case & Balcony) & cupboard shutters with wooden and / or steel frame, built in dressing table both. (e) Separate set of drawings of all the buildings. Pipeline for Gas supply. Preparation details of gas supply network. Walk through and models/ 3D Models: Preparation of detail walk through and models/3D Models. (f) Green building construction (GRIHA 3 star ratings). (g) Compliance with national building Codes. (h) Preparation of complete details of architectural drawings for multistorey building (UG+G+2, with 01 X OT including CSSd, 12 bedded ICU and 30 bedded ward including nursing station and senitary facilities as per area auth to be made underground. JCO/OR lines & CH & DH Morturary and Autopsy, MT garages, Welfare & Amenities, Religious institute will be made separaterly.
NOTE:- (a) Plinth area of bldgs may be varied upto 25% to meet the GRIHA 3 Star Rating. (b) Final approval should be obtained through director E6 of HQ CEJZ Jalandhar & user.
Structural and working drawings:- Preparation of structural drawings with the following details and information:- (a) Detailed structural drawings of the foundation i.e. plan, elevation, section with dimensions of footing, pedestal and column junctions including details of sub base for foundation and reinforcement details for pedestals, footing and column including details at junction, foundation details of load bearing walls, details of specialized foundation such as raft foundation etc. (b) Details of construction i.e. framed construction, load bearing wall, fillings and drawings for connections between columns and filler walls etc. (c) Structural details (plan, section, reinforcement) of plinth beams, columns, lintel beams, roof beams, floor slabs, roof slabs, sunken slabs, chajjas, projections, balcony, staircase, railings, RCC shelves and parapets, RCC/Brick Jalis, cooking platforms, cantilever beams & porches, mumty slab, brick steps, loft slabs and cupboard etc. (d) Typical reinforcement details of all structural members mentioned in para (c) above with bar bending schedules, lap joints and other reinforcement details as per IS-456-2000. (e) Design details (calculations) of each structural members to be checked by IIT Delhi/ IIT Roorke. (f) Details of seismic and wind load provisions incorporated in the design of the structures as per relevant BIS codes. (g) Structural details of water sumps, static water tanks, soak well, septic tanks, filter beds, manholes, cover, water chambers with covers etc. (h) Structural details of security fencing posts, boundary/security wall, gate pillars and steel gate, garbage bins, RCC Jalis, parapets, drains, hume pipe/RCC culverts etc.
(j) Detailed technical notes for RCC work as per IS-456-2000 and other relevant BIS codes. (k) Structural details of kitchen slabs (cooking platforms), shelves, RCC sinks, cupboard shelves/slabs, drainage covers, niches etc. (l) Structural details (plan, elevation and reinforcement) of RCC overhead tanks and service tanks, extra provisions for roof slab at the location of services tanks, details of tanks, other than RCC i.e., brand name of manufactures, capacity, specifications etc. (m) Detailed drawings for expansion/ crumple joint, steel door for garages, rolling shutter, built in steel lockers, writing table, chain link fencing, fan hook, water meter and switch box etc. (n) Working drawings for electrical conduit layout, location of switch boards, No. and type of switches on each board, location of MCBs and location of main electric meter board. This will also include layout of conduit pipes for inverter connection in officers DUs. (o) Working drawings for plumbing, water supply pipelines (ensuring no beams/columns are cut/damaged during layout of GI pipes), location of Over Head Water Tanks, location of sanitary fittings i.e. WHB, EWC/IWC shower rose, cistern, Bib taps, stop cocks etc. (p) Working drawings for sewage disposal from Kitchen/toilets etc upto first manhole. Working drawings for Rain Water pipes. (q) Green building construction (GRIHA 3 star ratings). Compliance with national building Codes. (r) Preparation of complete details of Structural drawings for multistory bldg (UG+G+2, with 01 X OT including CSSD, 12 bedded ICU and 30 bedded ward including nursing station and sanitary facilities as per area auth to be made underground. NOTE:- (a) Final approval should be obtained through director E2 design of HQ CEJZ Jalandhar & user.
