Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The employer reserves the rights to reject one or all tenders without assigning any reason

The employer is not responsible for any delay in accessing E- procurement portal

Contractors should be registered with KPWD Class - IV and above Registration and the tenderer should submit the Registration Certificate along with technical bid

To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

All the scanned documents pertaining to bidder to be uploaded shall be in original and same originals should be produced to the Executive Engineer (at the time of Technical Bid Opening) who reserves right to verify the original documents before approval

Contractors should follow strictly prevailing rules of labour act

The Item rates quoted shall include cost of Royalty charges on construction materials and other taxes as per rates provided in prevailing Govt orders at the time of execution and including cost and conveyance of all materials curing, loading and unloading with all lead and lifts, labour, hire charges of machineries and equipment etc., complete and all other incidental charges. All the items shall be executed as directed by the Engineer-in-charge of the work

All materials required for this work shall be procured by the bidder himself and should be got tested by the quality control authorities at his own cost before use on the work. Department will not supply any materials

Materials like bitumen, steel,cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority at his cost before used on the work

All documents should be uploaded by the contractor is to be attested by the authorized notary or not below the rank of Executive Engineer and should be produced for verification at any stage of process as and when sought for .Failure to produce original documents leads to rejection of Tender

Units, Rates and Prices shall be quoted by the tender in Indian Rupees only

The contractor should maintain the work during the defective liability period, i.e. One year at his own cost

Contractors should have Registration of GST, Employers Provident Fund and tenderer should submit Registration Certificate along with technical bid

Payment of EMD of Rs. 21,200.00 shall be through E payment

The Successful bidder has to fallow the prevailing Government orders regarding royalty Charges. The contractor has to submit Material Dispatch Permit (MDP) for all naturally available Resources/ Materials along with the running contract bills, otherwise necessary action will be taken as per GO/Circulars

Technical Criteria

Capabilities of Vendor

Tenderer shall submit a certified copy of latest test report for Type XI Micro Prismatic Grade Retro Reflective Sheeting conforming to IRC 67 2022 Standards from a reputed and independent laboratory issued for field performance as per ASTM D4956 Specification which shall be obtained from the particular Sheeting Manufacturer who provides Pre-Qualification Warranty Certificate for technical qualification

3.1 Assessed available tender capacity - (AxNx2.5-B) where A -Maximum value of civil engineering works executed in any one year during the last five years (updated to current financial year price level)(FY in which tenders are invited) taking into account the completed as well as works in progress. N - Number of years prescribed for completion of the works for which tenders are invited. B - Value, at Current Financial year (FY in which tenders are invited) price level, of existing commitments and on-going works to be completed during the nextup to 2 months. (Period of completion of the works for which tenders are invited)

Tenderer shall submit a certified copy of latest laboratory test reports for Road Studs or Raised Pavement Marker conforming to IRC:67 2022 Standards, referring to the lens and structural strength as per ASTM D 4280, including the C.I.L values as per MoRTH specification, including compressive Strength and having passed these tests for the technical qualification.

Bidder must produce original copy of Pre-Qualification 10 years warranty certificate for Type XI Micro Prismatic Grade Retro Reflective Sheeting conforming to IRC:67 2022 Standards, issued by the Retro reflective sheeting manufacturer stating that the material offered shall have the warranty mentioned as per the clause 6.9 maintaining minimum coefficient of Retro Reflection.

Financial Status

To qualify for award of this contract, each Tenderer in its name should have in the last five years (i.e. 2019-20 to 2023-24) (a) Achieved in at least two financial years a minimum financial turnover (in all classes of engineering construction works only) of Rs.8.46Lakhs
