Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

The intending contractors are requested to note that, they should abide by the detailed instructions and conditions contained in the KW-1 tender document and further documents there on.

The cable trench, horizontal duct drilling and laying shall be executed as per ISS No.1255-1967 duly taking all necessary precautions permissions to be got approved by the concerned authorities for digging works. However, necessary letters to be addressed to facilitate for approval with the concerned department.

All necessary drawings, paper works, etc. and any other formalities required to be observed shall be the responsibility of contractor.

Whenever executing authority insist proof of having purchased the materials (used during executing the work) for verification, the contractor shall produce the purchase bills.

The contractor shall guarantee all the materials supplied by him including erection, electrification work for trouble free top class performance and against manufacturing defects for a period of one year from the date of satisfactory completion, commissioning and handing over to user department. The contractor shall make his own arrangement for rectifying defects/replacement of defective materials immediately on receipt of intimation from executing authority and power supply shall be restored. Failure of which, action will be taken to get the work rectification through other agency at the risk and cost of the contractor.

The quantities shown in the schedule are approximate. The actual quantities will be executed as per site condition only. Any balance materials shall be taken back by the contractor.

The contractor shall not deviate/alter/execute excess quantities or additional items without prior approval.

It is the responsibility of the contractor to pursue and obtain all necessary approvals related to work from respective departments.

During the execution of any Minor Civil works or any other minor works which are to be executed, has to be done by the bidder from his end without any charges.

The contractor should see that the existing installation and working of the same are not affected during execution. Only after satisfactorily completion, and charging of new lines, the existing installation, if any shall be dismantled by duly informing to the Department. A site order book of the work shall be maintained and the contractor shall acknowledge the order given by the officers and shall carryout accordingly.

The tenderer shall pass on to the department all the warranties, benefits etc. From the original equipment manufacturers.

Maintaining and supervising all safety precautions and programs in connection with the work and shall comply with all laws, ordinances, codes, rules, regulations and lawful orders of any public authority having jurisdiction for the safety of persons or property or to protect them from damages, injury or loss during the entire contract period, including non-working hours. Contractor shall maintain first aid facilities at site. All critical injuries shall be reported promptly to Engineer with a copy of Contractors report covering each personal injury, requiring the attention of a physician.

The Contractor shall submit to the employer, for his review and approval, all shop drawings, samples, materials lists, equipment data, instruction manuals, record documents, manufacturers equipment manuals, and other information required by the Contract Documents, before use and execution and before bringing the material at Site.

The Contractor shall supervise and carry out the Works as per the approved shop drawings or part there of efficiently and with his best skill and attention. He shall be solely responsible for means, methods, techniques, procedures and sequences of construction. The Contractor shall coordinate all parts of the Works and shall be responsible to see that the finished work complies fully with the Contract Documents, and such other instructions and variation orders as the Engineer may issue during the progress of the Works. The Contractor, at no point of time, shall blame the Owner and or the Project Management Consultant, for the wrong doings of the Contractor, in any part of Works

As per Karnataka State Government order No. LD/300/LET/2006 Bangalore Dated 01.01.2007 and G.No. PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1% of the bill amount will be deducted welfare fund

Conditional Tenders will not be accepted.

The tenderer shall obtain the work done certificate in the prescribed format from the competent Authority not below the rank of Executive Engineer Or District level Officer and scan the original Certificate and attach the scanned file Certificate/ Certificates shall be produced at the time of opening of technical Bids for physical verification.

The tenderer shall scan the original ownership document/ lease / hire commitment Agreement scanned file to the Bid. The Original Documents shall be produced at the time of opening of Technical Bid.

The Employer reserves the right to reject any or all Tenders without assigning any reason.

Tenderer shall note that the tenders those found Eligible to the conditions mentioned in Section-3 Qualification Instructions to Tenderers.

All materials required for this work, shall be procured by the Tenderer himself and should be got tested by the quality control authorities, at his own cost before use on the work

The entire work shall be carried out under the direct supervision of Officers in charge, Executive Engineer (Elect) and Assistant Executive Engineer (Ele.) .In all cases of differences, disputes, etc., regarding the interpretation of specification of condition in general with any of the work, the decision of E.E.(Elec) PWD Division, Bangalore shall be final and binding on the contractor.

SHOP DRAWINGS: Contractor must submit well in advance shop drawings for approvals by the Engineer-in-Charge and approvals must be obtained before proceeding for execution of the works. DIGITAL FORMAT: All the Documents and drawings shall be as a Hard copy as well as on a Digital format in requisite numbers as per the direction of the Engineer-in-Charge

The project shall be completed well within the contract period, the Tenderer should maintain the works of his scope during the defect liability period, which is 1 Year after the successful completion of the work

The tender must furnish all technical qualification information in the prescribe formats as per KW -1 Standard tender document and should be signed by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

Safety to contractor work men/ General public is the responsibility of bidder / LEC.

Co-Ordinating / solving the right of way problems is responsibility of LEC, in co-ordination with PWD/ local authorities MESCOM.

