Electrical work for augmentation of length of 02 nos of lines along with extension of Pit and provision of necessary infrastructure required for examination of length LHB rakes at reception yard at SRC coaching yard.

The successful bidder shall submit the Performance Guarantee (PG) in any of the following forms, amounting to 5% of the original contract value and Additional Performance Guarantee as per Clause 16(4)(h) of GCC-2022, in any of the following forms:- (i) A deposit of Cash; (ii) Irrevocable Bank Guarantee; (iii)Government Securities including State Loan Bonds at 5% below the market value; (iv) Pay Orders and Demand Drafts tendered by any Scheduled Commercial Bank of India; (v) Guarantee Bonds executed or Deposits Receipts tendered by any Scheduled Commercial Bank of India; (vi) Deposit in the Post Office Saving Bank; (vii) Deposit in the National Savings Certificates; (viii) Twelve years National Defence Certificates; (ix) Ten years Defence Deposits; (x) National Defence Bonds and (xi) Unit Trust Certificates at 5% below market value or at the face value whichever is less. Also, FDR in favour of FA&CAO (free from any encumbrance) may be accepted. New Para 16(4) (h) of Part-II of GCC'22: If a tender is accepted on the quoted rates of bidder which is below the advertised tender value, an additional performance security shall be submitted by the bidder as below: (i) If Bid quoted in % of advertised cost is Below 0 - 5% (inclusive), Additional Performance Guarantee (%) will be 'Nil'. (ii) If Bid quoted in % of advertised cost is Below 5%, Additional Performance Guarantee (%) will be '5%.

Performance Guarantee : The successful bidder shall have to submit a Performance Guarantee (PG) within 21 (Twenty one) days from the date of issue of Letter of Acceptance (LOA). Extension of time for submission of PG beyond 21 (Twenty one) days and upto 60 days from the date of issue of LOA may be given by the Authority who is competent to sign the contract agreement. However, a penal interest of 12% per annum shall be charged for the delay beyond 21(Twenty one) days, i.e. from 22ndday after the date of issue of LOA. Further, if the 60thday happens to be a declared holiday in the concerned office of the Railway, submission of PG can be accepted on the next working day. In all other cases, if the Contractor fails to submit the requisite PG even after 60 days from the date of issue of LOA, the contract is liable to be terminated. In case contract is terminated railway shall be entitled to forfeit Bid Security and other dues payable to the contractor against that particular contract, subject to maximum of PG amount. In case a tenderer has not submitted Bid Security on the strength of their registration as a Startup recognized by Department of Industrial Policy and Promotion (DIPP) under Ministry of Commerce and Industry, DIPP shall be informed to this effect. The failed Contractor shall be debarred from participating in re-tender for that work. However the clause may also applicable as amended time to time.

The Performance Guarantee shall be submitted by the successful bidder after the Letter of Acceptance (LOA) has been issued, but before signing of the contract agreement. This P.G. shall be initially valid upto the stipulated date of completion plus 60 days beyond that. In case, the time for completion of work gets extended, the Contractor shall get the validity of P.G. extended to cover such extended time for completion of work plus 60 days.

The value of PG to be submitted by the Contractor is based on original contract value and shall not change due to subsequent variation(s) in the original contract value.

The Performance Guarantee (PG) shall be released after physical completion of the work based on 'Completion Certificate' issued by the competent authority stating that the Contractor has completed the work in all respects satisfactorily. The Security Deposit shall, however, be released only after expiry of the maintenance period and after passing the final bill based on No Claim Certificate from the contractor.

Whenever the contract is rescinded, the Security Deposit shall be forfeited and the Performance Guarantee shall be encashed. The balance work shall begot done independently without risk cost of the failed contractor. The failed contractor shall be debarred from participating in the tender for executing the balance work. If the failed contractor is a JV or a Partnership firm,then every member/partner of such a firm shall be debarred from participating in the tender for the balance work in his/her individual capacity or as a partner of any other JV/partnership firm.

"Bid Security: (1) (a) The tenderer shall be required to submit the Bid Security with the tender for the due performance with the stipulation to keep the offer open till such date as specified in the tender, under the conditions of tender. The Bid Security shall be as under: Value of the Work and Bid Security : For all works, 2% of the estimated cost of the work. Note: (i) The Bid Security shall be rounded off to the nearest 100. This Bid Security shall be applicable for all modes of tendering. (ii) Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' shall be exempted from payment of Bid Security detailed above. (iii) Labour Cooperative Societies shall submit only 50% of above Bid Security detailed above. (b) It shall be understood that the tender documents have been issued to the tenderer and the tenderer is permitted to tender in consideration of stipulation on his part, that after submitting his tender he will not resile from his offer or modify the terms and conditions thereof in a manner not acceptable to the Engineer. Should the tenderer fail to observe or comply with the said stipulation, the aforesaid amount shall be liable to be forfeited to the Railway. (c) If his tender is accepted, this Bid Security mentioned in sub para (a) above will be retained as part security for the due and faithful fulfillment of the contract in terms of Clause 16 of the Standard General Conditions of Contract. The Bid Security of other Tenderers shall, save as herein before provided, be returned to them, but the Railway shall not be responsible for any loss or depreciation that may happen thereto while in their possession, nor be liable to pay interest thereon.

