Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of KPPP portal on or before the last date and time of bid submission.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders The departments shall not be responsible for non accessibility of KPPP portal due to internet connectivity issues and technical glitches at bidders end

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer(District Level Officer)and scan the Original Certificate and attach the scanned file to the bid.

Conditional Tenders are liable to be rejected .The Employer reserves the right to Reject any or all Tenders without assigning any reason

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation.

All materials required for the work shall be procured by the tenderer himself and should be got tested by the quality control authorities at his own cost before use on work

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders. Royalty shall be deducted as per KMMCR 1994 Amendment rule 2016, Also KMMCR 2016 Amendment Rule 36(3), 42(1), 44(3), 44(4)

The cost of the Tender form shall not be refundable.

As per Karnataka State Govt Order No:LD/300/LET/2006/Bangalore Dt: 1-1-2007 and Govt Ltr No:PW/134/BMS/2007, Dt: 27-7-2007, a sum amounting to 1% of the bill amount will be deducted towards Construction Labour Welfare fund.

The item rates are exclusive of GST and over all GST amount is added to the Overhead Charges. The amount put to tender is inclusive of GST. Accordingly the Bidder shall quote Rates By adding GST for either materials or works Contract (Service),All other duties (Including recovered from the contractor bill), taxes, and other levies payable by the contractor under the contract or for any other cause shall be included in the Total Tender Price submitted by the Tenderer.

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2024-25 in the Technical Qualification Criteria .

Unique Document Identification Number (UDIN) from Practicing Chartered Account is to be submitted

Name, address, telephone, and email id of the contractor is to be provided for communication.

During the execution of work, if any minor minerals are required contractors have to abide by the Karnataka Minor Mineral Concession Rules 1994 (as amended up to date). As per the prevailing rules, for any use of Minor Minerals, the contractor has to submit the Mineral Dispatch Permit (MDP) obtained from Mines and Geology Department. If Mineral Dispatch Permit (MDP) is not submitted by the contractor along with the bill, the prevailing penalty and DMF contribution as per Karnataka Minor Mineral concession rules 1994 (as amended from time to time) will be deducted from contractors bills at the time of payment.

Sub-Leasing/G.P.A of Work is Prohibited.

The contractor has to furnish Additional Performance Security Deposit for unbalance tender as per clause 29.1 of ITT, to an amount equal to the difference in contract price and amount put to tender, in addition to 5% performance guarantee (which Shall Be Deducted In Every Running Bill, However In Case Of First And Final Bill The Entire Security Deposit Will Be Deducted From The Final Bill.)

In case of unbalanced tender i.e the rate(s) Quoted by the contractor for any item(s) of work is/ are below 75%of the estimate/recast rate(s) of the department then the contractor shall furnish an additional security in the form as stated in clause 29 of ITT for an amount equvivalant to the difference between quoted rate(s) and 75% of estimate/recast rate(s) and shall be valid as stated in clause 43 of condition of contract in case of contractor quoting rate above 125% of the estimated/recast rate, then, the amount over and above 125% will be witheld during the progress of work. The withheld amount will be released only after entire work contract is fully complete and so certified by the employer

The contractor have been registered as KPWD class-III & above Registration Certificate (up load registration certificate of original should be produced while opening the tender)

Letter of Credit should be in prescribed format(In Bankers Letter Head), if not, then the Bid is liable to be rejected

Addendum / Corrigendum will be published on the website for all modifications or corrections, if any.

The period of completion is 06 (Six months) including monsoon.

The intending bidders are advised to visit the site of work, and make themselves familiar with the local situation regarding the availability of the construction materials, workmen, land required for construction activities, etc.

The necessary certificates/documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to the e-tender document. The original certificate documents shall be produced for verification when demanded, otherwise, the tender will be treated as a non-responsive bid and rejected. The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer and countersigned by Superintending Engineer and scan the original certificate and attached the scanned file to the bid

The defects liability period is 1(ONE) year, i.e during the warranty period.

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

Financial Year will be reckoned as the period between first day of April and Thirty first day of March of succeeding year (both days inclusive).

The tenderer shall furnish required information in all formats. Scan and upload all Formats/Original documents required for this bid to the e-procurement portal. The Original Formats/Documents shall be produced at the time of opening of Technical Bid for physical verification.

The Agency shall comply with ISO14001 (Environmental Management System) requirement during execution of work.

The tenderer shall submit an affidavit stating that he has not involved in litigation with Government, also he shall state that, amount of existing / on going works and amount of works awarded to him and yet to be commenced.

Conditional tender will not be considered

Item for which 0.00 rate entered will not be paid for by the employer when executed and shall be deemed covered by the other rates & prices in the bill of quantities

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

B is Value, at 2024-25 price level, of existing commitments and ongoing works to be completed during the next 0.5 years (06 Calendar months) Note: The statements showing the value of existing commitments and ongoing works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.