Tree Cut/ trimming of trees, in Co- Ordination with forest Dept. etc., is the responsibility of bidder / LEC in the way of shifting lines etc.

Co-Ordinating line clear works with MESCOM is the responsibility of bidder in consultation with local MESCOM officers.

Getting electrical inspectorate approval to the shifting of lines/ TC work etc., is responsibility of contractor, however statutory fees paid by contractor will be reimbursed from PWD.

Returning of released materials to local MESCOM stores and to produce ACK of stores officer and joint inventory with MESCOM authorities before final measurements is the responsibility of contractor.

Bidder should plan for all the extra materials if required incidental to the shifting works and stick to the time schedule for shifting of works. Delay of works attract huge penalties as recommended by AEE (E) in charge of works.

All the electrical materials which are bind to be used shall be got inspected from the TAQC MESCOM

The Work should be carried out as per the list of makes uploaded.

Clause 25.5 stipulates for Tenderer to produce detailed rate analysis for various items if tender is seriously unbalanced. (i.e. ., where quoted rates are very high as well as where the quoted rates are less than estimated rated).

The Contractor shall obtain all necessary clearance from electrical inspectorate TA&QC as per MESCOM for erection & commissioning of VC breakers/ Transformers/HT Cables/Metering cubicles etc.

The contractor should arrange for the visit of The Executive Engineer (Elect.) And Assistant Executive Engineer (Ele.), PWD Electrical Division to the manufacturing premises for inspection and conducting tests as per ISI specifications on 11 KV XLPE UG cable and Breakers before dispatch of the materials at his cost, only after approval from the Executive Engineer (Elect.)/ Assistant Executive Engineer (Ele.), the materials shall be dispatched or otherwise the cable and HT Breaker will not be accepted at site. The manufacturer shall have all testing and laboratory facilities in their premises and contractor shall be present at the premises to make arrangements for conducting tests.

All materials required for this work, shall be procured by the Tenderer himself and should be got tested by the quality control authorities, at his own cost before use on the work.

The tenderer shall note that the tenders those found Eligible to the conditions mentioned in Section-3 Qualification Instructions to Tenderers (ITT) will only be considered for further evaluation.

After delivery at site, the materials will be inspected, if the materials do not conform to relevant ISS/ISI and technical specifications of KPTCL/BESCOM/MESCOM, then such materials will be rejected. The contractor shall remove the rejected materials at his own cost.

It is the responsibility of contractor to co-ordinate with executing authority for commissioning the Breaker, HT/LT lines and TCs satisfactory by observing all formalities up to handing over to the user department. After this only, final bill shall be prepared.

It is the responsibility of contractor to observe all necessary formalities of MESCOM for charging the lines and taking over the infrastructure like breaker lines TCs by MESCOM and MT authorities for cables satisfactorily duly acknowledging the inventory of materials used in the work

It is the responsibility of the contractor in obtaining permission from the concerned railway authority for laying HT Cables across Railway crossings.

The Contractor must obtain the necessary approvals as per fire norms from the concerned fire authority.

It shall be the responsibility of the bidder to obtain necessary line clearance from MESCOM and special care has to be taken while working with live conductor. Department is not responsible for any untoward accidents.

The tenderer should declare & furnish the details of tools and machinery having with him to deploy on the work of Supply, installation, testing and commissioning of Transformers including distribution transformer, capacitor bank panel & other allied items to complete within the stipulated time.

The Tenderer Must have submitted the Certification of registration in the Labour department with the latest renewal.

As per the Govt. Order No PW2BMS2019 Bangalore Dated 19-06-2019 the applicable GST shall be paid to the SR Items separately.

The bidders should submit the Bid capacity compulsorily. The details of balance work B value (works on hand & works for which tender submitted). Should be submitted in the prescribed format & should be signed by the concerned Executive Engineer / District level officer. In case the bidder does not furnish the above details/suppresses the actual facts/ produces false facts, along with the Technical bid, the technical bid of such bidder shall be considered for rejection.

3.2To qualify for award of this contract, each tenderer in its name should have in the last Five years i.e. 2020-21 to 2024-25.b) Satisfactorily completed (at least 50% of the contract value), as prime contractor, at least one similar work i.e., Shifting of HT / LT Lines Works of value not less than Rs 7.36 Lakhs in a single work.

The tenderer as a Prime Contractor having valid Class-1 & above Electrical License issued by Electrical Inspectorate Govt. of Karnataka and should have suitable technical, financial & managerial capabilities.

3.6Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under/ Assessed available tender capacity - (AxNx2.5-B) Where, A-Maximum value of construction works executed in any one year during the last five years (updated 2025-26 price level) taking into account the completed as well as works in progress. N Number of years prescribed for completion of the works for which tenders are invited. 0.50 Years (06 Months) B - Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next. 0.50 Years (06 Months) (period of completion of the works for which Tenders are invited) Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

With UDIN Number certified by Chartered Accountant, If Failed to Satisfy the condition tender will be rejected Note: The returns submitted to the I.T. along with the Profit and Loss account statement, Balance sheet should be uploaded for the financial turnover criteria.
