Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

All the documents must be attested, scanned and uploaded.

Royalty amount will be deducted as per the prevailing orders.

The contractor should neither make any alteration in the conditions of contract or not stipulate any conditions of his own

The Electronic document i.e., Financial bid of all the participated bidder who satisfied the tender stipulation based on the uploaded documents in First Electronic Document will be opened. If the lowest bidder fails to produce the original documents for entering into an agreement or the original documents submitted does not match with the uploaded documents or found false, then his bid is treated as non-responsive bid as per clause-26(4) of the KTPP rules & his name would be recommended for the removal from select list of KPWD enrolment and barred from participation in any of the tenders invited by the KNNL apart from forfeiting the EMD paid through e-cash.

Evaluation will be done based on the information provided by the contractor as per the document uploaded through KPP Portal the correctness of the uploaded document will be verified if necessary.

Any bidders who is otherwise technically qualified withdraws from the bidding process at any stage before a final decisions taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be recommended for removal from the KPWD contractors at least for a minimum period of one year in KNNL, besides making such bidders liable for black listing.

GST will be added to the Contract amount separately subject to the conditions mentioned in the Government Circular No. FD.417.Exp-12/2024 dtd:09/08/2024.

The bidders shall ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of KPP Portal on or before the last date of bid submission (Through Electronic Media)

The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The department shall not be responsible for non-accessibility of KPP portal due to internet connectivity issues and technical glitches.

Even though the agency/firm meets the qualifying criteria, they are subjected to disqualification if they have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and incomplete filling of details in the prequalification document.

The evaluation of pre-qualification will be done based on the information provided by the contractor as per the documents uploaded through KPP Portal. The correctness of the uploaded documents will be verified if necessary.

Conditional tenders will be rejected. The officer competent to accept the tender shall have the right to reject any or all the tender without assigning any reason whatsoever.

Taxes will be deducted at the prevailing rates.

The intending bidders are advised to visit the site of work before attending and also submitting their tenders.

Karnataka Neeravari Nigam Ltd., Reserves the right to verify the correctness of the statements and documents furnished and inspect the jobs executed by the agency/firm, if found necessary.

All relevant documents as per the KNNL need to be uploaded while submitting bid in general documents provision in KPP portal.

Contractors should follow strictly prevailing rules of labour act.

Bidders should not be under any declaration of ineligibility for corrupt and Fraudulent practices issued by Government of Karnataka.

Scanned Signature of the Bidder/Authorized Representative incase of firm/company to be attached while uploading bid documents along with valid power of attorney.

The officer competent to accept the tenders shall have the right to reject any or all the tenders without assigning any reason and whatsoever.

The Contractor should adhere to the accepted execution plan submitted by his under any circumstances without linking to the pending payment of the work & also land acquisition problem if any.

Considering the availability of funds, the bill of the Agency will be paid.

Tenders from Joint ventures are not acceptable.

Relevant documents must be uploaded wherever necessary.

If any of the dates mentioned in the Calendar of events happened to be declared holiday, the next working day holds good for event.

Each of the documents uploaded to the KPP-portal should be self-attested.

Bidder should having Annual Turnover of more than Rs.100.00crores shall submit GST E-Invoice, while claiming the Bills under the above work.

Any of the bidder who withdraws from the bidding process after completion of tender submission date at any stage before a final decision taken on the tender, the EMD of such bidder shall be forfeited and the name of such bidder shall be removed from the select list of KPWD registration and barred from participation in any of the tenders invited by KNNL thereafter.

Past Experience

The intending bidder should have satisfactorily completed (at least 90% of the contract value) as a prime contractor at least one similar nature of work i.e Improvement of Tank work including protection works of value not less than 50% of the estimate value of amount put to tender i.e., Rs.250.00 lakhs in last five years i.e., from 2021-22 to 2025-26.. The Work done certificates obtained from the officer not below rank of Executive Engineer should be uploaded. The work done value of the previous year shall be updated to present price level of 2026-27 at 10% per annum.

The intending bidder should have executed following minimum quantity of items in any one financial year in previous 5 financial years (i.e., from 2021-22 to 2025-26) for which the necessary certificates issued by officers not below the rank of Executive Engineer, shall be uploaded. 1.Earth Work Excavation / Embankment-16427cum 2. M15 and above RCC Cement Concrete in -2202cum and 3. Steel Bars for RCC works-59.38Tonne.

Availability by owning 50% of the required/specified flowing key and critical equipment for this work and the remaining 50% can be deployed on lease/hire basis for all works provided, the relevant documents (Commitment agreements etc.) for availability for the work are furnished (Documents to be scanned and enclosed) The intending bidder/firm/company/Joint venture should furnish details of ownership/ lease certificate of the following minimum requirement of machineries. 1. Excavator-total No.s-2, own-1 and Hire-1, 2.Vibratory Roller-total No.s-2, own-1 and Hire-1, 3. Concrete Mixer with Hopper-total No.2, own-1 and Hire-1 and 4. Tipper-Total No.s-4, Own-2 and Hire-2no.s

Financial Status

The annual turnover of intending bidder shall not be less than the two times the amount put to tender i.e., Rs.9.98 crores in any two financial years during the last 5 years i.e, from 2021-22 to 2025-26. (in all Classes of Civil Engineering Construction works only). The audit Profit and Loss account certified by a practicing Chartered Accountant duly showing with UDIN i.e (Unique Document Identification Number) along with income tax return should be uploaded. The turnover of previous years will be updated to the present value of the year 2026-27 giving weightage of 10% for each previous year turnover value.

Liquid assets and or availability of credit facilities of not less than Rs.150.00 lakhs (Credit Lines/Letters of Credit/Certificates from Nationalised Banks) for meeting the fund requirement etc., The Contractor should upload necessary documents issued by the Nationalised banks as per prescribed formats enclosed as annexure-I to the Notification.

Line of Credit

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. Assessed available tender capacity (AxNx1.5 - B), where A equal to Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27price level) taking into account the completed as well as works in progress. N equal to Number of years prescribed for completion of the works for which tenders are invited and B equal to Value, at 2026-27 price level, of existing commitments and ongoing works to be completed during the next 6months.
