OUTSOURCING OF SERVICES FOR OPERATION AND COMPREHENSIVE MAINTENANCE OF STP OF 250 KLD INSTALLED AT AWC WITH ALLIED WORKS UNDER GE (AWC) MHOW.

Out sourcing of Services for Manning, operation and mantainence of sewage Treatment plant of capacity 250 KLD at AWC by deploying adequate and experienced qualified skilled operator/staff, round the clock including Sunday and holidays in three shifts per day of 08 hours each complete inclusive of daily, weekly , monthly and quarterly maintenance including the equipments and scope of work as given below complete all as specified and as directed. Skilled labour - 01 (Three shifts of 08 hours each day)

Note for item No 01.00 : (A)EQUIPMENTS TO BE MAINTAINED :- (i) Coarse and fine Bar screen chamber, oil and grease trap (ii) Equilisation tank (iii) MBBR reactors - 02 nos. (iv) Air blower (v) Tube shelter (vi) Chlorine Contact Tank & treated water tank (vii) Filteration system (viii) feed pumps and raw water sewage pumps (centrifugal) (ix) Inter connecting pipes (x) hypo dosing system along with tanks (xi) Valves (xii) Electrical system/ cables/ wires and panel (xv) Installed machinary for treated water supply (xvi) Sludge Drying Beds

Note For Item No 01.00 (contd..) :- (B) The rate quoted by the contractor shall deemed to be included for all the aspects mentioned in items ,specified and given here-in-after. (C) (i) The tenderer shall upload and submit original copy of MOU executed / made with OEM / E-In-C approved agencies/ M/s Hydrotech paryavaran India Pvt Ltd or M/s ION Exchange or M/S Thermax or M/s SIMA Labs Pvt Ltd before the scheduled bid opening date. (ii) The MOU shall be executed / made as per specimen MOU given In tender document. (iii) Please note that in absense of MOU executed as per specimen MOU, price bid will not be opened.

Note For Item No 01.00 (contd..) :- The quoted rates against Items No 1.00 shall include to fulfill the undergiven parameters (scope of work (A-(i) to (ix) & (B-(i) to (viii)) mentioned below :- (A) (i) Stacking the sludge cakes properly (ii) Cleaning the blockages in any pump/pipe line. (iii) Supplying/distributing the treated water regularly as per the directions. (iv) Complete cleaning of grits and channels daily. (v) Brooms and cleaning materials will be arranged by the contractor. (vi) During the cleaning safety equipments will be supplied/arranged by the contractor. (vii) Removing the algae/ sludge in the tube settler and keeping the surrounding area clean daily and removing vegetations etc failing which recovery of Rs. 200/- per day shall be made. (viii) Mixing of the chemicals as directed . (B) Notes for srl item Nos 1.00 :- (i) The Plant shall be run by the skilled operator minimum qualification ITI / matric, with four year experience. Non submission of police verification with ID proof of operator(s), a panel recovery of Rs. 1000/- per person per month shall be made. (ii) (a) Working hours of a particular team of workers shall not exceed 08 hrs per day and no workmen shall be allowed to work beyond 08 hrs per day. (b) In case the contractor fails to deploy requisite numbers of workmen, the operator / workmen against defficiency shall be deployed at risk and cost of the contractor through SPOT QUOTATION and no payment shall be made to the contractor for the shift involved. (c) In addition to above a recovery of Rs. 5000 per shift per workman shall be made from contractor's dues as and when becomes due.

Note For Item No 01.00 (contd..) :- (d) Duty roster of manpower deployed shall be displayed otherwise recovery of Rs 500/- per installation per day shall be made. (iii) Contractor shall take labour license for provision of labour under contract. All the provisions of contract labour Act 1970 and amendment there to and specified in tender shall be strictly adhered to.(iv) For payment of minimum wages to the workers provisions in tender and particular specifications shall be strictly adhered to.(v) Log sheet for records shall be supplied by the contractor after approval of format by GE/Engineer-in-charge.(vi) Chemicals will be measured and paid for separately under respective items.(vii) Diesel and engine oil for DG set shall be provided by Deptt.(viii) Contractor shall ensure that treated sewage water shall confirm to the following characteristics:- (i) TSS : < 10 mg/litre (ii) BOD : < 10 mg/litre (iii) COD : < 150 Mg/litre (iv) ph : 6.5 - 8.5 (v) Total Coliform : < 100 MPN/100 ml (desired nil) (vi) Residual CI < 1 mg/litre (vii) Diesel and engine oil for DG set shall be issued under Sch 'B' as free for Use . (ix) Mazdoor/ labour catered in item no.1 is also responsible for installation as per item no.2.

