Design, Engineering, fabrication, Supply, install, testing and commissioning of advanced membrane desalination plant at Aerial Bay, Diglipur complete to produce 125 KLD potable water (in 16 Hrs) as per IS :10500. The overall system recovery shall not be less than 38%. The layout plan/design / drg / calculations /specifications/ tech details of complete Desalination plant and its equipments as recommended by manufacturer shall be submitted by tenderer to the Accepting officer (through Garrison Engineer) for approval with in 60 days of issue of work orer by GE. The procurement action for equipments of plant shall only be taken by tenderer after approval of complete scheme from Accepting officer. In case of delay in submission of documents penalty @ Rs. 2000/- per week (after 60 days of issue of work order by GE, subject to maximum of Rs.10,000/-) shall be levied on contractor. However if delay is due to genuine reason beyond control of tenderer, the decision on leving penalty by AO shall be final and binding.
Desalination plant shall have following tentative design condition /parameters and comprising of following (However, the same are only major equipments (provisional) and not limiting to the ibid items only and are for guidance only). The final scheme shall be approved by Accepting officer considering the design submitted by tenderer duly recommended by manufacturer and availability of nearest available size of pump, motors etc irrespective to specifications mentioned in Schedule. The rates quoted by tenderer are deemed to include this aspect. All the equipments required to make the Desalination plant functional and operational shall be supplied and installed under the supervision of authorise rep of manufacturer. Tenderer is advised to take sample of sea water on its own also as parameters given below for sea water is for guidance only.
The assembling of equipments of different manufacturers locally by tenderer for making desalination plant, with makes other than recommended by manufacturer, will not be accepted. Measuring Instruments : The measuring system shall consists of Pressure gauges, high/low switches, flow transmitters, high/low level switches, flow indicators with switches.protection and interlocking devices, conductivity meters, air vents,diaphragm valve, pH meter, pulsation dampners, temp indicator, sampling vaves, 2 or 3 way ball valves, solenoid valves, electrically actuated ball valve, vacuum breaker, pressure release valves, non return valves, etc as per recommendations of manufacturer to enable efficient and simple desired parameters logging and support control system by feed back to PLC
High Pressure Piping and fittings : Shall be of special stainless steel duplex grade and piping of wire braided rubber of SAF 2205 with high standard corrosion resistance suitable for handling sea water with high TDS content.It shall be suitable for working pressure of 60 Bar and test pressure of 90 Bar
Low Pressure Piping and fittings : Shall consist of rigid line flexible rubber hoses of PVC/ PU/ braided rubber hose with SAF ends, robust for working pressure of of 6 Bar and Test pressure of 9 Bar max and suitable for handling sea water.
Rates quoted by tenderer are deemed to include following (a) Foundation for equipments of desalination plant , pump set/ all equipments as per manufacturer recommendations/ connecting cable of suitable size of motors/ equipments up to LT panel / switch gears in & including MCB's, Starters, contactor of suitable size, timer, over load relay, single phase preventor, ON/OFF switch, protective MCB, prewired control wiring etc complete or any other switch gears/valves not mentioned here but required to make desalination plant operational. (b) Any requirement of additional equipments/switch gear not mentioned specifically in BOQ but necessary for smooth functioning Desalination plant is deemed to be included in quoted rates.
