CRWS Complex /NSZ/BPL :- Zonal works 2026-27 consisting of Part A- Annual zonal work for white wash, colour wash, distempering etc. and painting of CRWS complex for the year 2026-27 costing upto 5.00 Lakh each in CRWS complex (including GSD area) in the jurisdiction of SSE/Works/CRWS/BPL as per DSR-2023 of west central railway. Part B- Annual zonal work for minor repairs of civil engineering assets and supply of building materials for the year 2026-27 costing up to 5.00 Lakh each in CRWS complex (including GSD area) in the jurisdiction of SSE/Works/CRWS/BPL as per DSR-2023 of west central railway. Part C- Annual zonal work for repairing/ maintenance and job work (NS items) of civil engineering assets for the year 2026-27 costing up to 5.00 Lakh each in CRWS complex (including GSD area) in the jurisdiction of SSE/Works/CRWS/BPL, as directed by the Engineer.

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments'' in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

10.1 Technical Eligibility Criteria: (a)The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender. (b) (1) In case of tenders for composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges -substructure, superstructure etc.), tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or (iii)One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender. Note for b(1): Separate completed works of minimum required values shall also be considered for fulfillment of technical eligibility criteria for different components. (b)(2)In such cases, what constitutes a component in a composite work shall be clearly No predefined with estimated tender cost of it, as part of the tender documents without any ambiguity. (b) (3) To evaluate the technical eligibility of tenderer, only components of work as stipulated in tender documents for evaluation of technical eligibility, shall be considered. The scope of work covered in other remaining components shall be either executed by tenderer himself if he has work experience as mentioned in clause 7 of the Standard General Conditions of Contractor through subcontractor fulfilling the requirements as per clause 7 of the Standard General Conditions of Contract or jointly i.e., partly himself and remaining through subcontractor, with prior approval of Chief Engineer in writing. However, if required in tender documents by way of Special Conditions, a formal agreement dully notarized, legally enforceable in the court of law, shall be executed by the main contractor with the subcontractor for the component(s) of work proposed to be executed by the subcontractor(s), and shall be submitted along with the offer for considering subletting of that scope of work towards fulfilment of technical eligibility. Such subcontractor must fulfill technical eligibility criteria as follows: The subcontractor shall have successfully completed at least one work similar to work proposed for subcontract, costing not less than 35% value of work to be subletted, in last 5 years, ending last day of month previous to the one in which tender is invited through a works contract. Non-submission of the Completion certificate issued by the Competent Authority shall result into summarily rejection of the offer.

Definition of Similar Work:- 3.14 - Any Civil Engineering work as per HQ's letter dtd 17.04.2025.

The said suppliers of goods and/or services would be subject to GST Act and Rules as applicable from time to time. Tenderers are requested to submit their offers as per GST Tax regime. All the bidders/tenderers should ensure that they are GST compliant and their quoted tax structure/rates are as per GST Law

Tenderers are required to submit a copy of cancelled cheque in order to facilitate the payments regarding refund of EMD etc. in their proper accounts.

Successful tenderers are required to submit the number of labour to be employed for this particular work. Also the list showing names, along with all other details, of male and female workers employed in this work, should be submitted to office, at the time of submitting performance guarantee and before executing contract agreement. They should also ensure that 1) The payment to the contract labour should be made through bank/cheque. 2) identity Cards should be issued to all contract workers. 3) Necessary steps should be taken to deduct provident fund from the payment made to contract labour and ensure that the same is credited to their Provident Fund account. 4) Medical facilities from ESI should be ensured, if applicable.

We agree to carry out all works with use of modern equipments of required capacity for the work without extra payment. The decision of railway engineer shall be final and binding in this regard.

It is the responsibility of contractor to arrange the payment of the labour employed for the work through bank and to deduct PF as per the provisions of Minimum Wages Act.

The quantities shown above are approximate and to give a general guideline. Railway reserves a right to increase, decrease or to delete any of the items mentioned in schedule

As per Advanced correction slip no. 1 of Railway Boards L. No. 2022/CEI/CT/GCC-2022/Policy New Delhi, Dated 14.07.2022, the PVC Clause shall be applicable only in Tenders having advertised value above Rs. 2 Crores. Tenderers should take a note and quote their rates accordingly.

GCC April 2022 has been introduced and published/available on railways website. The provisions of GCC 2022 will be applicable on the tenders Published in and after April 2022. Tenderers are requested to download the same from the railways website and ensure the implementation of the latest Provisions made in GCC while execution of work.

Maintenance period for this work will be as per each work order.

Annexure V (A) certificate attached in technical eligibility criteria: Clarification Regarding submission of Annexure-V(A) as per NIT: In case of Partnership firm/Joint Venture (JV) / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc, the Annexure-V(A) must be submitted in the format as given in technical eligibility criteria link, by each partner in case of partnership firm / each member in case of HUF/ each JV member through their authorized signatory in case of Joint Venture firm as self-certification in individual capacity (not as bidder). Nonsubmission of the certificate, or submission of certificate either not properly filled in, or in a format other than the prescribed format shall lead to summary rejection of offer. For avoidance of doubt it is to make clear that this self-certification as they are individually not blacklisted/debarred......, shall be submitted by1. Each partner in case of partnership firm/Limited Liability Partnership (LLP) 2. Each member in case of HUF. 3. Each JV member through their authorized signatory.
