Installation of New Raw Water Pump House with associated Pipelines in WMD (Pkg.-1) for upcoming 2000 TPD BOO Oxygen Plant in Bhilai Steel Plant, Bhilai.

• 1. The bidder should have carried out design/ engineering, supply, erection/ supervision of erection, commissioning/ supervision of commissioning of at least one “Water pumping system consisting of pumps, valves, pipelines of minimum capacity 200m3/h and minimum head 40m” during in the past 10 years either under the same or different work orders as on the date of NIT. The water pumping system as sub system of a project will also be accepted.

Self-attested photocopies of following documents shall be submitted by the bidder in support of the above:

i. Work order /any other letter of award of work /Contract document /Purchase order issued by the client.

ii. Commissioning certificate /Performance certificate /Completion certificate /Final acceptance certificate /any other documents issued by the client showing completion of the job; corresponding to 1(i) above.

The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.

• 2. Consortium bidding is not allowed.

• 3. As per Domestically Manufactured Iron & Steel Products Policy-2025 (Revised on 17-12-2025), the minimum domestic content (%) of Capital Goods* should be 70%.

* For this project, capital goods shall mean supply of plant & equipment including technological structure as defined within the project scope.

Bidder shall

i. Self-certify the local content as per form-1 pertaining to Appendix-A and Appendix-B as defined in the DMI & SP policy (Revised on 17-12-2025), at the time of bidding.

ii. Provide a certificate from the statutory auditor or cost auditor of the company (in case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) declaring that the capital goods (Appendix-B) to be used in iron & steel industry are domestically manufactured in terms of the domestic value addition prescribed. (Refer DMI &SP Policy dated 17.12.2025).

• The average annual financial turnover of the bidder during last three consecutive financial years ending 2024-25 shall be at least Rs.5.0 crore. (Rupees Five crore only).

The bidder shall submit audited annual financial reports in support of the above.

Net worth of the bidder should be positive in the financial year ending 2024-25 as per audited annual accounts. Financial Year means, the accounting year accepted by the prevailing law of respective Country.

Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN)

Bidder should submit self-declaration in the prescribed format (Annexure-7 of ITB of section II of SBD) that No Corporate Insolvency Resolution/Liquidation Process has commenced against them under National Company Law Tribunal (NCLT).

• In compliance to "Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017 of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-10. In cases of Consortium bidding, certificate/undertaking shall be submitted individually by each member of the Consortium.

Bidder to submit eligibility documents in line with clause 22.5 of ITB of Section-II of SBD.