Public health & waste management.
Detailed line plan and related data to be prepared and put up for approval of client.
Biohazard Removal.
Detailed plan to include segregation at source and safe disposal of Bio hazard for approval of client.
Radio Active Materials/Medicines.
Detailed plan for safe storage and disposal of Radio Active Material/medicines and their safe storage to be put up for approval of client
External Electrification.
DG Set. (a) Consultant will design and prepare cost estimates for Standby power supply system of complete hospital building as per authorization and as per user requirement, broadly consisting of preparation of details and suggestion /input data for DG Sets with AMF panel which to be re-located including requirement of new DG set and additional requirement and cost estimate of DG sets with AMF panel with full electrical load justification ward/room wise requirement for standby power to include all installations.
Oxygen Manifold:- Details of Oxygen manifold, various type suitable for each type of accommodations as per NBC code 2016. Accordingly detailed specification ,capacity of various components ,size & the SLD diagram of all type of medical gas storage room ,Pipe Line colour Red, Yellow ,blue Non -return valv,pressuregauges,isolationvalve,flowmeter,pressuregauges,Testing.
Sewage and STP/ ETP. (i) Layout plan with sectional drawings, levels and specifications of existing sewage disposal system indicating their discharge capacity, details of existing central sewage plant and feasibility of connecting new sewage lines. (ii) Layout plan, details drawings and specifications of proposed sewage scheme with levels invert upto disposal point. (iii) Details of functional soundness of entire sewage disposal system considering existing and proposed one based on utilization of treated water for flushing system for toilets, arboriculture and feasibility of joining It to existing trunk sewerage line/municipal sewers during rainy season with confirmation form them if any passing by from nearby areas. (iv) Details of design of sewage disposal system based on topography of land, minimum/maximum velocity of sewage and its BOD at discharge point etc. (a) Velocity based on met datas in the past for at least 20 years and stability against seismic condition besides other design parameters. Fencing, Security/Boundary wall, Gate & Gate pillars: Detailed drawings and specification for security wall with fencing and gate. (b) STP The security/boundary wall shall be designed to sustain the lateral pressure due to max boundary wall wind. (c) Waste water management system – Preparation of details of waste water management system. NOTE:- (a) Final approval should be obtained through director E2 plg,E4 of HQ CEJZ Jalandhar & user. (b) STP including OCEMS & SCADA System and M & O of STP as per E-in-C Policy letter No A/95533/SCADA/Sewage/Pol/E2W (PPC) dt 21 Jul 2023.
Roads/Path/Culverts/Bridges/Drains/Retaining Walls/Security wall/ drainage. Preparation of details of external B/R services i.e PCC road, path, PCC hardstanding, culverts, drainage system, sewage system and security wall/fencing, retaining wall& gate with the following details and information in consultation with user and MES rep. (a) Road, path, PCC Hardstanding & Culverts:- (i) Layout plan with levels, sectional drawing with details of specifications, Structural and functional soundness of existing roads, paths, culverts . Details of strengthening measures to be given if required. (ii) Detailed drawings, specifications, and design details with levels of proposed roads, paths and culverts considering all design parameters such as design traffic volume sub soil features upto significant depth, its CBR value/ modulus of sub grade reaction, H.L.F., Highest ground water table, suitability of earth for fillings, design discharge based on hydrological parameter/features for designing of culverts. (iii) Preparation of complete details and Drawings as per site requirement. (b) Drainage:- (i) Layout plan with levels and sectional drawing with details specification of exiting storm water drain and existing discharge point. (ii) Layout plan with levels and sectional drawings with detail specification of proposed storm water drain with design details based on hydrological and structural design parameters such as topography of land Geological feature of soil, design discharge details at various points based on catchments area, rainfall dates, run off co-efficient and time of concentration etc.
(iii) Details of proposed discharge point and outfall structure. (iv) Rain water Harvesting: Preparation of complete details & Drawings of Rain water harvesting and connected drains as per site requirement.
