Special Eligibility Criteria

   QUALIFYING REQUIREMENTS OF BIDDERS 2.1(A) For Bulk order: Bulk procurement of minimum 80% of the Net Procurement Quantity (NPQ) shall be ordered on OEM for the items. In case tenderer is authorized agent/ dealer of OEM, Authorization certificate from OEM is to be submitted in the format as Annexure- 5. (B) For Developmental order: Developmental order(s) up to 20% of NPQ may be considered on those firms who are found capable to develop the items. The bidder shall provide a satisfactory evidence acceptable to the Purchaser to show that Bidder- (i) has adequate financial stability and status to meet the obligations under the contract for which he is required to submit a report from a recognized bank or a financial institution; (ii) has adequate plant and manufacturing capacity to manufacture and supply the items offered within the delivery schedule offered by him; (iii) has an established quality control system and organization to ensure that there is adequate control at all stages of all manufacturing processes.

   OEMs or their Authorized Agent/dealers with valid authorization from OEM can also quote on behalf of OEM provided the OEM takes full responsibility for the quality of the material including warranty obligations and the inspection against Railways orders carried out at the manufacturers premises.

   In terms of clause as per Para 2.4.3 of Instructions to Tenderers for Electronic tenders Rev 1.21 April 2024 regarding Restrictions on procurement from a bidders of a country which shares a land border with India, I, hereby confirm that I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India and I certify that I am not from such a country. (Note: In case of bidder being from such a country which shares a land border with India , bidder will be eligible to bid in this tender only if the bidder is registered with the Competent Authority. Then evidence of valid registration by the Competent Authority is to be attached along with the tender)

   No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers 1.21 April 2024. If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.

   Security deposit (SD) Performance Security for stores contracts will be applicable as para 12.0 of Instruction to tenderers 1.21 April 2024.