Specimen of MOU (For Item No 1.00 ) :- We, M/s [Name of the OEM] do hereby undertake the followings:- (i) STP will be operated and maintained under guidance & supervision of our experts and it will be ensured that plant is run by skilled workmen. (ii) We will inspect the plant half yearly and submit the report for the efficient functioning of the plant. (iii) We will ensure that the test result of the treated water comply with the paramenters given in the contract agreement. (iv) We will provide commited technical support in the advert of any requirement of the same and proper operator training will be provided in order to run the plant effectively. (v) We will provide the details/ estimates of the chemicals required for the sewage treatment plant. Note :- (a) Inspection report of OEM shall be enclosed with each payment details, failing which no payment shall be made to the contractor. (b) The contractor's rates shall be deemed to be included for above aspect. Nothing extra shall be paid on this account. IMPORTANT NOTE :- (i) The Government of India vide their Notification No File No. 1 / 20(3)/2021-LS-II dated 23 Apr 2021 has notified minimum fair wages to be paid to the labour. The rate analysis has been done based on minimum fair wages which is kept in the office of GE. If the contractor quotes rates less than minimum fair wages, then the fixed deposit of the difference amount rounded up near one thousand i.e. Amount based on Rate Analysis-Quoted Rates will be deposited for a period not less than 05 years before Acceptance. The Accepting Officer has full power to accept any tender as per rates in vogue.

SPECIAL NOTES:- (i) The contractor have to provide his out sourcing staff proper shoe, Dress, mask with out any extra cost to the Department. (ii) If the quoted amount is less than the estimated cost for out sourcing itemNo 1.00 for the above work i.e. Rs 853704.00 then the lowest bidder will have to deposite FDR/BGB in favour of Accepting officer with in 10 Days of opening of financial bid for the difference in estimated cost i.e. Rs 853704.00 and quoted amount. In case the said FDE/BGB is not submitted with instipulated period as mentioned above, the contractor shall be banne for 06 months and his bid will be rejected . FDR/BGB shall be released only after satisfactory completion of work. (iii) Contractor will hand over STP plant and Installation to the Deptt in Good working condition on expiry of contract period.

Carrying samples for Testing of treated water of STP ,submission of detailed test report to the office of the Engineer-in-charge and testing in NABL approved laboratory as approved by GE. Details are as under :- (a) Carrying out minimum essential testing of water as per IS 10500 of 1991 mandatory for chemicals, colour, odour, PH value, TSS, BOD, COD, Total residual chlorine, total Nitrogen, Sulphate, oil and grease , Ammonical Nitrogen (NH3-N) and Bacteriological total coliform organisms per 100 ml (MPN) and E colliie in 100 ml.

Testing of Sewage water as per relevant IS of STP , submission of detailed test report to the office of the Engineer-in-charge and testing in NABL approved laboratory as approved by GE Details are as under :- (a) Carrying out minimum essential testing of sewage water as per revlevant IS mandatory for chemical, odour, PH Value, TSS, BOD,COD total nitrogen, sulphate, oil and grease ammonical Nitrogen (NH3-N) and Bacteriological total collifrom organisms and other charaterstics as per relevant IS of sewage water.

Note For Item no. 02.00 & 03.00 :- Rate quoted shall deemed to be included for :- (i) Cost of sterilised bottle as required (ii) To and fro transportation charges for collection of sample

Periodical Cleaning of Sewage and removing settled down Sewage sludge cum mud / De-Silting etc STP Equalization tank complete all as specified and as directed. Note:- Cleaning shall be carried out by the following methods:- (i) Cleaning inner surface of tank by scraping with steel wire brush and removing mud & sludge collected inside the tanks manually at a distance not exceeding 50 Mtrs. (ii) Washing with clean water & bleaching powder mixture throughly complete tank internally and removal of left out sludge, if any, at site to a distance not exceeding 50 Mtrs.