The Bid Security shall be deposited either in cash through epayment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India or as mentioned in tender documents. The Bank Guarantee bond shall be as per Annexure- VIA and shall be valid for a period of 90days beyond the bid validity period. In case, submission of Bid Security in the form of Bank Guarantee, following shall be ensured: i. A scanned copy of the Bank Guarantee shall be uploaded on e-Procurement Portal (IREPS) while applying to the tender. ii. The original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document before closing date for submission of bids (Le. excluding the last date of submission of bids) . iii. Non submission of scanned copy of Bank Guarantee with the bid on e-tendering portal (IREPS) and/or non submission of original Bank Guarantee within the specified period shall lead to summary rejection of bid. iv. The Tender Security shall remain valid for a period of 90 days beyond the validity period for the Tender. v. The details of the BG, physically submitted should match with the details available in the scanned copy and the data entered during bid submission time, failing which the bid will be rejected vi. The Bank Guarantee shall be placed in an envelope, which shall be sealed. The envelope shall clearly bear the identification "Bid for the ***** Project" and shall clearly indicate the name and address of the Bidder. In addition, the Bid Due Date should be indicated on the right hand top corner of the envelope. vii. The envelope shall be addressed to the officer and address as mentioned in the tender document. viii. If the envelope is not sealed and marked as instructed above, the Railway assumes no responsibility for the misplacement or premature opening of the contents of the Bid submitted and consequent losses, if any, suffered by the Bidder.

The Railway reserves the right of not to invite tenders for any of Railway work or works or to invite open or limited tenders and when tenders are called to accept a tender in whole or in part or reject any tender or all tenders without assigning reasons for any such action.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

@ 18% GST has been included in schedule rate, GST will be paid to the firm's at the time of billing, subjected to firm's production of sufficient documentary evidences in support of same. NOTE: % of GST as applicable during the period of execution.

Inspection charges of RITES / Third Party Inspection (TPI) Agencies are to be borne by the contractor where necessary as per extent rule (where the value of purchase order exceeds Rs. 5 lakhs)

The work shall be treated as on work contract basis and the rates tendered shall be for complete items of work (except the materials, if any, stipulated for supply by the department) inclusive of all taxes (including works contract tax,if any duties, and levies etc and all charges for items contingent to the work, such as packing, forwarding, insurance, freight and delivery at site for the materials to the supplied by the contractor, watch and ward of all materials (including those if any supplied by the department) for the work at site etc.)

Unless and otherwise mentioned in the tender documents, the following works shall be done by the contractor, and therefore their cost shall be deemed to be included in their tendered cost- i)Foundations for equipments and components where required, including foundation bolts. ii)Cutting and making good all damages caused during installation and restoring the same to their original finish. iii)Sealing of all floor openings provided by him for pipes and cables, from fire safety point of view, after laying of the same. iv)Painting at site of all exposed metal surfaces of the installation other than pre-painted items like fittings , fans, switchgear/distribution gear items, cubicle switch board etc. Damages to finished surfaces of these items while handling and erection, shall however be rectified to the satisfaction of the Engineer-in-charge. v)Testing and commissioning of complete installation

Unless and otherwise specified, power supply and water supply will be arranged by the contractor at the site for installation purpose. However, for testing purpose, electricity supply will be available free of cost to the contractor. Contractor will take due care to ensure safety of electrical installation during execution of work

The contractor shall co-ordinate with all other agencies involved in the building work is not hampered due to delay in his work. Recessed conduit and other works, which directly affect the progress of building work, should be given priority.

Tools for Handling and Erection All tools and tackles required for handling of equipments and materials at site of work as well as for their assembly and erection and also necessary test instruments shall be the responsibility of the contractor

Care of Buildings: Care shall be taken by the contractor to avoid damage to the building during execution of his part of the work. He shall be responsible for repairing all damages and restoring the same to their original finish at his cost. He shall also remove at his cost all unwanted and waste materials arising out of his work from the site.

Structural Alterations to Buildings: (i) No structural member in the building shall be damaged/altered, without prior approval from the competent authority through the Engineer-in-charge. (ii) Structural provisions like openings, cutouts, if any, provided by the department for the work, shall be used. Where these require modifications, or where fresh provisions are required to be made, such contingent works shall be carried out by the contractor at his cost. (iii) All such openings in floors provided by the Department shall be closed by the contractor after installing the cables/ conduits/ rising mains etc. as the case may be, by any suitable means as approved by the Engineer-in-charge without any extra payment. (iv) All chases required in connection with the electrical works shall be provided and filled by the contractor at his own cost to the original architectural finish of the buildings

Addition to an Installation: Any addition temporary or permanent to the existing electrical installation shall not be made without a properly worked out scheme/ design by a qualified Electrical Engineer to ensure that such addition does not lead to overloading, safety violation of the existing system.