Testing and preliminary trial run of the complete Desalination plant and equipment shall be carried out by tenderer for 16 hrs daily after laying jointing and fixing of all pipe specials, valves etc, in position complete. Chemicals required for treatment of water shall be provided by the tenderer during the period of trial run. During trial run all the parameters of plant shall be recorded by contractor and put up to Engr-in-Charge for verification and checking. After successful completion of preliminary trial run by contractor after his satisfaction, testing of designed plant parameter shall be carried out by rep of Accepting officer continuously for 3 days working 16 hrs a day in presence of rep of contractor. The parameters achieved during testing shall be compared with designed parameters and got approved by Accepting officer. After approval, Desalination plant will be taken over by MES and handed over to contractor for further manning and operation. All the T&P required for test shall be provided by contractor. The sample of final product of water shall be got tested by contractor for desired potable water parameter as per IS : 10500 from NABL accredited / approved lab and submit to GE for approval
Supply, install, testing and commissioning Multi stage, end suction Centrifugal process Pump, Duplex SS, suitable for sea water (to feed raw sea water to filter) 30 cum/hour discharge, 3.5 bar NPSHR < 5 m, 2900 rpm, with 9.3 KEZ motor, 12.5 hp, 415 V enclosed type impellor with suitable induction motor, rates are deemed to include suitable MS channel and foundation as per manufacturer recommendations and shall be placed in well type pump house complete all as specified and as directed. Supply, Install, testing of modular, circular bolted panel Zinc alum steel water tank of net capacity 125 KL of standard nearest size available, dia 6.46 m, height 4.03 m approx to store potable water with 150 mm free board from top and 150 mm dead water level from bottom. The outer shell shall be made of colour Bond Zincallume alloy coated, composition of coating shall be Al - 55%, Zinc- 42.5% and Si- 2.5%, High tensile steel sheet shall be made up of not less than 0.8 mm as per manufacturer recommendations for tank body. The roof of tank shall be made up of colour bonded Zinc allume alloy coated with High tensile steel sheet duly supported by hot dipped galvanised metal tube trusses fully welded, length of roof sheet used shall be such that minimum number of end laps for entire roof are used, where ever required the end lap shall not be less than 300mm and center of over lap shall be at truss center line, Roof sheet thickness shall not be less than 0.47 mm with Grade G550. The load bearing capacity of roof shall be 100Kg/sqm Make of sheet Tata Blue Scope/JSW.Tank liner shall be of 800 GSM, S10EN B 7631 or equivalent, minimum breaking strength / 2500 N / 5 cm WARP, 2000 N / 5 cm weft, tear strength warp 270 N/ 5 cm, weft 270 N/ 5 cm. PHASE - II
SCHEDULE ‘A’ PART-IX (MANNING AND OPERATION) : FOR 11 MONTHS AFTER PHYSICAL COMPLETION OF PHASE I
Providing service for operating of desalination plant 125 KLD working for 16 hrs daily, pump houses and all associated connected accesories complete for operating the pumps, DG sets, valves, filter, for a period of 11 months at Aerial Bay, Diglipur to keep the installations in functional condition in two shifts per day (each shift 08 hour) including sunday / holiday and maintaining log sheets and other periodical maintenance records complete all as specified and directed by hiring of service for :- (a) 01 No of FGM skilled per day i.e. one FGM per shift of 08 hours (b) 01 No of helper (Semi Skilled) per day i.e one helper per shift of 08 hours (Note : This item is to be operated after physical satisfactory completion and commissioning of main work and taken over as mentioned in Phase - I)
Note : Following shall be the responsibility of the contractor (a) 24 hours will be considered as one day and 8 hours shall be treated as one shift. Number of shift for operation of Desalination plant and connected equipments and timings of shift shall be decided by Engineer-in-Charge. (b) The FGM on duty will carry out the daily / routine maintenance of the plants installed at pump house and treatment plant and any defects/ short comings noticed shall be intimated to the JE in charge of the installation. (c) Cleaning of installation including clearance of vegetation, wild growth and trimming of grass etc around the installation compound and watering the garden shall be carried out all as directed by the Engineer-in-charge. (d) Daily log sheet including running hours of water treatment plant, diesel consumption by DG sets, raw water drawn and potable water pumped etc shall be maintained by the FGM on duty in the installation and the same shall be checked and signed by JE E/M and Engineer-in-charge.
(e) All workers employed by the contractor shall be in proper uniform with name plate displaying all the details and other safety wearing as specified and as directed by Engineer-in-Charge and cost of the same deemed to be included in the rate quoted. (f) The contractor shall ensure that all the provisions as laid down in contract labour Act 1970 such as payment of minimum fair wages, working conditions etc are complied with. (g) Employed trademan shall carry out routine maintenance and operation of various valves located in pump house and Desalination plant. (h) The contractor shall carry out the comprehensive maintenance of 01 No of 100 KVA DG set including routine/ preventive maintenance checks at least once in month, checking up of engine and alternator for trouble free functioning general type of work/ maintenance services shall be carried out during comprehensive maintenance are as under :-
(j) Check / Every day (i) Checking Engine oil level and topping up as and when required. (ii) Checking Engine coolant if required top. (iii) Check belts if there is belt slippage adjust or replace. (iv) Check exhaust system for leakage. (v) Check engine, alternator coupling and mounting bolts. (vi) Record oil pressure, water and oil temparature. (vii) Record RPM, Voltage, AMPS and Hz. (viii) Check throttle linkage (ix) Check the distilled water level and specific gravity topping up level for the following:- (x) Diesel will be issued by the department to the contractor for running the DG Sets. Proper account of consumption shall be maintained in the register duly signed by the JE, AGE and contractor.
