   a) The Bidder must be the original equipment manufacturer (OEM) or authorized Dealer of OEM. b) The manufacturer of the power hacksaw shall possess valid ISO 9001 certificate as on the date of closing of tender and a copy of same shall be submitted along with the offer. c) The bidder must have supplied at least 01 (One) number of same / similar machine defined in point number-(d) below, which should have been commissioned within last 10 years to Indian Railways / Central / State Government/ Public Sector Undertakings/firms registered with Ministry of Corporate Affairs with an average turnover of not less than Rs.50 Crores in the last 03 financial years (excluding the current financial year). The bidder must submit financial turnover details of private firms duly downloaded from MCA portal d) The purpose of similarity / similar machine would mean Motorized Power hacksaw suitable for cutting of MS/SS plates and bars of 0.75kW (1HP) or higher e) The statement of past supplies and performance certificates of same / similar machines as defined in the point number- (d) above shall be submitted in the format specified in Annexure-I & II respectively. f) The Machines(s) for which performance certificate is produced, must have completed at least one year of operation from the date of commissioning as measured from the date of issue of the certificate. The date of issue of performance certificate of the machine(s) shall not be older than one year as on the date of closing of the tender. The performance certificates shall be issued by JAG level officer or above in case of railways / Central/ State Govt./ Public sector Undertakings and by responsible officials for others, in the official letter head, as per the format prescribed in Annexure-II g) The bidder shall submit supporting documents such as Copies of POs/Invoice/Commissioning Reports, machine make & Model , and technical specifications to establish similarity of the machine for which the performance certificates is submitted as proof. h) All the documents and the information required for compliance with the above eligibility criteria must be submitted along with original bid. j) Note: ICF reserves the right to verify the authenticity of any performance Certificate submitted. Commercial-Compliance

   It is certified that the item offered meets the local content requirement for Class-I/Class-II local supplier. Tenderers should specify Class-I or Class II in the remarks column, failing which the offer will not be considered for preference under Make in India Policy.

   (i) In case of MSE firm willing to claim the benefits under Public Procurement Policy (Preference to MSE) order 2012, the firm should upload with their offer, the proof of their being MSE registered with the agency mentioned in clause 13.1 of section-I of ICF Bid document, failing which such offers will not be liable for consideration of benefits detailed in para 13.3 of section-I of ICF Bid document. (ii) As per Gazette notification no. S.O.4926(E) dated 18.10.2022 amending notification no. S.O.2119(E) dated 26.06.2020 circulated vide Railway Board letter no. 2020/RS(G)/363/1 dated 03.11.2022 regarding re-classification of enterprises and Udyam registration, " In case of an upward change in terms of plant and machinery or equipment or turnover or both, and consequent reclassification, an enterprise shall continue to avail of all non-tax benefits of the category it was in before the re- classification, for a period of three years from the date of such upward change." In such cases, the tenderer claiming such benefits shall submit necessary documentary evidence along with offer. (iii) Tenderers shall upload Udyam Registration detail showing that the enterprise is owned by Scheduled Castes (SC)/ Scheduled Tribes (ST)/ women entrepreneurs to claim the benefit under this subclassification.
