MECHANICAL WORKS(PIPING AND EQUIPMENT ERECTION)
FABRICATION AND ERECTION OF CARBON STEEL PIPING (AG)
Fabrication, welding & erection of carbon steel/killed carbon steel piping including collection of material by raising material issue request/indent and transportation of material using contractors own mobile crane, tractor/trailer. Loading of material at owners warehouse/yard, transportation unloading of material to the fabrication shop/yard/worksite, proper storage, blinding/deblinding(for new piping system), fabrication including marking,cutting,edge preparation, bevelling, bending, fit-up, welding, threading and laying of pipes of all types and thickness on sleeper, overhead rack, etc providing all branch connections all vents and drains, threading etc, welding all fittings and specials, erection at site including lifting, placing, installing supports, insulation, spacer blocks, etc at all levels and locations. Levelling, aligning, jointing of flanges including insertion of gaskets, orifice plates, spectacle blinds, etc, bolting, jointing by treading or welding, connecting the system to the required other system, equipment, pump, etc. Insulation of valves, steam traps etc of size 1.5" and below shall be considered as piping.
Fabrication and erection of pipes and all types of fittings like elbows, tees, strainers, reducers, half couplings, etc, all types of flanges like slip on/raised face, etc spool pieces for types of inline instruments, installation of all inline fittings/flanges/spray nozzles/rupture discs, etc as applicable, hydro testing, pneumatic testing of all piping lines and systems including hook up of new lines with existing lines, modifications/ rerouting of existing lines if required. Complete as per drawings, specification and instructions of engineer in charge and other related to scope. Piping includes connection of copper or aluminium jumpers for the respective piping/equipment to arrest the static electricity in the system as specified in the drawings. CPCL shall provide power for working inside the plant-HGU 205 and at the contractor fabrication yard. The power shall be provided at one point at both the locations, further distribution anything shall be by contractor.
Rates to include the following:-
Fabrication and erection of piping system, including pipe fittings such as elbows, reducers, flanges, tees couplings, etc.
All required consumables and labour, etc
All work specified in this document and relevant piping speciation as applicable.
Work at all elevations including providing steel scaffoldings as required and with all safety norms.
Preparation of temporary arrangements/connection required for flushing, etc. Providing compressors for air blowing/drying and pneumatic testing.
The piping job includes providing shoe supports, wear pads at support locations( for size 2" and above) etc, where ever required(pipe supports form pipe alone shall be provided by the owner). The rate for supply of structural steel, fabrication and erection for the supports shall be paid separately as per the relevant SOR item.
Job also includes supply of all types of tools and tackles, lifting arrangements like chain pulley blocks, machineries, all consumables and labour to complete the job in all respects, returning back the unused materials to the owners storage point and dumping the generated scarp material to the designated area as per EIC instruction.
Dismantling of special material and instruments before hydro test and re instalment of the same after hydro test
Preparation of final as built drawings
Reinstallation of control valves, safety valves, final box up of piping system, carrying out leak test of the entire system(using soap solution) along with the equipment, holding the leak test for the period of 24 hours minimum, preparation of line history sheet, depressurizing the system, intertwining the system by inert gas and making the system ready for precommisioning, hot bolting of joints whenever required or as directed by EIC.
The rates for the following items shall be exclusive of radiography, stress relieving reinforcement pad welding, blinding or deblinding ( of existing piping system), removal of load piping for replacement.
The rates of the following items shall be inclusive of shop and site fabrication, laying, erection, welding, shoe supports, supply and erection of scaffoldings, dismantling and removal of scaffolding after completion of job, installation of valves and steam traps of size up to 1 1/2 ", offering stage vise inspection, hydro testing, flushing of new piping system and draining or drying of piping system.
Installation of impulse piping for differential pressure transmitters/level transmitters/flow transmitters/level transmitters with and without diaphragm seal as per hook drawings attached with tender but exclusive of tubing and instrument installation. Contractor scope includes supply and provision of necessary supports for impulse piping and capillary/painting of impulse pipe/ fabrication and instrumentation of manifolds/laying of capillary on supports. Contractor is responsible for raising material request/material issue indent and collecting the material from stores and transporting the material to contractors store or work site.
Instrument impulse piping welding shall be paid as per ID/IM basis as per the PMS(pipe class) in this SOR item. Impulse piping radiography,DP test, Hardness test, PWHT where ever required shall be separately paid as per relevant SOR items.

