Bidder must be Company/LLP/partnership firm/Proprietorship firm registered under applicable law and operational for at least 5 years as on the EOI submission date. Certificate of Incorporation/Registration, MOA/AOA/LLP/Partnership Deed shall be submitted.

The firm must have successfully implemented at least 2 ERP/MIS/e-Governance projects during the last 5 years. Work Orders/Agreements along with Completion/Go-Live Certificates shall be submitted.

The firm must have successfully implemented at least 2 ERP/MIS/e-Governance projects for Central/State Government, PSU, Government Agency, Board, Corporation or Autonomous Body. Work Orders/Agreements along with Completion/Go-Live Certificates shall be submitted.

At least one project must cover a combination of workflow automation, finance/accounts, document management, project management, MIS/reporting and role-based access. Work Order/Completion/Go-Live evidence shall be submitted.

The firm must have demonstrated experience in secure web-based/cloud-based enterprise applications supporting multiple users/departments. Client Certificate/Work Order/Completion evidence shall be submitted.

The firm must have experience in integrating external portals/APIs, SMS/e-mail gateways, GIS/maps or other third-party systems. Work Order/Completion/Client Certificate shall be submitted.

The firm must have demonstrated capability in application/database security, access control, backup/recovery and security testing. Valid certification, if applicable, along with relevant project credentials shall be submitted.

The firm must have access to qualified personnel for project management, architecture, development, database, QA/testing, cybersecurity and support. Undertaking and proposed manpower profile shall be submitted.

The firm must have a dedicated project/support cell in Chandigarh/Mohali or provide an undertaking to establish one within 150 days of award/commencement. Office proof/undertaking shall be submitted.

The firm must not be blacklisted or debarred by any Central/State Government, PSU, Government Agency or statutory authority as on the submission date. Self-Declaration shall be submitted.

The firm must have valid PAN and GST registration and comply with all applicable statutory requirements. PAN/GST Certificate shall be submitted.

The firm must not have any actual or potential conflict of interest affecting the assignment. Declaration shall be submitted.

The proposal must be signed by a duly authorized representative of the firm. Board Resolution/Authorization/POA shall be submitted.

The average annual turnover must be at least Rs. 40 lakh during the three financial years out of last four financial years i.e 2025-2026, 2024-2025, 2023-2024 & 2022-2023. Audited Financial Statements and/or CA Certificate shall be submitted.

The bidder is in profit during the last three completed financial years out of last four financial years i.e 2025-2026, 2024-2025, 2023-2024 & 2022-2023.

The firm must not be under insolvency, liquidation or similar proceedings and must have adequate financial capacity for the assignment. Self-Declaration/CA Certificate, as applicable, shall be submitted.

Not be involved in any major litigation that may have an impact affecting or compromising the delivery of services as required.

Not be black-listed by any Central / State Government / Institution / Public Sector Undertaking in India.