Air Conditioning (AC). Consultant will design and prepare cost estimates for Air-conditioning system of complete hospital building as per authorization and as per user requirement, broadly consisting of the following:-
Prepare design including complete Drawing and working out detailed item wise schedule of Air-conditioning system incl Working out air conditioning (ACs) requirement including AC plant with plant room AHU with rooms and heat load calculation incl capacity, machinery and plants details including AHU and preparation of details of Ducting layout as per ASHRAE/ISHRAE. Consultant will prepare the Air-conditioning detail and mark each room on each floor including heat load calculations. Consultant will work out complete tonnage requirement of AC Plant including costing of AC plant system for preparation of AEs. Consultant will finalise Air-conditioning requirement on each room /ward wise in consultation with user and scale of Hospital and also latest policies issued by DGFAMS and E-in-C’s Branch and as per engineering practice.
Consultant will prepare detailed cost estimate including breakup of each items of Air-conditioning with full justification. Requirement including capacity of AHU’s to be fully marked on each floor with justification.
Work out details and layouts of forced air ventilation systems.
AC Cooling and refrigeration requirement to be worked out as per Project Concept Guide planned and incorporated in the DPR.
AC Duct layout incl necessary filters and design of complete Air-conditioning of hospital bed as per authorization & user requirement incl cost estimate
Provision of split air conditioner, Window air conditioner and air curtain as per requirement incl cost Estimate.
Supply of complete Design drawings of Air-conditioning system of complete hospital building as per latest engineering practice with detailed calculations. Double door entry system at OT, ICU, NICU, CCU, Covid-19 Isolation ward and other places in consultation with hospital authority.
Air-conditioning to be designed and planned for necessary Air changes and filters arrangement in consultation with hospital authorities considering the present COVID-19 situations in the necessary wards.
Fire Detection and Alarm System Including Fire fighting. Consultant will design and prepare cost estimates for fire detection and alarm system including fire points & fire fighting system of complete hospital building as per authorization and as per user requirement, broadly consisting of the following:-
Detailed planning, and preparation of complete fire detection and Alarm system incl layout and drawing. Complete details including item wise schedule and drg details for hospital.
Detailed planning, including preparation of detailed working estimates of fire fighting systems including fire hydrants and sprinkler system and also details of FF installations incl sump all as per NBC Norms, with drawing details.
Incorporation of modern automated sensor based systems to enhance effectiveness of fire and smoke detection, alarm system and fire fighting system.
Details of fire extinguisher, first aid hose reels ,wet riser, yard hydrants, automatic system, manual operated electronic fire alarm system ,automatic fire detection and alarm system, UG sump of suitable capacity for wet riser ,yard hydrant and sprinkler ,terrace tank and P/O pumps of various type suitable for each type of accommodations as per NBC code 2016. Accordingly detailed specification ,capacity of various components ,size & the SLD diagram of all type of fire fighting arrangements ; fire detection cum alarm system, firesump, terrace tank ,piping works, fire hydrant are to be submitted alongwith BOQ. The fire safety provision and scheme as per NBC code 2016 and SOA 2022 are to be get approved from CFEES.
Communication Systems. Consultant will design and prepare cost estimates for communication system of complete hospital building as per authorization and as per user requirement, broadly consisting of the following:-
Preparation of layout details of all types of communication audio and video systems, central public address system, LAN, UPS and integration of the same with internal electric supply system. The proposed extension and integration of the existing system shall be brought out in detail including estimate.
Integrating requirement of various ducts for running all type of cables keeping interference of all to each other to be dovetailed in detailed structural drawings of all buildings/facilities.
Cost estimates with full justifications with breakup details room/ward wise.
Lifts. Consultant will design and prepare cost estimates for lifts of complete hospital building as per authorization and as per user requirement, broadly consisting of the following:-
Planning for provision of patient and stretcher lifts as per relevant IS codes and requirement as per the authorized scales with justifications and breakup details as per latest engg practices.
Details of lifts alongwith complete specification and list of manufacturers including cost estimates.
Requirement and justification including cost of patient lifts, stretcher lift and machine room with latest technology.