The necessary technical inputs viz. Drawings and materials test certificates shall be provided by the engineer-in-charge. CPCL shall provide power for working inside the plant-HGU 205 and at the contractor fabrication yard. The power shall be provided at one point at both the locations, further distribution anything shall be by contractor.

Fabrication and erection of piping system, including pipe fittings such as elbows, reducers, flanges, tees couplings, etc.;

Complete TIG welding (root + subsequent) for SS piping
Positive material identification(PMI) (Contractor supplied machine) of all pieces of pipes, all weld joints and all fittings with recorder. PMI shall be offered to EPCC / CPCL before hydrotest.
The piping job includes providing shoe supports, wear pads at support locations( for size 2" and above) etc, where ever required(pipe supports form pipe alone shall be provided by the owner). The rate for supply of structural steel, fabrication and erections shall be paid separately as per the relevant SOR item.
Preparation of final as built drawings
Reinstallation of control valves, safety valves, final box up of piping system, carrying out leak test of the entire system(using soap solution) along with the equipment, holding the leak test for the period of 24 hours minimum, preparation of line history sheet, depressurizing the system, inertinzing the system by inert gas and making the system ready for precommisioning, hot bolting of joints whenever required or as directed by EIC.
The rates for the following items shall be exclusive of radiography, stress relieving reinforcement pad welding, blinding or deblinding ( of existing piping system), removal of load piping for replacement.
The rates of the following items shall be inclusive of shop and site fabrication, laying, erection, welding, shoe supports, supply and erection of scaffoldings, dismantling and removal of scaffolding after completion of job, installation of valves and steam traps of size up to 1 1/2 ", offering stage vise inspection, hydro testing, flushing of new piping system and draining or drying of piping system.
Instrument impulse piping welding shall be paid as per ID/IM basis as per the PMS(pipe class) in this SOR item.
Installation of impulse piping for differential pressure transmitters/level transmitters/flow transmitters/level transmitters with and without diaphragm seal as per hook drawings attached with tender but exclusive of tubing and instrument installation. Contractor scope includes supply and provision of necessary supports for impulse piping and capillary/painting of impulse pipe/ fabrication and instrumentation of manifolds/laying of capillary on supports. Contractor is responsible for raising material request/material issue indent and collecting the material from stores and transporting the material to contractors store or work site.

ERECTION AND FABRICATION OF CARBON STEEL PIPING (UG)
Fabrication, welding and erection of piping including raising request/indent, collection and transportation of material from storage point to the fabrication shop/yard, proper storage, blinding/deblinding(for new piping system), fabrication, including marking,cutting,edge preparation, bevelling, bending, fit-up, preheating wherever required. Earth Excavation in all type of soil but excluding hard rock for trenches etc. Breaking concrete, providing all branch connections, all vents and drains, reinforcement pads, threading etc, welding all fittings and specials, erection at site including lifting, placing, installing supports etc below the ground between chambers to chambers, thick metallic blinds at all open ends, levelling, aligning, jointing of flanges including insertion of gaskets, spectacle blinds, etc, bolting, jointing by treading or welding, connecting the system to the required other system, equipment, pump, etc. Installation of valves, steam traps etc of size 1.5" and below shall be considered as piping. CPCL shall provide power for working inside the plant-HGU 205 and at the contractor fabrication yard. The power shall be provided at one point at both the locations, further distribution anything shall be by contractor.
Installation of all inline fittings/flanges/instruments, etc as applicable, pressure testing of all piping lines and systems, flushing, including hook up of new lines with existing lines, backfilling the trenches with available earth and disposal of surplus earth within a lead of 7 km. Complete as per drawings, specification and instructions of Engineer-In-Charge.
All underground piping shall be grit blasted and painted and provided with wrapping and coating as per specification. The contractor shall carry out holiday test to the satisfaction of the Engineer-In-Charge as specified in the biding document.

