COMPREHENSIVE MAINTENANCE AND OPERATION OF STP AT VRG LINE UNDER GE I KANPUR

Comprehensive all type of maintenance major or minor of Sewage Treatment Plant (STP) of capacity 100 cum/KLD including necessary repairing of pumps, motors, oiling, greasing, desludging etc and dozing of bleaching powder and running maintenance of horticulture pipe line within campus as per directions and satisfaction of Engineer-in-Charge and as working details are as under:-

(a) The contractor will attend all major and minor troubleshooting & break down within 24 hrs from the time of call.

(b) The contractor will test treated water for BOD, COD, TSS and oil grease in two times once in five/ six month and submit report accordingly. Note:- The test result for BOD, COD, TSS and oil grease will be in permissible limit as required.

(c) Granular / bleaching powder and bactiria powder will be provided by the contractor and the cost shall be deemed to be included in unit rate quoted by the contractor.

(d) De-sludging of plant as per site requirement will be done but not minimum once in every 3 months as directed. Sludge will be disposed off out side MoD land.

(e) The contractor shall do painting of all equipments, filters and pipeline once during the contract period with two coats of synthetic enamel paint after complete removal of rust, dust etc. The cost of this painting work shall be deemed to be included in the unit rates.

(f) The unit rate quoted by the Contractor shall be deemed to be included for repairing/ rewinding of all equipments, fittings, fitness pipes, valves, civil works, etc which get damaged during operation of plant. The unit rate quoted shall also be deemed to be included providing stand by pumps for draining out sewage water sump well as per requirement, in case of breakdown of plant. No extra cost will be entertained on this regard in future.

(g) Day to day general maintenance and servicing of various pumps will be done by the contractor as per requirement.

(h) Following regular/ preventive maintenance to be carried out by the Contractor for smooth functioning of STP:- (i) General maintenance of the system. (ii) Complete checking and running of the system. (iii) Checking and cleaning of feed pump and sewage pumps and blowers. (iv) Cleaning and backwash of sand filter. (v) Cleaning and backwash of carbon filter. (vi) Replacing of any spares required, (vii) Overhauling of motors and pumps. (viii) Addition/ replacement of FMR media if required. (xi) Checking of dosing chemicals and pumps. (x) Physical checking of running of plant. (xi) Supervising and guiding for desludging if required. (xii)Any other essential item or items not mentioned above to maintain functioning of STP.

Note:- (i) Repair/ Maint of plant will be carried out by skilled/ trained personels only (ii) Examine periodically all safty issues. (iii) The necessarry T & P/ safty equipments required shall be arranged by the Contractor and cost of the same shall be deemed to be included in the quoted rate. (iv) All material of STP installation will be handed over to Contractor for safe custody at the time of commencement of CA and at the time of completion of the work Contractor will be handed over the same all material to department.

Outsourcing of manning and operation of Sewage treatment plant complete at VRG line Kanpur by engaging 2 Nos FGM per day in shift duty of 08 hours, total 2 shift per day (duty timings 06:00 to 14:00 hrs and 14:01 to 2200 hrs) per day including Sunday and gazzetted holidays for operating and manning the following equipments:-

(i) Sewage treatment plant based on principal of moving bed bio film reactor, fluidized media reactor (FMR) bio reactor process with capacity of 100 Cum per day. (ii) Sand filter in MS complete with valve complete. (iii) Carbon filter in MS complete with valve complete. (iv) Raw sewage pump. (v) Air blower. (vi) Filter feed pump. (vii) Bar screen chamber. (viii) Sludge transfer pump. (ix) Operation of control valve. (x) LT panel for operation of STP and other related equipments (xi)Any otheritems of STP not mentined above.

NOTES FOR ITEM No. 2.00 :-

The item No. 1.00 includes the following provisions and rate quoted shall be deemed to be included the same:- (i) Daily brooming, sweeping and removing cobweb inside and around pump room. (ii) Cutting and removal of grass, shrubs, bushes etc fortnightly basis and removal of vegitation and dust etc complete all as specified and directed. (iii) Daily log sheet of sewage treatment plant installation in proper format duly filled by the operator will be handed over to JE/ AGE. Mobile phone for communication with FGM , printed log sheets and other related documents should be provided by the Contractor. (iv) The duty staff will maintain the installation, machinery control panel and the premises clean and tidy and will report breakdown or any defects immediately to the Contractor/ JE. (v) Operator will check the pressence of chlorination/ bleaching powder in the water and record in the register. (vi) Dosing bacteria powder will be done as per requirement or as directed. (vii) Regular cleaning of equipment / machinery as specified or as directed.

The Operator shall be qualified with ITI or equivalent to ITI certificate holder and should have sufficient practical experience.

Penalty for non possession of requisite qualification:- The work shall be commenced as per W.O No.1 issued for this contract. Any default on non-possession of requisite qualifications mentioned here-in-before for workmen engaged by the Contractor shall be liable to pay for penalty at the rate of Rs 200/- per day per person.

The required T & P/ safty measurers shall be provided by the Contractor and cost of the same shall be deemed to be included in the quoted rate.

All the staff should be in proper uniform provided by the contractor and cost of same shall be deemed to be included in quoted rate.

Penalty for absent on duty by Workmen:- (i) For absence of operating staff at installations or delay in attending or any breakdowns in supply of power caused due to negligence on the part of the working staff, the contractor shall be liable to pay penalty at the rate of double the prevailing minimum wages as fixed by the Central Govt./state Govt or quoted rate whichever is higher per absentee per day. (ii) No additional recovery except as mentioned above will be effected from the quoted rates in Schedule 'A'/ BOQ on account of such cases.

In case of any complete break down of plant/ intallations for a period of morethan 02 days due to major fault or any other reason, the number of days towards manning and operation cost will not be paid during this period. The cost will be calculated based on pro-rata rate of Sch `A' rates/BOQ.
