Labour Welfare Cess (LWC) for 01 (ONE) independent Skilled Generator Set Operator (FGM) in one shift Notes for Sr Item No 1.00 to 6.50 (i) The items of BOQ have been divided into items/ sub items to cater various elements like basic labour wages, EPF, ESIC, Bonus, LWC and contractor overheads and profits. The contractor is liable to quote separate rates for all such items/ sub items in the BOQ. The quoted rates of all such items shall be inclusive of all taxes, cess, and levies as applicable including GST. (ii) It will be the sole responsibility of the contractor to ascertain the relevant rates of minimum labour wages and various elements as per latest prevailing Govt Notifications and applicable rate of taxes etc on the bid submission end date. (iii) The quoted rate against any of the items/sub items catered in the BOQ corresponds to/works out to lower than the corresponding prevailing minimum rates of wages/subscriptions/contribution towards EPF, ESIC, Bonus and LWC as per Govt Notifications shall be treated as NON-BONAFIDE and such bid shall not be considered for acceptance. (iv) The amount of contribution towards Bonus, EPF and ESIC as quoted in items/Sub Items of BOQ shall be payable only after submission of VALID and AUTHENTIC document in support of having paid the requisite amount to the workmen. (v) The rate quoted for items/sub items in the BOQ shall not be less than minimum wages as notified by Govt of India/concerned Sate Govt/ Local Body whichever is higher and not less than applicable rates for contribution of employer towards EPF, contribution to ESIC, contribution of Bonus and LWC under respective headings/sub items. In case the rates quoted are less than the prevailing rates/instructions under any heading(s), the bid will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid/bonafide bids only. (vi) Quotation with ‘NIL’ or ‘Zero’ consideration (overhead and profit) shall be considered non bonafide. (vii) The quoted rates of the items/sub items of the BOQ shall deem to include the consumable items mentioned in Note No 20.12 of 'Schedule 'A' Notes. (viii) An operator shall be ITI qualified in relevant trade with 03 (Three) years practical experience as Operator (FGM)/or Matriculation passed with 07(Seven) years practical experience as Operator (FGM) and shall have adequate knowledge for operation of DG Set/ Pumps/ Motors and maintaining records of day to day. (ix) Diesel oil required for operating of DG Set shall be issued by Department free of cost under Schedule 'B'. If there is any minor breakdown, fault, servicing of DG Ser/ Pumps is to be repaired immediately without any extra cost to the department as the cost of minot in repairs is deemed to be included in the quoted rate. (x) Daily log sheets, cotton waste, uniform with shoes for operators, first aid box at each installation shall be arranged by the contractor without any extra cost of the department. (xi) In case any laxity is noticed by the G.E. on the part of the contractor not running the plant efficiently/any installation is found unattended or the operator goes absent, then the G.E. may at his discretion impose penalty on the contractor to pay the department @ Rs 600/- per shift for the period the plant has not run efficiently due to negligency of the contractor as a compensation and deducted from the payment due to him. (xii) Operator shall also be responsible for keeping the installation premises as well as area nearby neat & clean. (xiii) Weekly off shall be provided to the operators by the contractor and providing reliever for weekly rest of employed operator unit rate quoted shall deemed to include the cost of the same.
