   (A) The bulk or entire order quantity shall be placed with the bidders who have supplied the same or similar items in a single purchase order for a minimum of 20% of the tendered quantity (i.e., approximately 265 units) to Southern Railway or any other Zonal Railways/PUs within the last 3 calendar years including the current calendar year till the tender closing date. Fabricated/pressing components for any railway rolling stock with a unit rate of Rs.5,898.82 or more will be considered similar items for this tender. (B) The bulk or entire order quantity shall also be placed with the bidders who have successfully completed fabricated/pressing components for any railway rolling stock under a single purchase order valued at more than 20% of the tendered value, i.e., Rs.15,63,187.3, for Southern Railway or any other Zonal Railways/PUs within the last 3 calendar years including the current calendar year till the tender closing date. The bulk or entire order shall be placed with the bidders who fulfills either of the above conditions (A) or (B), or both . Documentary evidence like RITES/RDSO/TPI I/C, R/Notes or CRN copies must be furnished along with their offer evidencing the execution of such purchase orders.

   (1) Preferably manufacturers should participate. In case of firms other than OEMs participating in the tender, they must submit tender specific Authorization from OEM or valid dealership certificate from OEM along with their offer failing which their offers will not be considered. (2) OEMs can authorize and give Tender Specific Authorization to its Agent / Dealers to quote on their behalf provided the vendor takes full responsibility for the quality of the material including warranty obligation.Please refer para 3.4 of Part-B of Southern Railway Tender Conditions attached with this tender

   EMD shall be 2% of the estimated tender value and shall be taken from all bidders for contract value above Rs. 25 Lakh subject to the applicable exemptions. For details please refer 2.0 Part A of Southern Railway Tender Conditions available under the mentioned link in the tender.

   Bidder submits [Land Border condition] "I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India. I certify that this bidder is not from such a country or , if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder, fulfills all requirements in this regard, and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.)' along with bid for compliance of Office Memorandum of Department of Expenditure, Ministry of Finance dated 23.07.2020".    Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Validity of offers: Offers should be valid for 120 days after closing date of tender. Any offer having lesser validity shall be deemed as commercially unresponsive and will be summarily rejected.

   I/We have carefully gone through the IRS conditions of contract (included and uploaded along with the bid document) particularly Para 2500 pertaining to "Code of Integrity, Misdemeanor and Penalties". I/We hereby certify that no other sister concerns or affiliates (such as having common partner/director/promoter/owner/holding company decision control etc.) have participated in this tender which can give rise to a conflict of interest or fall under anti-competitive practices. We understand that the offers of all such sister concerns including ours are liable to be rejected as per relevant provisions of IRS terms and conditions. I/We, affirm that we shall abide by the Code of Integrity in general, with specific reference to conflict of interest [Para 2502 (e)], anti competitive practices [Para 2502(c)] and obligation to proactive disclosures [Para 2503]. I/We understand that we are fully responsible for the above declaration and it shall not be the Railway's responsibility to verify the same. I/We are aware that we shall be liable for all consequences of violation of Code of Integrity, if detected, at any stage.
