A) General Conditions for Eligible Tenderers

Sl No Conditions

1 Tenders from Joint ventures are not acceptable.

2 Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory.

3 It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

4 The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidder's end.

5 EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

6 The tenderer should be a KPWD registered Class-3 & above Contractor.

7 As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

8 Conditional tenders will not be accepted.

9 Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.

10 To qualify for award of this contract, each tenderer should furnish qualification information as per section 3 of Standard Tender Document attached to this tender.

11 All Scanned Documents of the Original should be up-loaded, Executive Engineer/ Superintending Engineer/ Chief Engineer reserves the right verify the Original Documents before approval.

12 All the Formats prescribed in the bid documents shall be filled in complete manner.

13 The Tenderer should maintain the Building during defective liability period of 2 year.

14 The materials like bitumen, Steel, Cement etc., required for the work shall be procured by the tenderer themselves and should be got attested by the Quality Control Authority before use on the work.

15 Work done certificate should be issued by competent authority not below the rank of Executive Engineer.

16 The item rates quoted shall include cost of royalty charges on construction materials & other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts labour, hire charges of machinery equipments etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work.

17 EMD for Rs 2,17,587 shall be paid through e-procurement under only one of 4 option cited in the Tender document and the Balance of Rs. 2,17,587 by Bank Guarantee issued by Nationalised/Scheduled Bank under priscribed format. (attached in E-Procurement). Contractor should upload the scaned Copy of Bank Guarantee issued by Nationalised /Scheduled Bank. If the tenderer does not upload the BG, such tenders will be rejected in the technical bid stage itself. Original Bank Guarantee must be handed over by the qualified tenderer(L1) latest before conclusion of the Agreement. Non Compliance to this leads to rejection of tender.

(a) achieved in at least two financial years a minimum financial turnover of Rs. 1060.00 Lakhs, (in all classes of Civil Engineering Construction works only) Financial Status Submit the balance sheet indicating the contract receipts and profit and loss account statement certified by the chartered accountant

5 To qualify for Award of this contract, each Tenderer in its name should have in the last five years i.e., 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24. satisfactorily completed as prime contractor, at least one similar work such as finishing work of value not less than Rs.252.00 Lakhs Past Experience Work done Certificate issued by competent Authority of rank not less than Executive Engineer.

7 Each Tenderer should further demonstrate: i). Availability by owning at least 50 % of the required/specified key and critical equipments for this work. ii). The remaining 50% can be deployed on lease/hire basis for all the work, provided relevant document (commitment agreements etc.) for availability of for this work are furnished.: (a) Availability key and critical equipment for this work. 1. 8 Statement indicating the (A)Existig commitments and ongoing works, (B)Details of works for which tenders are already submitted . The statements should furnished as per statement 1.5 (A),(B) of Section 3 of Qualification information in Standard Bid document. Capabilities of Vendor details work listed in the Statement should be counter signed by the EE or Equivalent officer

9 Contractor should visit the site and upload the site visit certificate certified by University of Agriculture Sciences, Mandya Eexecutive Engineer and above ranking.

10 The Tenderer or his identified sub-contractor should posses required valid electrical license for executing building electrification works and should have executed similar electrical works for Rs.28.10 lakhs Past Experience Others -- Electrical License, similar electrical works and should enclose the consent letter