Work in Occupied Buildings: (i) When work is executed in occupied buildings, there would be minimum of inconvenience to the occupants. The work shall be programmed in consultation with the Engineer-in-charge and the occupying department. If so required, the work may have to be done even before and after office hours. (ii) The contractor shall be responsible to abide by the regulations or restrictions set in regard to entry into, and movement within the premises. (iii) The contractor shall not tamper with any of the existing installations including their switching operations or connections thereto without specific approval from the Engineer-in-charge.

Conformity to IE Act, IE Rules, and Standards: All Electrical works shall be carried out in accordance with the provisions of Indian Electricity Act, 2003 and Indian Electricity Rules, 1956 amended up to date and As per RDSO specification

Quality of Materials: All materials and equipments supplied by the contractor shall be new. They shall be of such design, size and materials as to satisfactorily function under the rated conditions of operation and to withstand the environmental conditions at site

Inspection of Materials and Equipments: Materials and equipments to be used in the work shall be inspected by the Departmental officers. Such inspection will be of following categories: (i) Inspection of materials/ equipments to be witnessed at the manufacturer's premises in accordance with relevant BIS/ Agreement Inspection Procedure. (ii) To receive materials at site with Manufacturer's Test Certificate(s). (iii) To inspect materials at the Authorized Dealer's Godowns to ensure delivery of genuine materials at site. (iv) To receive materials after physical inspection at site. The Departmental officers will take adequate care to ensure that only tested and genuine materials of proper quality are used in work. Similarly, for fabricated equipments, the contractor will first submit dimensional detailed drawings for approval before fabrication is taken up in the factory. Suitable stage inspection at factory also will be made to ensure proper use of materials, workmanship and quality control. The tender specifications will stipulate the inspection requirements or their waiver for various materials/ equipments including norms of inspection in specific cases

Ratings of Components: All components in a wiring installation shall be of appropriate ratings of voltage, current, and frequency, as required at the respective sections of the electrical installation in which they are used. All conductors, switches and accessories shall be of such size as to be capable of carrying the maximum current, which will normally flow through them, without their respective ratings being exceeded

Conformity to Standards: All components shall conform to relevant Indian Standard Specifications, wherever existing. Materials with ISI certification mark shall be preferred. A broad list of relevant Indian Standards is given in Appendix D. These Indian Standards, including amendments or revisions thereof upto the date of tender acceptance, shall be applicable in the respective contracts

Only quality materials of reputed make as specified in the tender will be used in work.

Testing: All tests, to be done before, during and after installation, shall be carried out, and the test results shall be submitted to the Engineer-in-charge in prescribed Performa, forming part of the Completion Certificate

Commissioning on Completion: After the work is completed, it shall be ensured that the installation is tested and commissioned

Shramikkalyan portal:- (i) Contractor is to abide by the provisions of various labour laws in terms of above clause 54,55, 55-A and 55-B of Indian Railways Standard General Conditions of Contract. In order to ensure the same, an application has been developed and hosted on website 'www.shramikkalyan.indianrailways.gov.in'. Contractor shall register his firm/company etc. and upload requisite details of labour and their payment inthis portal. These details shallbe available in public domain. The registration /updation in Portal shall be done as under: (a)Contractor shall apply for one time registration of his company/firm etc. in the Shramikkalyan portal with requisite details subsequent to issue of Letter of Acceptance. Engineer shall approve the contractor's registration in the portal within 7 days of receipt of such request. (b)Contractor once approved by any Engineer, can create password with login ID (PAN No.) for subsequent use of portal for all Letter of Acceptances (LoAs)issued in his favour. (c)The contractor once registered on the portal, shall provide details of his Letter of Acceptances (LoAs)/ Contract Agreements on shramikkalyan portal within 15 days of issue of any LoA for approval of concerned Engineer. Engineer shall update (if required) and approve the details of LoA filled by contractor within 7 days of receipt of such request. (d)After approval of LoA by Engineer, contractor shall fill the salient details of contract labours engaged in the contract and ensure updating ofeach wage payment to them on shramikkalyan portal on monthly basis. (e)It shall be mandatory upon the contractor to ensure correct and prompt uploading of all salient details of engaged contractual labour & payments made thereof after each wage period. (ii)While processing payment of any'On Account Bill' or 'Final Bill' or release of 'Advances' or 'Performance Guarantee / Security deposit', contractor shall submit a certificate to the Engineer or Engineer's representatives that "I have uploaded the correct details of contract labours engaged in connection with this contract and payments made to them during the wage period in Railway's Shramikkalyan portal at 'www.shramikkalyan.indianrailways.gov.in' till____Month,____Year.

Any other reputed make/ brand other than as mentioned in the explanatory note may be included during the execution of the works on an urgent basis/as per direction when needed with approval of competent authority.
