Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

In the Sanctioned Estimate, the item rates are showing inclusive of all applicable taxes but it is to be noted that rates are exclusive of taxes (GST).

Estimate rates are excluding GST as per Common SR 2023-24 continued to 2024-25 and prevailing GST (18% of Amount Put to tender) amount is kept in the form of Lump sum in sanctioned estimate according to guidelines in Common SR 2023-24 (As per the circular from Govt of Karnataka no.12/2024 Bengaluru dt:09.08.2024). Therefore, Amount put to Tender and ECV amounts are excluding GST even though it is showing inclusive Tax in Draft Tender Schedule Process. Hence, GST will be paid separately for the quoted amount accordingly. The bidder has to quote the rate exclusive of GST and to submit a declaration which is duly signed by the bidder along with their tender proposal.

Tenders from Joint ventures are not acceptable.

The contractor shall submit the details of technical staff employed by him.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of KPP-Portal on or before the last date and time of bid submission.

EMD Payments shall be made through e-payment mode only and same shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

The cost of the Tender form shall not be refundable.

The employer is not responsible for any delay in accessing Karnataka Public procurement (KPP) portal.

Royalty on construction materials and other applicable taxes will be deducted as per prevailing Government orders.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner.

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval.

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incidents happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

The item rates quoted shall include cost of royalty charges on construction materials and other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts, labor, hire charges of machinery equipment etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work.

Further particulars, if any queries required to the Contractor, they can get from the office of the concerned Executive Engineer, PWD Division, during office hours on all working days.

Contractor should follow strictly the prevailing rules of labour act.

The Tenderer should furnish all necessary original documents mentioned in the bid document to the Executive engineer at the time of verification of documents during Technical Bid evaluation.

The intending bidders are requested to note that they should abide by the instructions and conditions contained in the bid documents and further orders thereon.

Contractor has to upload the valid EPF registration copy.

The successful bidder has to follow the prevailing Government orders regarding Royalty Charges. The Contractor has to submit MDP Certificate along with the running contractor bills. Otherwise Department will take necessary action as per the Government Orders/Circulars.

Increase in GST shall not be paid in the extended period of contract.

As per Karnataka state Government order LD.300.LET.2006 Bangalore dated 01.01.2007 and Government letter no PW.134.BMS.2007 dated 27.07.2007 a sum amounting to 1 Percent of the bill amount will be deducted towards constructions labour welfare fund.

Contractor should take all precautions to ensure that no damage is caused to the existing works and other similar structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified on his own risk and cost.

Materials like bitumen, steel and cement etc., required for the work shall be procured by the tenderer themselves and should got tested by the Quality Assurance Authority before commencement of the work.

Work shall be carried out according to relevant IS/IRC codes specifications depending on type of work.

The bidder has to establish field laboratory at the work site as per GO No:PWD/243/SEV/2013 Bengaluru dated:22.07.2014.

The Defect Liability period for this work is 2 years.

Technical Criteria

General

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Past Experience

To qualify for Award of this contract, each Tenderer in its name should have in the last five years i.e.2019-20, 2020-21, 2021-22, 2022-23 & 2023-24 3.2 b satisfactorily completed as prime contractor, at least one similar work such as Retaining Wall/Bridge work of value not less than Rs. 191.46 lakhs. Work done Certificate issued by competent Authority of rank not less than Executive Engineer.

The Tenderer should have executed in any one financial year in the last five years i.e.2019-20, 2020-21, 2021-22, 2022-23 & 2023-24 3.2 c the following minimum quantities of work 1.Earth Work Excavation/Embankment/Earthen Shoulder-3769.00 m3, 2.PCC/RCC-1002.00 m3,3.Steel-71.00 MT, Work done Certificate issued by competent Authority of rank not less than Executive Engineer.

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24 3.2 a achieved in at least two financial years a minimum financial turnover of Rs. 765.85 Lakhs, in all classes of Civil Engineering Construction works only Balance sheet & Profit & Loss Account indicating contract receipts issued by the competent accountant Authority.