Medical Gas Supply Consultant will design and prepare cost estimates for centralized medical gas system of complete hospital building as per authorization and as per user requirement including ward wise details, broadly consisting of the following: Medicinal gas (Oxygen and Nitrous Oxide). Liquid Nitrogen and Liquid Oxygen. Central suction system. Compressed air. Central gas lines to all wards. Manifold Room. Cooking Gas. Laboratory gas.
Refrigeration. Consultant will design and prepare cost estimates of Refrigeration system for complete hospital building as per authorization and as per user requirement, broadly consisting of the following: Refrigerators. Deepfreezers. Walk-incoolers. Water coolers. Cold Storage System.
Nurse/doctor call cum sound & video system and Public address system. Consultant will design and prepare cost estimates of Nurse call audio/video system for complete hospital building as per authorization and as per user requirement. Location wise details to be provided by the consultant.
Potable and Soft Watersupply. Consultant will design and prepare cost estimates of potable /soft and hot water supply system for complete hospital building as per authorization and as per user requirement. Potable water purification system including central RO plant as per Hospital requirement. Filtered / soft watersupply. Hot water supply through geyser / solar system.
Other electrical system Consultant will design and prepare cost estimates of lighting system with all latest design and model for complete hospital building as per authorization and as per user requirement, broadly consisting of the following:- Lighting (general & individual). Details and requirement of Air Curtains. Night lighting & Aviation obstruction light. Shadow less light. Light & power sockets. Call bells. Emergency light. Red-green bulb indicators. Un-Interrupted Power Supply (UPS) . Information Technology System. Automatic Hand dryers. Automatic soap dispenser.
Electronic call system in OPD incl Nurse and patient call system of each ward. Sign posts for all wards / depts/ centers incl day and night signs and patient Guidance system. IVRS system. CSSD (Central Sterile Supply Department ) required as per authorization/required by hospital authority including costing details with justification. Mortuary unit required as per authorization/required by hospital authority including costing detail with justification. Modern Kitchen equipments requirement as per authorization/required by hospital authority including cost detail with justification. NOTE:- Consultant will provide appx estimate based on ED/SSR and the items which are not incl in ED/SSR to be based on market rates with complete rate analysis/Quotation of reputed manufacturers. Consultant will prepare cost details including AE- part I and part-II with full justification. Consultant will also work out complete detailed hospital E/M services and work out cost estimates including complete breakdown detail with full justification. Consultant will work out design of Earthing system (GI/Copper/Chemical) to all Electrical/Mechanical and Medical equipements/plants as per latest engineering practice/Norms. Any other E/M services not covered above however required in hospital as per the latest engineering practice, NBC Norms and suggestion by Hospital authority /client to be designed and included by consultant. All external /internal services as given in chapter 18 under Scale of Accommodation for Hospital -2003 to be covered by the consultant.
Roof Rainwater Harvesting and Ground Water Recharging. Consultant will provide Layout plan and details of proposed scheme for Roof Rainwater Harvesting and Ground Water Recharging as per CGWB recommendation including all Arch and Str drawings as applicable.
Furniture: Preparation of list of new pattern furniture as per user requirement with consult of user and MES rep and as per BOO. (i) Consultant will submit complete drawing set of new pattern furniture, authorised furniture and special furniture as per user requirement with consultant MES rep as per BOO. NOTE:- (a) Final approval should be obtained through SBSO of HQ CEJZ Jalandhar & user.
Estimation of building and services.
The consultants shall work out quantity & financial estimation for all buildings including internal & external services based on latest MES SSR Rates, MES Estimating Data (ED) as applicable and as per current marked rates for items for which rates are not available in SSR and ED in the form of AE Part-I & II and sample specimen of AE Part-I & Part-II attached as appx "F" & "G".
Consultant shall provide detail/data/input for following clauses to be included in model EPC tender and Architectural Drawings.