Fabrication of reinforcing pads for pipe connections wherever required (from pipes only supplied by the owner) and erection, fit-up, welding and testing (including DP/MP/pneumatic) if required of the same and as per the specifications, drawings and instructions of the EIC. Note: Sizes mentioned for reinforcing pads are for branch pipe. Contractor shall carry out pneumatic test of RF pad. Cost of all testing shall be included here.

ERECTION AND FABRICATION OF STEAM TRACING PIPING
Fabrication, welding and erection of piping including collection and transportation of all materials form storage points to work site, cutting, bevelling, grinding, fabrication, erection of steam tracers, hot/bending, providing expansion loops at pipe fittings/ valves /change in direction/flanges (CONTRACTOR to ensure that the loops or bends are not flattened). Installation of valves 1.5" and below shall be considered as piping.
Supplying, providing, fastening of SS 304 wire of 18 SWG, fastening of tracers at every 1 metre. Interval including providing all application of heat resistant cement, supporting of all tracers (and return), conducting NDT like DP test etc, pressure testing of steam tracers, insertion of gaskets, connecting the tracer system with manifold lines, equipment and instruments etc as specified in the technical specification and drawings included in the bidding document and as per instructions of EIC.

Performance of radiographic inspection (only through saferad ) on piping of all types and thickness including proving or hiring all necessary equipment and whatever else even though not exclusively mentioned but required to perform the work as per specification and instruction of the EIC. Radiograph shall be submitted to EIC. Repeat radiography due to defective radiography on repaired joints due to contractors fault and additional radiography necessary due to poor performance of contractors welders shall be done at contractors cost. Contractor has to bring Safe-Rad Radiography machine only (No impact on other nearby activities or personnel available at a distance approx 2 M) for radiography of piping joints at site
While taking radiographs of weld joints, overlaps are to be provided as per the applicable codes. Overlaps of weld length shall not be measured for billing purpose and only circumferential weld length of joints as calculated shall be considered for payment. No payment shall be made for radiographs incase of weld joints require repair. Minimum width of radiography film shall be 4".

Performance of dye penetrant test including supply of all necessary materials and consumables such as cotton waste, etc equipment and labour for carryout the work as per specification and direction of EIC. All materials for DP testing shall be used only after clearance from EIC or inspection representative of client.

STRESS RELIEVING
Carryout all stress relieving of weld joints on all types of piping as called for onshore/site fabricated already erected system including supply of all material consumables recording devices insulating materials etc providing all normal and special equipment and gadgets, skilled and unskilled labours, specialist supervisory staff and completing the work in all respect as per instruction of EIC. Repeat performance due to defective stress relieving or any other account shall be on contractors cost (payment shall be done only after submission and approval of chart)
The job involves post weld heat treatment/stress relieving of carbon steel/alloy steel metal surfaces/weld seams or HAZ, etc, shop fabricated or site fabricated or existing piping/static equipment at all grades and elevation.
This job also includes cleaning the adjoin surfaces, welding of required thermocouples, insulating the portion using super fine glass wool/ asbestos tape, heating the metal surface using a induction heating equipment as per the requirement, specifications, ensuring uniform temperature attainment at all points, recording the temperatures by means of thermocouples/pyrometer/automatic temperature recorders suitably calibrated, removal of insulation, carrying out hardness testing, submitting recorded charts for approval, removal of thermocouple leads as per instruction of EIC.
The job also includes supplying all types of tools and tackles, machineries, all consumables and labour to complete the job in all respects including transportation of all the required materials to the work site.

