Bidder should be ICF approved vendor as per IREPS Vendor Directory for 'ICF Item ID: 2300191, Decorative Thermosetting Synthetic Resin Bonded Laminated Sheets for use in Coaching Stock to Spec. no. CK-514' as on the date of tender opening.
Bidder should be OEM or authorized dealer of OEM. Dealers should attach Tender Specific Authorization from OEM without which their offer will be summarily rejected.

The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions specified/attached with the tender.
Have you quoted price on the basis of free delivery to destination, indicating the break up.
The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance , and such terms quoted anywhere else should be ignored.
In case of road delivery, the date of delivery at destination [Consignee's end] shall only be treated as delivery date irrespective of F.O.R/ F.O.T condition mentioned elsewhere in the contract/tender.
a] Tenderers are hereby instructed to supply the tendered quantity to the respective consignee(s) as indicated in tender document. [b] If tenderers mention anywhere in its offer contrary to (a) above and/or mentions not to supply to some of the consignees, such o %uE02Aer may not be considered for ordering for such consignees where the tenderer has not agreed to directly deliver the stores without any back reference.
Goods and Service Tax (GST) shall be applicable as per GST Act 2017. Please refer para 14.0 (a to h) Part-A of Southern Railway Stores Department Tender Conditions for Electronic Tenders available on above mentioned link.
[a] All the bidders/tenderers should ensure that they are GST compliant and their quoted tax structure/rates are as per the GST Law. Firms must indicate its GST registration number along with their offer. [b] In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST Act, The Railway shall deduct the applicable GST from his/their bills under Reverse Charge Mechanism (RCM) and deposit the same to the concerned tax authority. [c] The term should indicate the tariff code (HSN Code) for claiming GST for the tendered item. [d] The offer shall be evaluated based on the GST rate as quoted by each bidder and same will be used for determining the inter-se ranking. While submitting offer, it shall be the responsibility of the bidder to ensure that they quote correct GST rate and HSN number. [e] It shall be the responsibility of the bidders to quote correct HSN number and corresponding GST rate. The Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate, if quoted by the bidder. [f] Wherever, the successful bidder invoices the goods at GST rate or HSN number which is different from that incorporated in the Purchase Order, payment shall be made as per GST rate which is lower of the GST rate incorporated in the Purchase order or billed. [g] Vendor is informed that she/he would be required to adjust her/his basic price to the extent required by higher tax bill as per invoice to match the All inclusive Price as mentioned in the Purchase order. [h] Any amendment to GST rate or HSN number in the contract shall be as per the contractual conditions and statutory amendments in the quoted GST rate and HSN number, under SVC
[a] Please indicate whether you are registered with any of the following Micro & Small Enterprises (MSE) agencies : District industries Centres, KVIC, KVIB, Coir Board, NSIC, Diretorate of Handicraft & Handloom or any other body specified by Ministry of MSME. [Name the agency clearly]. If yes, then for availing benefits under MSME Act, should upload valid documents maintained under MSME Act such as NSIC Certificate etc duly marking the tendered item in the certificate. Otherwise, claim for benefits under MSME Act may not be entertained and also indicate whether the Enterprise is owned by SC/ST/woman. Please upload documents in support of this. [b] If you are not a MSE or consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprises. [In percent of order value] with further breakup of MSE owned by SC/ST [Information will be provided in percentage terms with 6 fields; Micro owned by SC, ST, Others and Small Industries owned by SC, ST and Others]. [c] Regarding MSE Purchase Preference please refer para 15 of Part B of Southern Railway Stores Department Tender Conditions for Electronic Tenders available on above mentioned link. Bidders should upload copy of valid UDYAM certificate in relevant column of techno-commercial offer for consideration of MSE Purchase Preference
Tenderers shall confirm the following declaration failing which the offer will be ignored. " I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India. I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. Where applicable, evidence of valid registration by the Competent Authority shall be attached."
EARNEST MONEY DEPOSIT (EMD) at the rate of 2% of the estimated value of the tender shall be deposited by all the bidders subject to the applicable exemptions. For exemptions details please refer Para 2.1 of Part A of Southern Railway Stores Tender Conditions for Electronic Tenders available at above mentioned link. The bidder claiming exemption from EMD should clearly indicate valid reasons for such claim duly attaching scanned copies of relevant documents with their e-offers. MSE bidders should note that EMD exemption on MSE grounds shall be considered provided they participate in the tender as OEM and offer their own make/brand. Bidders who are participating in the tender as traders/dealers/agents of other OEM are not eligible for exemption from EMD payment irrespective of MSE Status of themselves or the OEM they are representing. Such bidders shall submit the applicable EMD amount, otherwise their offers shall be summarily rejected.
SECURITY DEPOSIT (SD) shall be 5 % of total value of contract and shall be taken from all vendors for contract value above Rs. 25 Lakh subject to the applicable exemptions. For details please refer para 10.0 of Part A of Southern Railway Stores Department Tender Conditions for Electronic Tenders
Split Clause: Pre-decided splitting condition is applicable in this tender. The Purchaser reserves the right to split/distribute the procurable quantity on more than one eligible tenderers within the zone of consideration to ensure reliability and continuity of supplies in terms of the criteria outlined in Para 5.2 of Part-B of of Southern Railway Stores Department Tender Conditions available on the above mentioned link.
Procurement of the item is restricted to Local suppliers with minimum local content of 20% (Class-I or Class-II Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020) only and the vendors who do not qualify to be "Local suppliers" (i.e., "Non- Local suppliers" with local content less than 20%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a "Local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.