Rate quoted shall include the aspects:- (i) Diesel Driven Pump Set/elctric pump set of appropriate capacity not less than 5/7.5 HP with operator including necessary POL required at site for De-Watering of Sewage septic water including PVC heavy duty flexible hose pipe for suction and delivery purposes . (ii) Tractor mounted storage tank of appropriate capacity not less than 1 KL with driver directly collected from the soak well and disposing the same to the location where approved by the Delhi Canttonment Board/PCB . (iii) Labour element and T&P required for removal of settled down sewage sludge/mud inside the sewage tank for scooping out from inside and below the septic/staining sewage water inside the well and lifting the same and deposited on top and near by the sewage tank where directed and further to removal the same where approved by the PCB. (iv) Appropriate qty of Phenyle required at site for Sterilization of sewage sludge being collected in the Sewage tank as directed. (v) Necessary Oxygen Mask, Gloves, Gum Boot and all other safety aspects and including necessary Phawda, Steel Bucket, Manila rope etc. required at site as directed.

M&L for cleaning of MBBR tanks, Tube settler Tank, treated water tank, filter feed tank, chlorine contact tank and sludge drying beds from STP thoroughly by removing mud, grits etc complete all as specified and as directed. The periodic painting i.e. cement based paint on RCC/ brick structures and synthetic enamel paint on all MS Parts incl. piping of all parts of STP is included in the rate quoted. Note:- (a) Cleaning inner surface of tank complete by scraping with steel wire brush and removing mud and sludge collected inside the tank manually at a distance /location as directed by Engr-in-Charge. (b) Washing with clean water and bleaching powder complete tank internally and removel of left out sludge if any at site at a distance /location as directed by Engr-in-Charge.

Complete overhauling and recommissioning of STP of capacity 250 KLD including dismantling the choked MS pipes, SS riser pipes, air diffusers in equalisation tank and MBBR tanks and refixing the same, providing with test report of treated water from govt. approved lab before completion of job. On completion providing training to the operators for operation of STP. Notes: (a) The plant will be taken over after successful completion of trial run of 10 days (b) The rates also include complete cement paint to concrete sructures (c) Two coats of Enamel Paint on MS Tankers. (d) The rate also includes comprehensive maintenance of all parts of STP (major or minor) till completion of contract. No claim/extra payment will be made to the contractor for non-functioningof STP for any reason whatsoever. (e) Comprehensive maintenance also includes for replacement of filter media of DMF and ACF twicw a year (1st month and 7th month). No extra payment will be made for this.

Repair and overhauling incl dismantling/taking down all electrical and mechanical connection of twin lobe blowers model No (Make:- Usha), pressure 0.50 kg/cm and servicing hole body, change gear oil/lubricant and V belt, overhauling of the same including refixing and testing complete all as specified and directed. Note:- Spare parts and gera oil/lubricant shall be including supply of following materials in rate quoted:- (a) Changing of rotors assembly alongwith shaft (b) Servo gear oil super 90 (c) Bearing as per sample for air blowers model (d) Gasket kit as per sample for air blowers model (e) Oil sealas per sample for air blowers model (f) V-belt as per sample for air blowers model (g) Air filters per sample for air blowers model

Taking out old unserviceable/burnt copper winding of motors capacity upto 5 HP and material and labour for rewinding of electric motor of capacity upto 5HP, 3 Phase with super enameled copper winding wire of suitable gauge as per existing including cleaning of rotor slots, all winding/insulation material, varnishing etc. complete and testing at site on full load after reinstallation to the full satisfaction of Engr-in-Charge, all as specified and as directed.

S&F including cutting and welding in repair MS flanges 80 mm alongwith rubber gasket, nut bots and washers complete all as per specified and as directed.

All as per Sr. item no. 09 above but 50 mm.

All as per Sr. item no. 09 above but 40 mm.

Cleaning the area of sewage installations by cutting and removing jungle sturts, roots, bushes plants small trees etc and deposited to n.exc 50 mtr to 100 mtr outside installations complete all as specified and as directed.

Pumping out sewage water from sludge drying beds and disposing the same as directed and a distance exc 50 mtr and nexc 100 mtr (volume of water to be measured and paid) incl hiring of pump set of required capacity complete all as specified and as directed.

S&F as in repair 4 sqmm x 4 core cable PVC insulated multi-straned copper conductor drawn through in existing concealed conduit of 25 mm dia and connection at both ends with copper legs, colour code for phase Red/Yellow/Blue for neutral Black and for earth green complete all as specified and as directed.

S&F as in repair 2.5 sqmm x 4 core cable PVC insulated multi-straned copper conductor drawn through in existing metallic conduit/GI pipe surface/concealed conduit of 25 mm dia and connection at both ends with copper legs, colour code for phase Red/Yellow/Blue for neutral Black and for earth green complete all as specified and as directed

Dismantling, cleaning and refixing in repairs mild steel water tubing complete with all fittings size 40 mm bore medium grade ISI marked IS-1239-1976 pipe laid in trenches on walls or in any position complete all as directed by Engr-in-charge.