Hardness testing
Hardness testing by using calibrated digital hardness tester of reputed make approved by owner/PMC and for thin wall thickness it is to be cross checked with PODLY hardness tester (10%) minimum cross check. As per approved procedure and instruction of EIC (Contractor supplied hardness testing machine) the same shall be carried out for weld joints where stress relieving is not done.

REMOVAL OF INSULATION ON EXISTING LINE
Removal of insulation on existing lines for all thickness and type, irrespective of materials and all temperature ranges to perform the hook ups connecting to the existing lines. The removed insulation materials shall be disposed at CPCL's scrap yard through gunny bags. The removed aluminium cladding shall be separately handed over to CPCL scrap yard. The CPCL scrap yard will be within a lead distance of 7 KM from the work site.
PAINTING OF PIPING (STANDARD SPECIFICATION FOR SURFACE PREPARATION AND PROTECTIVE COATING _ 1063-901-004-43-0004 )
Supply of paints and primers, preparation of surfaces and application of primer and finished paints, identification ( line numbering), lettering, colour bands, colour coding etc as specified including rubdown and touch up of shop primer wherever required, providing scaffoldings for all heights, material, tools and tackles, consumables, supervision etc. to complete the work in all respects as per specifications, drawings and directions of EIC for all types of insulated or uninsulated piping, fittings, flanges, supports, valves etc, surface preparation by metal grit blast cleaning and application as specified. The identification marks of the piping and the joints shall be noted before blasting and the same shall be transferred in primed surface with polyurethane paints or as per instructions of EIC.

GROUTING OF EQUIPMENT
Supplying, providing and carrying out non shrink grouting of ACC or FOSROC make (600 kg/sq.cm crushing strength) underneath the baseplate, in all pockets and sleeves etc as applicable, including necessary form work, curing by water for a minimum of 7 days, removal of form work and completing the work as per drawings, technical specification and instructions of EIC for all static equipment, pipe supports, package units and rotary equipment.

PASSIVATION FOR PIPING
Mobilising and providing temporary storage tank, motor pump set of flow rate min. 20 m3/hr and pressure min. 6 kg/cm2 with all instruments and accessories, connecting hoses, valves, and tools and tackles. Passivation chemical needs to be prepared by adding Sodium Carbonate and Sodium Nitrate chemicals with DM water and circulated with pump for 2 hr to make homogeneous solutions. Chloride content shall be checked & shall be less than 50 ppm. Detailed procedure for passivation and equipment / pipeline to be passivated will be provided by EIC during exection. Required manpower, labour, consumables, tools and tackles , safety equipment, etc. to complete the job in all respects are under the scope of contractor. Chemicals and DM water required shall be arranged by CPCL
Piping material required for temporary piping spools, isolation valves, hose connections shall be provided by the owner
Insulation and welding for temporary piping arrangements is in contractors scope
Blinding, de-blinding of shell side inlet and outlet of 205-E-16 including the pipelines are to be done and the rates for the same needs to be condidered under this item. Inlet pipeline to shell side 205-E-16 is from 8 numbers of air fin coolers (205-E-10 A-H) and shell outlet in connected to 205-C-06. Blinding to be done prior to passivation. Deblinding to be done after pipeline modification and hydrotesting of inlet pipeline. Contractor cannot claim bliding and deblinding done for passivation elsewhere. Blinding to be done by keeping the system under positive nitorgen pressure for which contractor has to make temporary hose connection as per Mfg.

Pipe shall be handed over to scrap after removal of insulation material Note: Dismantling of all items like valves, instruments, strains, etc. shall be paid under area of dismantling of pipe only. Rate for blinding, declining and flushing not included in above.
All generated scrap shall be segregated (as metallic scrap and non-metallic scrap) suitable to transportable length/volume and return to designated location after weighment as per the instruction of the EIC within the CPCL refinery premises within 3 km lead distance.

Cutting, edge preparation, bevelling, grinding, bending, fit-up, threading, welding for modification of fabricated/existing lines including cost of all consumables, tools and tackles, scaffoldings, labour, all complete as directed by EIC for contingency work as per site condition to complete the system in all respects as per drawings and specifications and as per instructions of EIC.

