Bulk order shall be placed on tenderers who meet clause no.2.13.6 of RCF bid document ver 14 or latest with all corrigendum &amendments till opening of tender . Following shall be the similar item for it:- 1. Tender item. 2.Flat roof of LHB /3 Phase MEMU DMC /Train set/Metro coaches. 3.All types stainless steel side walls, roof, end walls for LHB /3Phase MEMU/Train sets. For developmental order Clause 2.13.6.1 of RCF bid document ver 14 or latest with all corrigendum & amendments till opening of tender shall be applicable. M&P requirement shall be as listed in clause 4.1 & 4.2 of MDST 102 Rev.03. Note :- First time manufacturer & supply of tendered item by the successful contractor shall be subjected to FAI and pilot sample tests. Estimated case value:- Rs.12440032.00

MIGRATION TO GST REGIME - THE GST IS APPLICABLE WITH EFFECT FROM 01.07.2017 :- (A) AS THE GST REGIME HAS BEEN IMPLEMENTED FROM 01-07-2017 AGAINST THE PREVIOUS REGIME OF ED, ST, VAT AND ENTRY TAX etc., THEREFORE, THE TENDERERS SHALL SUBMIT THEIR BILL WHILE CLAIMING PAYMENT REGARDING THEIR REGISTRATION WITH GST REGIME FOR AVAILING INPUT TAX CREDIT (ITC). IF THEY ARE AVAILING ITC, THEY SHALL TAKE INTO ACCOUNT THE ENTIRE CREDIT ON INPUTS AVAILABLE UNDER GST REGIME WHILE CLAIMING PAYMENT AND FURNISH A DECLARATION TO THIS EFFECT ALONGWITH A CONFIRMATIONTHAT ANY FURTHER BENEFIT AVAILABLE IN FUTURE ON ACCOUNT OF ITC WILL BE PASSED ON TO THE PURCHASER. (B) IN CASE THE SUCCESSFUL TENDERER IS NOT LIABLE TO BE REGISTERED UNDER CGST/IGST/UTGST/SGST ACT, THE RAILWAY SHALL DEDUCT THE APPLICABLE GST FROM HIS/THEIR BILLS UNDER REVERSE CHARGE MECHANISM (RCM) AND DEPOSIT THE SAME TO THE CONCERNED TAX AUTHORITY.

Payment Terms

95% payment against inspection certificate issued by the nominated inspection agency as specified in the contract, and proof of dispatch/delivery of the material to consignee, and balance 5% after receipt, inspection and acceptance of the goods by the consignee. In case of dispatch by rail, unqualified Railway Receipt/Parcel Way Bill will be taken as the proof of dispatch. In case of dispatch by other means such as road transport, receipted challan signed by the gazetted officer at consignee's end will be taken as proof of delivery. or 100% against receipt note.

Statutory Variation Clause

Statutory Variation in taxes and duties, or fresh imposition of taxes and duties by State/ Central Governments in respect of the items stipulated in the contract (and not the raw materials thereof), within the original delivery period stipulated in the contract, or last unconditionally extended delivery period shall be to Railways' account. Only such variation shall be admissible which takes place after the submission of bid. No claim on account of statutory variation in respect of existing tax/duty will be accepted unless the tenderer has clearly indicated in his offer the rate of tax/duty considered in his quoted rate. No claim on account of statutory variation shall be admissible on account of misclassification by the supplier/ contractor.
