Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

The Tender processing fee shall not be refundable.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for these costs

The employer is not responsible for any delay in accessing E-Procurement Portal

The employer reserves the rights to reject one or all Tender without assigning any reasons

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders

As per Government order LD/300/LET/2006 Bangalore dated 1.01.2007 nad Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

Successful bidder has to furnish 0.1% of award contract amount as insurance during entering in to agreement.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the original documents before approval.

Materials required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work.

The Contractor has to establish site laboratories and should furnish the documents for having required lab testing equipments. (For works more than Rs.1.00 crore)

Contractors should be registered with KPWD Registration (CPWD registerd contractor can participate for works more than Rs.10.00 crore)

To qualify for award of this contract, each tenderer should give all details and documents as per K.W Document.

The period of completion of this work is 6 Months. The defect liability period for this project is 1year.The period of completion of this work is 6 Months. The defect liability period for this project is 1year.

Contractor shall bound to comply the prevailing rules and regulations with regard to the EPF Contribution rules and any modifications thereof before and after execution of agreement

Contractors has to upload the EPF Registration

Contractors has to submit their labour EPF details with every Running Bill

The successful Tenderer shall deliver to the Employer a Security deposit in the prescribed form in the favour of the Executive Engineer, PWD Division, Hassa, given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract.

The GST shall not be paid in the extended period of contract for which the Contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Estimate rates are excluding GST as per govt Circular No:FD 417 Exp-12/2024, Banglore Dtd:09.08.2024 and prevailing GST (18% of amount put to tender) amount is kept in form of Lumpsum in sanctioned estimate. Therefore amount put to tender and ECV amount are excluding GST. But the item wise rates do not include GST. Hence GST will be paid separately for the Executed amount accordingly.

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured according to ENVIRONMENTAL MANAGEMENT SYSTEM (EMS ISO 14001:2015) & QUALITY MANAGEMENT SYSTEM (QMS ISO 9001:2015) Policies, so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Formation levels and other data furnished are bare minimum, the contractor should make all efforts to validate and to get additional data if required at his own cost.

Contractor should take all precautions to ensure that no damage is caused to the existing public/ private properties which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.

Bankers Certificate for the stipulated amount as per clause 3.3 (b) should be submitted in the format as prescribed in the bid document (Section-3 Clause 1.1) only. Otherwise tender is liable for rejection.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the KW Standard Tender documents.

Price escalation shall not be considered in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time. (For which period of completion of the project is more than 12 month)

During the maintenance period , the claims should be as per the actual site condition and should not exceed the BOQ, and routine maintenance of respective years shall not be carried over to successive years

Regarding Appealing aggrieved contractor may appeal to the prescribed (Appellant) Authority within 30 days as per KTTP and appeal should be trough eproc only as per Govt: Order No.pwd/572/CRN-2020 Bangalore Dt:09.10.2020. same will not be considered if appeal through Letters.

The contractor shall maintain pothole free road during DLP ,if potholes found the contractor should attend the issue within 24 hours as per the instructions of the Executive Engineer

The FSD payable at the time of executing agreement, will be refunded only after successful completion of Defect Liability Period

The Biddder must fallow guidelines mentioned in Government Order No: FD/234/FC-2/2025 Bengaluru Dated: 03.06.2025

The Bidder has to fallow Conditions mentioned in Programme and Administrative Approval Letters given by DC, Hassan

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

ITT Clause 3.6 Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under : Assessed available tender capacity:(AxNx1.5 -B ) should be greater than or equal to Rs. 270.88 lakhs where A-Maximum value of works executed in any one year during the last five years taking into account the completed as well as works in progress. (updated to 2025-26 price level) N-Number of years prescribed for completion of the works for which tenders are invited-6 Months. B-Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next 6 Months. (Period of completion of the works for which tenders are invited)