WATER FLUSHING, AIR BLOWING AND STEAM BLOWING IN EXISTING PIPES
Rates are inclusive of labour and supply of tools and tackles for water flushing, decoking and steam flushing of various hydrocarbon and other pipelines as directed by EIC. Contractor shall supply fire water hoses, steam hoses, water hoses, etc. along with chicago coupling, flange connections and similar fittings required to connect the hoses for successful completion of the work. Any required valves, pipes, etc. for this work shall e provided on free of cost.
The job includes supplying of all necessary tools and tackles, other water flushing accessories, air blowing accessories, air blower or compressors for carrying out air blowing, steam hoses and accessories for steam blowing and carrying out above activities as per instruction of EIC and inspection personnel. Steam and water shall be provided by CPCL. Contractor shall supply air blowers, compressors.

HYDRO TESTING FOR EXISTING PIPELINES
The job involves hydro testing of existing / modified pipelines to the specified test pressure at all elevations by providing necessary hose connections from the source of water supply to the work location for preparing the test, filling of water on all piping circuits, vent entrapped air, pressurize to the required hydro test pressure with necessary test pumps and offer for inspection including access and assistance to EIC during the checking and draining of piping circuits.
This job also includes supply of all types of tools and tackles, suitable test pumps, pressure gauges, machineries, all consumables and labour to complete the job in all respects as instructed by EIC. Contractor to arrange hydro test pumps as required.