(k) The FGM on duty will check the DG sets as per the scheduled daily checks required before starting the engine for carrying out the maintenance/ repairs.The cost of minor spares costing up to Rs 1000 each, required for a smooth running of DG set is deemed to incld in quoted rate. (l) The contractor shall be responsible to monitor the load pattern closely and use the set as per load requirements. At any point of time, the DG sets shall not be allowed to over loads. (m) The contractor shall provide mobile phone to deployed staff to receive call from department staff & display the numbers on notice board. (n) The contractor shall provide necessary tools i.e., spanner, cutting plier, screw driver,Torch light, earth tester, earth discharge rod etc, as directed by Engineer-in-charge, cost for the same is deemed to be included in unit rate quoted. (o) The accepting officer reserves the right to include or exclude works against this part of Schedule while accepting of tender and /or derive the quantity to any extent. The contractor shall have no claim what so ever on this account.
(p) The Diesel shall be issued from the MES store yard at Diglipur to contractor and transported by contractor to Desalintaion plant. Note: If Any defect noticed during defect liability period/gurantee period which is not rectified by contractor than M&O period shall be extended accordingly. No payment is admissiable and no claim on account of not carrying out the M&O resulting to extension of time due to non rectification of defects shall be entertained.
PHASE - III
SCHEDULE ‘A’ PART-X (MANNING AND OPERATION ) : FOR 11 MONTHS AFTER PHYSICAL COMPLETION OF PHASE II
Providing service for operating of desalination plant 125 KLD working for 20 hrs daily, pump houses and all associated connected accesories complete for operating the pumps, DG sets, valves, filter, for a period of 11 months at Aerial Bay, Diglipur to keep the installations in functional condition in two shifts per day (each shift 08 hour) including sunday / holiday and maintaining log sheets and other periodical maintenance records complete all as specified and directed by hiring of service for :- (a) 01 No of FGM skilled per day i.e. one FGM per shift of 08 hours. (b) 01 No of helper (Semi Skilled) per day i.e one helper per shift of 08 hours. (Note : This item is to be operated after physical satisfactory completion and commissioning of main work and taken over as mentioned in Phase - II)
Note : Following shall be the responsibility of the contractor (a) 24 hours will be considered as one day and 8 hours shall be treated as one shift. Number of shift for operation of Desalination plant and connected equipments and timings of shift shall be decided by Engineer-in-Charge. (b) The FGM on duty will carry out the daily / routine maintenance of the plants installed at pump house and treatment plant and any defects/ short comings noticed shall be intimated to the JE in charge of the installation. (c) Cleaning of installation including clearance of vegetation, wild growth and trimming of grass etc around the installation compound and watering the garden shall be carried out all as directed by the Engineer-in-charge. (d) Daily log sheet including running hours of water treatment plant, diesel consumption by DG sets, raw water drawn and potable water pumped etc shall be maintained by the FGM on duty in the installation and the same shall be checked and signed by JE E/M and Engineer-in-charge.
(e) All workers employed by the contractor shall be in proper uniform with name plate displaying all the details and other safety wearing as specified and as directed by Engineer-in-Charge and cost of the same deemed to be included in the rate quoted. (f) The contractor shall ensure that all the provisions as laid down in contract labour Act 1970 such as payment of minimum fair wages, working conditions etc are complied with. (g) Employed trademan shall carry out routine maintenance and operation of various valves located in pump house and Desalination plant. (h) The contractor shall carry out the comprehensive maintenance of 01 No of 100 KVA DG set including routine/ preventive maintenance checks at least once in month, checking up of engine and alternator for trouble free functioning general type of work/ maintenance services shall be carried out during comprehensive maintenance are as under :-
(j) Check / Every day (i) Checking Engine oil level and topping up as and when required. (ii) Checking Engine coolant if required top. (iii) Check belts if there is belt slippage adjust or replace. (iv) Check exhaust system for leakage. (v) Check engine, alternator coupling and mounting bolts. (vi) Record oil pressure, water and oil temparature. (vii) Record RPM, Voltage, AMPS and Hz. (viii) Check throttle linkage (ix) Check the distilled water level and specific gravity topping up level for the following:- (x) Diesel will be issued by the department to the contractor for running the DG Sets. Proper account of consumption shall be maintained in the register duly signed by the JE, AGE and contractor.
(k) The FGM on duty will check the DG sets as per the scheduled daily checks required before starting the engine for carrying out the maintenance/ repairs.The cost of minor spares costing up to Rs 1000 each, required for a smooth running of DG set is deemed to incld in quoted rate. (l) The contractor shall be responsible to monitor the load pattern closely and use the set as per load requirements. At any point of time, the DG sets shall not be allowed to over loads. (m) The contractor shall provide mobile phone to deployed staff to receive call from department staff & display the numbers on notice board.
