Inspection of Materials:
The material supplied shall be in strict accordance with the tender specifications and drawings.
Inspecting agency RDSO/RITES/Consignee for items to be supplied is given in schedule against each item.
As per Railway Board letter no. 2000/RS(G)/379/2 Dt. 06.09.2017, in case the total value of particular item having IRS/RDSO specification is Rs. Five (5.0) lakh or more, the item shall be inspected by RITES/RDSO. In case the total value of a particular item is less than Rs. Five (5.0) lakh, with/without having IRS specification the same shall be inspected by RITES/Consignee, subject to supplies being from sources approved by RDSO.
Materials to IRS Specification/drawing or to IS specification shall be inspected by the concerned inspecting officials of RDSO/ RITES. If equipment/material as per IRS Specification or IS specification in schedule, are to be inspected by authorized representative of the railways/consignee, the tenderer will require to furnish manufacturer's Guarantee certificate along with the test certificate. All other equipment /material, where neither IRS Specification nor IS specification is stipulated; shall be procured form reputed manufacture / their authorized dealers and shall be inspected by the authorized representative of concerned Dy. Chief Signal & Telecom Engineer, N.E. Railway, Gorakhpur, in the premises of manufacturer/tenderer before dispatch.
The equipment /material not possible to test by the consignee, the tenderer will require furnishing manufacturer's Guarantee certificate along with the test certificate.
The tenderer shall give a notice at least 10 days before, to the inspecting authority when the material is ready for inspection/ testing.
The authorized representative appointed to conduct inspection and tests of the material to be supplied, have full powers to reject if found complete material or part thereof, defective or of inferior workman ship or design and submit a report accordingly to concerned Dy. Chief Signal & Telecom Engineer, N. E. Railway, Gorakhpur
The tenderers shall provide all testing equipment/facilities necessary for conducting the required test.
If the product, upon arrival on destination, does not meet the requirement of the specifications, it may be rejected in spite of any inspection already conducted and the decision of concerned Dy. Chief Signal & Telecom Engineer, N. E. Railway, Gorakhpur, shall be final and binding in this regard and same shall not be called in question.
This inspection shall not be treated as final acceptance. The final acceptance of material and work shall be done by consignee (Authorized representative).
In case RDSO/RITES/ any other agency as specified in the schedule of quantity of each items, does not inspect an item on account of small value or show inability to inspect the materials for any reason, the same may be inspected by consignee or any other Railway representative nominated by contract signing authority.
Inspection charges for the items inspected by RDSO/RITES will be borne by Railway.
Completion of Entire Work: The entire work under the Scope of present tender shall be defined as completed after completion of following stages of work: -
All the items of schedule of work have been supplied, tested, inspected and accepted by consignee and a certificate issued for this purpose.
All the items supplied by the contractors or Railways as the case may be are Installed, tested, commissioned and put into service.
All the services have been successfully completed throughout the contractual period mentioned in schedule.
Mode of Payment:
For those items involving "Supply only":
90% of the accepted cost of material only, will be paid when the materials are supplied subject to furnishing of inspection 5.1.1 certificate and delivery challan/receipt order to the nominated Consignee and acceptance of the consignee.
Balance 10% of the accepted cost shall be paid only after successful commissioning of entire work.
For those items involving both "Supply and Installation":
80% of the accepted cost of material supplied will be paid when the materials are supplied subject to furnishing of inspection 5.2.1 certificate and delivery challan/receipt order to the nominated Consignee and acceptance of the consignee.
10% of the accepted cost shall be paid only after successful installation & testing of that item.
Balance 10% of the accepted cost shall be paid only after successful commissioning of entire work
For those items involving "Designing/Installation/Erection only":
90% of the accepted cost of work/services shall be paid after 5.3.1 successful execution of the item.
Balance10% of the accepted cost of work/services shall be paid only after successful commissioning of entire work/services.
Quoting of Rates:
Rates given in the schedule of the work for items in Annexure-VII are inclusive of all taxes (GST etc). Tenderer should also Quote their rates inclusive of all taxes (GST etc).
