1 The Bidder should have been registered with the Director of Industries & Commerce, Govt. of Karnataka as a Micro & Small Enterprises (MSE) under Micro, Small & Medium Enterprises Development Act, 2006 (Central Act 27 of 2006) for Manufacture of ACSR Conductor. Document to be uploaded: Valid registration certificate issued by the Director of Industries & Commerce, Govt. of Karnataka as a Micro & Small Enterprises (MSE) for Manufacture of ACSR Conductor shall be uploaded.

2 The bidder should have an experience of 3 years in manufacturing and supply of tendered material. Document to be uploaded: Bidder shall upload self attested copies of the Purchase Order & corresponding Order completion & Performance Certificate issued from KPTCL/DISCOMs/Govt. utilities of State/Electricity boards in India or any Central Government undertakings, certified by official not below the rank of Executive Engineer/DGM or equivalent rank.

3 The bidder should have supplied at least 40% of tendered material in any one of the previous three Financial years (2023-24, 2024-25 & 2025-26) to the ESCOM/KPTCL/Govt. Utilities of State/Electricity boards in India or Central Government undertakings. Document to be uploaded: Bidder shall upload self attested copies of the Purchase Order & corresponding Order completion Certificate issued from KPTCL/DISCOMs/Govt. utilities of State/Electricity boards in India or any Central Government undertakings, certified by official not below the rank of Executive Engineer/DGM or equivalent rank.

4 The Bidder should furnish performance certificate issued by any ESCOMs/Govt Electrical Utilities either for the supplies made directly to ESCOMs/KPTCL for having successful commercial operation for at least one year as on the date of bid submission for 25% of the tendered quantity of the Rabbit ACSR. Documents to be uploaded: Performance certificate shall be issued by PO issuing authority of the concerned Electrical Utilities / Organization and the same shall be uploaded.

5 5. The bidder shall furnish the type test certificates for having conducted all the type tests mentioned in the relevant IS/technical specification on ACSR RABBIT Conductor from M/s CPRI/ERDA & such tests reports shall not be older than Five years from the date of bid opening. The type test reports from other than M/s. CPRI/ERDA shall not be considered and such bids will be treated as Non-Responsive. Documents to be uploaded: Type test certificate from M/s CPRI/ ERDA shall be uploaded.

6 6. The bidder must not have been black listed/terminated/defaulter in ESCOMs/DISCOMs or any other Govt. utilities/ Organizations as on the date of bid opening. Document to be submitted: The bidder shall submit a duly notarized affidavit on a non-judicial stamp paper of Rs 500 value declaring the required details.

7 7. The bidder should have valid Bureau of Indian Standard Certification during the preceding 3 years. Document to be submitted: BIS certificate valid from preceding 3 years shall be uploaded

8 8. The bidder shall upload GTPs, failing which the bid document is liable for rejection. GTP shall be uploaded.

9 9. The Annual Turnover of the bidder shall be at least 50% of the amount put to tender in any one of the previous three financial years i.e., (2022-23, 2023-24 & 2024-25) and Document to be submitted: Copies of the audited annual accounts and P&L statements certified by a Chartered Accountant with a valid Unique Documents Identification No (UDIN) shall be uploaded

10 10. The bidder should have liquid asset or availability of credit facilities of not less than 25% of amount put to tender. This must be supported by credit lines, letter of credit or certificate from banks for meeting the fund requirement. The bank certificate in the prescribed format shall be as on date of notification of tender or at a later date on or before the last date of submission of the bid shall be uploaded.

11 11. Any Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order No. FD 455 Exp-12/2020 dated 25.08.2020.) Scanned copy of Self-declaration on notarized stamp paper of Rs.500/- shall be uploaded regarding Boarder sharing or not. If the Bidder is from a country which shares a land with India, Registration certificate issued by the competent authority shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.

12 12. A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format: “I have read the clause regarding restrictions on procurement from a Bidder of a country which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfils all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.)” Scanned copy of the self-declaration on notarized stamp paper of Rs.500/- shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.

13 Bid Validity is 180 days from the date of opening of Technical Bids

14 Ex-works price are Variable throughout the peirod of contract

15 The bidder shall agree to guarantee for a period of 18 months from the date of supply or 12 months from the date of commissioning, whichever is earlier.

16 The bidder shall agree Payment terms as per GCC

17 The bidder shall agree Penalty for delay in supplies as per GCC

18 The bidder shall agree contract Performance Security as per GCC

19 Delay in manufacturers performance , failure to supply , termination of contract & material alteration shall be as per GCC

"Having Examined and understood the Tems and Conditions and the Scope of Work in the Bidding documents issued under " & (Indent No (CESCOM/2026-27/IND0280) & " including addendum/ amendments (if any), we the undersigned hereby submit the fully completed Bid Documents, which includes

a) Documents in support of Qualifying requirements b) Technical and Commercial details, and c) Price Bids, for the said Materials

We hereby agree to supply the materials in confirmity with the Technical Specification enumerated in the Bidding Documents for the sum stated and quoted in the Bid or such other sums as may be ascertained. Accordingly, if our Bid is accepted we undertake to execute the contract with in the stipulated time with the Schedule of Prices.

We note that the prices offered are Variable as per the Bid stipulation throughout the period of contract including extended period if any as per the commercial terms and conditions. We agree to keep this Bid valid for a period of 180 days from the date fixed for Bid opening and it shall remain binding upon us and may be accepted at any time before expiry of that period.
