3.The bidder/manufacturer must have manufactured or supplied minimum 50% of Tendered quantity of each type of meters i.e. single phase and three phase whole current meters of accuracy class 1.0 and LT three phase CT operated Energy Meters of accuracy class 0.5s in the preceding three financial years to Discoms/ Utilities / Electricity Boards in India
5.The bidder/manufacturer shall have capacity to produce/supply a minimum of 100% of tendered quantity of each type of meter within three months from the date of award
13.The annual turnover of the bidder/manufacturer shall not be less than 1.5 times of the amount put to tender in any one of the preceding five financial years. (i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26)
14.The liquid assets of the bidder/manufacturer as on the date of NIT or later shall not be less than 25% of the amount put to tender
1 The bidder or manufacturer must be a Company registered in India under companies Act 1956 or Companies Act 2013, or Firm registered with Registrar of firms and societies in India who fulfills the eligibility criteria.
2.The bidder or manufacturer should be original manufacturer or manufacturers authorized dealer or representative or authorized franchisee of LT AC Static Energy Meters and the manufacturer shall have a minimum manufacturing experience of 7 years in the manufacture of Static Energy Meters
4.The performance certificate shall be furnished by the bidder/manufacturer for at least 25% of the tendered quantity for each type of meters i.e. single phase, three phase Whole current for satisfactory working of the meters from Discoms/ utilities /Electricity Boards in India for a period of minimum 3 years which were supplied in the last 10 years
6.The bidder/manufacturer shall upload Type Test reports not older than 5 years as on date of NIT for similar/ same design for each type of meter as per relevant Indian Standard which has successfully passed relevant type tests at CPRI/ ERDA/NPL/ERTL
7.The bidder/manufacturer should have an ISO 9001/9002/14001 and 27001 certification
8. S mark safety certification for single Phase (5-30A) and three phase whole current (5-30A) and Three Phase CT Operated Electrostatic metersmanufacturing in India issued by STQC
9.The bidder/manufacturer should upload the GTPs of each type of the energy meter intended to be supplied and to be as per the specification
10.The bidder/manufacturer should not have been defaulted in supplies against any of the previous P.Os placed by ESCOMs or any other Utility at the time of bid opening and a self-declaration shall be uploaded
11.The bidder/manufacturer should not have been black listed in supplies against P.O. placed by any ESCOM in Karnataka/ any other state DISCOMs at the time of bid opening and a self-declaration shall be uploaded
12.Manufacturer should possess fully Automatic Meter Test Bench system for carrying out routine and acceptance tests as per IS 13779: 1999 (amended up to date) w.r.t single phase and three phase whole current meters and as per IS 14697-1999 for three phase CT operated meters. Test reports for each and every meter shall be generated automatically
15.Any Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority
16.A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the given format
17. Upload Power of Attorney executed on a stamp paper for having appointed, nominated & authorized a person as its true & lawful attorney in respect of all the matters relating to subject tender

If not, any other method which meets these requirements in a better manner/way shall also be considered. The bidder should elaborate the arrangement adopted.