CIVIL AND STRUCTURAL WORKS
Providing, mixing and laying in position RCC of grade M35 with 20mm and down graded coarse aggregate as per IS 456:2000 using 53 Gr. Ordinary Portland Cement SUB STRUCTURES for all depth and maximum 1.5m above FGL/FFL in construction of footing, pedestal, raft, slabs, trenches, equipment foundation, pavement with self finish/broomer finish, etc. including cost of admixture, labour charges, tools and tackles, providing cement wash (whenever no other surface application is specified), providing pockets, openings, recesses, chamfering, wherever required, vibrating, tamping, curing, and rendering if required to give a smooth and even surface etc. (excluding the cost of reinforcement, shuttering) etc. all complete as specified and directed by EIC.
Providing and fixing CENTERING AND SHUTTERING IN SUB STRUCTURES - foundations, raft, slabs, trenches, pedestals etc. including circular shuttering, steel strutting, bracing, propping, keeping the same in position during concreting and removal of the same after specified period, application of mould releasing agents of approved make, for straight/inclines shuttering, keeping necessary provisions for inserts, projecting dowels, anchor bolts for any other fixtures, et., all complete as specified and directed by EIC.
Supplying and placing in position HIGH STRENGTH DEFORMED STEEL BARS REINFORCEMENT TMT (conforming to IS: 1786-2008, Gr. Fe 500D), for RCC work including transporting the steel, straightening, cleaning, decoiling, cutting, bending, to required length and shapes as per details binding with contractors own 16 SWG black soft annealed binding wire at every intersection, supplying and placing with proper cover blocks, supports, chairs, overlaps, welding, spacers, fan hooks, scaffolding including modification cutting and welding existing reinforcement bars for all heights and depths etc, all complete as per specification and direction of EIC.
Providing and installation of precast 135 grade concrete as cover to RCC box culvert, cable trench, etc including concreting, curing as per drawing with necessary provision for lifting, form work, transporting, etc complete as per specifications, drawings and as directed by EIC
Supplying, transporting, storing, fabricating and erecting in position bolted and/or welded STRUCTURAL STEEL WORKS ( GR. A/B) like angles, channels, beams, plates conforming to IS:2062-2011, etc at all heights and levels and locations including all built-up section/compound section made out of rolled sections and/or plates/bend plates for pipe rack, pipe bridge, T post, shed, staircase, ladders, handrails, platforms, structural pipe supports, rungs including modification to existing structural members etc cutting to required size, straightening/bending if required, edge preparation, cleaning, scrapping and welding of unsound joints in existing structural members, preheating, finishing edges by grinding, fixing inline and level with temporary bracings, including providing staging, scaffoldings and working platforms at all heights and removal of same after erection, including preparing the surface for painting, surface cleaning, wire brushing, removal of mill scale, dust, rust, oil or grease etc completely including providing paint system as follows: As per manufactures specification and as directed by the EIC.
Supplying, cleaning and applying paint to structural steel members at field:- repair of refabrication primer with one coat of zinc silicate coating at 65 to 75 microns DFT per coat and one coat of epoxy zinc phosphate primer at 40 microns DFT per coat and final paint of one coat of high built epoxy finished coating cured with polyamine hardner at 100 microns DFT per coat and one coat of acrylic polyurethane finish paint at 40 micron DFT per coat as per specifications and as directed by EIC.
Dismantling of existing structural steel members, including necessary propping wherever required and stacking serviceable materials properly with all leads and lifts to the stores and carting away of unserviceable material up to 7 KM lead outside the refinery premises complete as per specification and as directed by engineer in charge.
Manpower Supply
Supply of manpower with all tools and tackles, consumables, booms, dial indicators, laser alignment instruments, supervision, safety, PPEs, etc, for carrying out precommisioning, commissioning activities, tie-in commissioning and completing the work as per the instructions and complete satisfaction of EIC. Contractor shall quote labour rates accordingly
Semi-skilled during Monday to Sunday and company declared holidays for 12 hours shift on the round the clock basis.
Semi- skilled working on extended hours after general shift hours as given above.
NOTES:
For all material and sizes the root passes of all butt weld joints, socket joints shall be welded by TIG (GTAW).
For SS/AS/Nickel piping Argo shall be used for sealing as well as purging.
Bidder to note that radiography quantity given is tentative and may decrease or increase as all the work shall be carried out near running plant/during shut down, owner/PMC may engage separate agency to carry out safe radiography.
Bidder to consider that any repairs found after Saferad radiography, rectification of weld joints shall be carried out by the contractor as per without any additional cost.
The activity specified in the above SOR items are to executed in running refinery. Items not mentioned under shut down but it may be required to be carried out during shut down for safe hook up with existing line. Contractor to carryout the same without any cost implication.
Scope of work includes scaffolding at all elevations as required and as given in item description.
Dismantling of special material and instruments before hydro test and reinstallment of the same after hydro test is within the quoted rate.
All generated scrap shall be segregated (as metallic scrap and non-metallic scrap) suitable to transportable length/volume and return to designated location after weighment as per the instruction of the EIC within the CPCL refinery premises within 3 km lead distance.
Installation of inline instruments like orifice, flange assembly, restricted orifice assembly, flow metres etc shall be included in above quote pipes.
Related piping connected works with equipment shall be completed as per specification, drawings and instructions of EIC
Preparation of temporary arrangements/connections required for water flushing.
Bidder should quote the unit rates for supply and service rates wherever applicable.
The contractor is deemed to have studied the drawings, specifications and details of work to be done with in the time schedule and should have acquainted himself with the conditions prevailing at the site. The contractor should be in a position to mobilize labour ad equipment on all working days and also on Saturdays, Sundays and holidays as per site requirement. The contractor should hence work on round the clock basis with proper coordination with pre-shutdown contractors .
All items of work mentioned in the schedule of rates shall be carried out as per the drawings, specifications and instructions of owner or EIC and rates are deemed to be inclusive of material, consumables, labour, supervision, tools and tackles fabrication drawings wherever required as called for in the detailed specification and conditions of contract.
Material shall be good quality and purchased from approved sources, contactors shall get it approved from EIC prior to usage.
Work shall be carried out as per latest construction drawings, specifications and carried out the satisfaction of engineer in charge.
Bar bending schedule shall be prepared by contractor.
Contractor to take care of safety of surrounding people/machinery.
Ready-mix concrete shall be used for concrete grade M20 and above.
Contractor to submit the design mix for approval prior to use in concreting.
