BATTERY-OPERATED WHEEL CHAIRS

3. Past Experience: If the Tenderer, a.Is a original equipment manufacturer (OEM)/Authorised dealer/ representative then either the dealer or its OEM must have supplied satisfactorily Battery-Operated Wheel Chair with the similar specification as in Section-V at least to the extent of not less than 80 percent i.e 140 units to any State/Central Government Department in a Single order, in any two of the three preceeding financial years viz., (FY-2022-23, 2023-24 & 2024-25),b.Is a Micro and Small Enterprises, must have supplied satisfactorily such Battery-Operated Wheel Chair with the similar specification as in Section-V to the extent of atleast not less than 40 percent i.e 70 units to any State/Central Government Department in a Single order, in any two of the three preceeding financial years viz., (FY-2022-23, 2023-24 & 2024-25).

6.Past experience related to the product specified in the tender document section V will only be considered. Work Completion certificate should also include the signed/attested copy of battery-operated wheel chair diagram/picture, supplied to the concerned department.

29.Previous experience in the format mentioned under Section XII

1.The bidder should be the original equipment manufacturer (OEM), (Non- Micro and Small Enterprises or Micro and Small Enterprises) OR an authorized representative/dealer of original equipment manufacturer of Battery-Operated Wheel Chair (Technical Specifications are enlisted in Section-V), who have sales and service network in Karnataka. Documents in Proof of the same related to the above requirements should be submitted/uploaded along with the tender document, on e-procurement portal without fail, tenders without the above specified documents uploaded will be rejected summarily.

4.The bidder should be the original equipment manufacturer (OEM), (Non- Micro and Small Enterprises or Micro and Small Enterprises) OR an authorized representative/dealer of original equipment manufacturer of Battery-Operated Wheel Chair (Technical Specifications are enlisted in Section-V), who have sales and service network in Karnataka. 5.The Tenderer should furnish the information in proforma under Section XII on all past supplies and satisfactory performance for the relevant parts as explained in the above paragraphs, as authorized representative/dealer of the OEM as MSE as applicable to them.

7.The tenderer should furnish details of Services Centres and information on service support facilities that would be provided after the warranty period (in the service support form given in Section XV.)

8.MSEs Units should be Registred with National small industries corporation (NSIC) under Single Point Registration scheme (SPRS) are exempted from payment of EMD.

10.The Tenderer must be a manufacturer having valid manufacturing license or Authorised dealer having authorization from the OEM.

11.The Tenderer must be a ISO / BIS certified company.

12.The bidder/OEM must submit IEC 61000 test certification, tested in Karnataka Jurisdiction for the proposed wheelchair.

13. The OEM should be a Class-I local supplier, with equal to or more than 50% local content in the product offered in the tender, manufactured in India under the Make in India Public Procurement Policy of the Government of India defined under PPP-MII Order,2017 (as amended on 19.07.2024). The bidder shall submit a declaration in this regard, duly signed by the OEM-on-OEM letter head.

14.The Tenderer should not have been blacklisted by any State Government / Central Government and / or any State / Central PSU. A notarized declaration to this effect should be furnished on stamp paper of Rs.500.

15.The bidder should submit GST-R 3B challan for the Complete Year (Upto March 2025) issued by the competent authorities of Commercial Tax Department.

18.Manufacturing License of the OEM issued by concerned competent authorities.

19.Certificate of incorporation issued by the Registrar of Companies (ROC) in case of a company / firm or proprietorship certificate in case of a proprietary firm in valid format.

20.The Tenderer shall have to furnish the Goods and Service Tax Registration certificate.

21.A Certificate with details of manufacturing unit and production capacity duly certified by a competent authority

22.The Tenderer should submit a undertaking on company letter head to print and stick logos as per the format given by the concerned department.

23.The Tenderer should submit a warranty declaration of 1 year on company letter head.

24.The successful bidder or his authorized agent should have set up service center in Bengaluru and District Head Quarters for effective and efficient overall maintenance of the Battery-Operated Wheel Chair for carrying out repairs, replacement of parts etc. during the warranty period and thereafter. The particulars of such service centers like address, telephone numbers etc., should be furnished.

9.The specified configuration of Battery-Operated Wheel Chair as mentioned in Section-V to be supplied with complete compliance which has been approved by the technical committee, the same is to be certified by the industry and commerce Department or Government Engineering / Polytechnic College in Karnataka.

25.Name and address of the firm (Addresses of the head office and local branch office should be given separately)

26.Year of establishment (Registration copy should be uploaded enclosed as specified under Section VII)

27.Copy of the PAN card (As specified under Section VII)

28.Document to prove that the bidder is the original equipment manufacturer (OEM) or an authorized dealer of OEM (Section XIII) and authorization in the prescribed format assuring full guarantee and warranty obligations as per GCC and SCC.

29.Compliance to Technical specifications as per section XIV.

30.Tenderer shall upload the datasheet containing the technical specification of the Battery-Operated Wheel Chair approved by the technical committee as per Section-V.

31.The bidder or his authorized agent should have set up service center in Bengaluru and District Head Quarters for effective and efficient overall maintenance of the Battery-Operated Wheel Chair for carrying out repairs, replacement of parts etc. during the warranty period and thereafter. The particulars/list of such service centers like address, telephone numbers etc., should be furnished (Section XV)

2.Turn Over: If the Tenderer,a.Is an original equipment manufacturer (OEM)/authorized representative/dealer of respective original equipment manufacturers (OEM) then must have average annual turnover of Rs.175 Lakhs during the preceding 3 years (FY-2022-23, 2023-24 & 2024-25).b.Is a Micro and Small Enterprises, must have average annual turnover of Rs.87.5 Lakhs during the preceding 3 years (FY-2022-23, 2023-24 & 2024-25)

16.The Tenderer shall have to furnish the Audited balance sheet and Profit and Loss account for the financial years 2022-23, 2023-24 and 2024-25 duly certified by a Chartered Accountant.

17.The Tenderer shall have to furnish the details of Income Tax returns filed for the financial years 2022-23, 2023-24 and 2024-25.