All as per Sr. item no. 16 above but size 50 mm bore.

All as per Sr. item no. 16 above but size 80 mm bore.

Dewatering the equalisation tank capacity 40000 Ltrs (Approx) with the help of mud pump and removal of complete sludge and cleaning inside, descaling with wire brush internal surface of tank and scraper unit floculator and washing fresh water two times with bleaching powder all as specified & directed by Engr-in-Charge. Note:- 1. Make a temporary arragement of sewage disposal by existing adhoc pump to approx 100 mtrs far from STP. 2. Work is in running condition and the contractor is required to take necessary safety precautions and arrange safety mask, hand gloves etc 3. Arragement of mud pump set for dewatering at his own expense. Quoted rate is deemed to be inclusive of the above aspect.

M&L for dewatering with help of mud pump and cleaning of MBBR tanks of compartments of each 1.6 m dia and height 6 m size and removing all the settled solid sludge or any other type of material and through outside MD land all as directed.

M&L for dewatering with help of mud pump and cleaning of tube settler tank of size 3m x 2m x 3m height (approx) and removing all the settled deposited fungus or any other type of bio-fouling all as directed.

Repair and servicing of electric motor of 2 HP/ 1 HP and two coat enamel painting of all metal parts complete all as specified and as directed.

M&L for taking out carbon filter from ACF tank and replacing with fresh carbon/ anthracite chemically treated incl servicing and cleaning the filters complete all as directed. (Media to be paid seperately)

M&L for taking out sand bed from cylinderical DMF tank and replacing the same with chemically treated filter beds viz. pebbles, sand etc chemically treated. (Media to be paid seperately)

S&F submersible cable flat copper 6 sqmm x 3 core all as specified & directed.

M&L painting of water treatment plant mbbr tanks, tube settler tank, filter columns, pipe line and induction motor of following sizes including scraping of old paint from GI pipe and induction motor with emery paper, preparing old surface for painting, apply two coats of synthetic enamel paint in steel grey/ colour coded differently by using spray gun complete all as specified and directed :- (a) 40mm dia (b) 50mm dia (c) 80mm dia

Excavation in post holes (or similar hole) in Hard/dense soil n.exc 0.5 cum, getting out, returning filling in and ramming earth or broken rubbed mixed with earth around, in layers n.exc 25cm, watering and removing surp soil to a distance n.exc 50m and making good surface complete all as specified and directed.

Excavation in trenches, not exc 1.5 m wide and not exc 1.5 m in depth; for laying of cables, pipes etc. and getting out all excavated material in any type of soil complete all as specified and directed.

Returning, filling in and including spreading, levelling, watering and well ramming in layers not exceeding 25 cm thick complete all as specified and as directed.

Removing of excavated surplus soil to a distance not exc 50 m and depositing where directed at a level not exc. 1.5 m above the starting point complete all as specified and directed.

M&L of locally available river sand in trenches below and above / around UG cable for cable protection, in duct under & above the cables including punning around cable complete all as specified and directed. Note - Punned thickness shall only be measured and paid.

Disconnecting the DG set 30 KVA of existing removing all electrical connections and shifting the same on New plateform and connected all connection and earthing etc complete all as directed.

M&L for 15 mm thick rendering on brick work or concrete surface in cement morter 1.4 surface finished even and smooth complete all as specified and directed.

M&L PCC 1:3:6 type C-2 (using 40 mm graded crushed stone aggregate) as in foundation filling and mass concrete complete all as specified and directed.

M&L PCC 1:4:8 type D-2 (using 40 mm graded crushed stone aggregate) as in foundation filling and mass concrete complete all as specified and directed.

M&L for continous brick work sub class B modular brick straight or curved on plan exc 06 m mean radius built in cement mortar 1.6 complete all as specified and directed.

M&L for rolled section as in main and cross beam ,hip and jack rafters; purlins where connected to common rafters and running rails and guides for sliding doors fixed with angle cleats or other connecting plates in Fe 290 Gde E-165 complete all as specified.

M&L for refitting of LT control panels including cabling and labour only provision for cyclic timer provision of blowers and incl necessary fitment of new starters, relays etc.

M&L for fabrication/repair including repalcing all diffusers of square or rectangular air grids for aeration in MBBR Tank I and II with properly designed air grids for fine bubbles dispersion with SS/ UPVC pipe, the pipes submerged in sewage shall all be connected with necessary flanges to MS pipes.