Pre-Qualification criteria (PQC) in accordance to CVC guidelines
Plinth height, ceiling height etc of building
Timeline for various stages
Respective clauses of Design basis Report
Schedule of Finishes
Schedule of Credit
Design life of various buildings to be constructed
Statutory Approvals Consultant shall provide list of statutory clearances and mandatory approval like environmental clearance, pollution clearance, fire safety etc or any other mandatory/ statutory clearance certificates for the project from respective bodies by EPC consultant.
Draft DPR Documents Based on the above mentioned activities, consultant shall first prepare Draft DPR Documents incorporating the aspects of project such as climatic and weather conditions, design parameters for buildings, provision of services, extension/ augmentation of external services, various architectural and design parameters taken in to consideration, environmental aspects, local bye laws, various code provisions, various institutions proposed to be engaged, updated Zonal plans, updated master plans, architectural guide lines/features, use of latest technologies various specifications, use of materials finishes, electric load calculations, water requirement, GRIHA provisions including green building concepts and Approx Estimates. Part-I & II with all details.
Consultant shall also submit followings documents in the DPR.
Type of materials to be used in the work alongwith minimum three makes mentioned for each material.
Quality Assurance Setup giving details of equipments and tests to be carried out with their frequency keeping IS Code in views.
Format for monitoring progress during construction stage. The format/ report shall cover bottlenecks including remedial measures, current position and two months advance program.
Technique to be used for progress monitoring to include resource flow chart. Recommended MS PROJECT/PRIMAVERA.
Plan of contract packages including scope and cost of each package, preparation of time schedule showing the planned periods of completion for various contract package to arrive at an overall completion of the project.
Any other details as deemed necessary and highlight the specific issues in DPR for information and attention of client.
FINAL DPR.
On completion of all the above activities, consultant shall submit INITIAL DPR alongwith Draft Approximate Estimate (AE Part-I & II) including Estimation of Quantities of all buildings and BOQ for all Internal and External Services with full justification of Qty & breakup details, based on ED Rates, Standard Schedule of Rates 2020 and Plinth Area Rates based on Scaled of Accommodation 2022 and Scales of Accommodation Armed Forces Hospitals 2003 and their pricing supported with any Govt/Auth Documents and/or as per market rates where rates are not available.
Subsequently, Consultant will give a presentation in at HQ CEJZ. The presentation shall be attended by all the concerned technical experts of client to answer queries related to DPR.
The various points/comments on the DPR after presentation shall be conveyed to consultant by client within 15 days of the presentation.
After incorporating all the comments and making necessary corrections the consultant shall submit Final DPR (10 hard copies & 4 soft copies) for approval of client. Note: Consultancy charges up to 3% will be added to AE towards cost of drawings and designs as part of the overall project.
Walk Through Models:- Developing and presentation of Buildings including walk through showing the details of the exterior of the building and also showing indoor spaces highlighting architectural features / interiors/indoor open courtyards in digital presentation using latest software.4 CDs of the details as well as walk though presentation & models shall be submitted by the consultant & same shall be updated from time to time as directed by client.
Post DPR Preparation Once DPR is approved by client in consultation with users, following models shall be prepared by the consultant.
Physical Model – I :- One physical model of site layout shall made to a scale of 1:4000 showing the topography, road network, building blocks, landscaped area, open spaces and other existing features at site.
Physical Model – II :- One physical model of each bldg based on approved architectural design and drgs shall made to a scale of 1:50 or appropriate.
PREPARATION OF TENDER DOCUMENTS.
Consultant shall prepare tender documents based on EPC mode for entire work alongwith Bill of Quantities (BOQ). The draft bid documents on EPC mode alongwith detailed specification, makes of product(minimum three), market rates/ quotations etc., shall be prepared and submitted by the Consultant. Ten copies of approved tender documents shall be submitted alongwith softcopies.
Consultant shall prepare and submit of yard stick for payment to EPC contractor in various stages with breakup details.
CLARIFICATIONS ON DPR.
Consultant shall render clarifications and rectify the shortcomings/anomaly, if any, detected at a later stage during the defect liability period which shall be of two years from the certified date of completion.
