Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Proposals for subcontracting components of works amounting to more than 20% of the contract price (for each, the qualifications and experience of the identified sub-contractor in the relevant fields should be attached)

All Tenderers shall provide the requested information accurately and in sufficient detail in Section 3 Qualification Information to qualify for Award of this Contract, each Tenderer in its name should have in the last five years 2021-22 to 2025-26. Achieved in at least two Financial Years a minimum Financial Turnover (in all classes of Civil Engineering Construction Works only) of Rs. 41.65 lakhs. Further, the Financial Turnover of the Previous Years shall be iven a Weightage of 10percent per year to bring them to the Price Level of 2025-26.

All Tenderers shall provide the requested information accurately and in sufficient detail in Section 3 Qualification Information to satisfactorily completed (at least 50 percent of the contract value), as prime contractor, at least one similar work value not less than Rs. 10.40 Lakhs (usually not less than 50percent estimated value of contract).

Should not have undergone Financial Loss in the last five Financial Years. In support of this, the Tenderer shall submit Reports on the Financial Standing of the Tenderer, such as Profit and Loss Statements and Auditors Reports for the last Five Years.

Executed in any one Financial Year, the following minimum quantities of Work such as 100mm & 230MM thick pre-cast cover slabs -485.00 Sqm, Per Cast Kerb stone-320 Sqm, Kerb Painting-1600 Sqm in support of this, the Tenderer shall furnish Work done Certificate by mentioning the Executed Quantity in one Financial Year duly certified by the Competent Authority not below the Rank of Executive Engineer along with the Technical Bid

Liquid Assets and / or availability of Credit Facilities of no less than Rs.6.95 lakhs (Credit Lines / Letter of Credit / Certificates from Banks for meeting the Fund Requirement, In the case of the death of a Contractor after executing the Agreement / Commencement of the Work, his Legal Heir, if an Eligible Registered Contractor and willing, can execute and complete the work at the accepted Tender Rates irrespective of the Cost of the Work.

To qualify for a Package of Contracts made up of this and other Contracts for which Tenders are invited in this IFT, the Tenderer must demonstrate having Experience and Resources to meet the Aggregate of the Qualifying Criteria for the Individual Contracts. Subcontractors Experience and Resources shall not be taken into account in determining the Tenderers Compliance with the Qualifying Criteria.

Tenderers who meet the above specified minimum Qualifying Criteria, will only be qualified, if their available Tender Capacity is more than the total Tender Value. The available Tender Capacity will be calculated as under Assessed Available Tender Capacity is AxNx1.5 B Where A is Maximum Value of Civil Engineering Works executed in any one year during the last five years (updated to 2025-26 Price Level) taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the Works for which Tenders are invited, 6 months. B is Value at 2025-26 Price Level, of existing commitments and ongoing works to be completed during the next 6 months

Section 3 Qualification Information to qualify for Award of this Contract, each Tenderer in its name should have in the last five years 2020-21 to 2024-25. Achieved in at least two Financial Years a minimum Financial Turnover (in all classes of Civil Engineering Construction Works only) of Rs. 41.65 lakhs. Further, the Financial Turnover of the Previous Years shall be given a Weightage of 10percent per year to bring them to the Price Level of 2024-25

Executed in any one Financial Year, the following minimum quantities of Work such as 1) RCC precast Kerb Stone 320.00 Sqm, 2) kerb painting 320.00 Sqm, 3)100mm Precast concrete slab 485.00 Sqm, in support of this, the Tenderer shall furnish Work done Certificate by mentioning the Executed Quantity in one Financial Year duly certified by the Competent Authority not below the Rank of Executive Engineer along with the Technical Bid.
