"Hiring and setting of 10 HP sludge Diesel pumps 26 Nos. mud pumps at required locations to facilitate pumping arrangement during monsoon at 13 Nos. subway locations for 3 monsoons in monsoon periods under jurisdiction of Sr. DEN/NE/PA section. LHS/LC No - 33, 34, 39, 46C, 52, 56, 57C, 60, 65, 69, 70, 72 & 78 = 13 location (26 Pumps)"

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note:- Audited balance sheet of the fourth previous year can be considered only when balance sheet of the previous year is yet to be prepared/ audited and it shall be certified by CA in Annexure VIB. For this purpose Standard format is attached. Non submission of Annexure VIB certificate, or submission of Annexure VIB certificate either not properly filled in, or in a format other than the prescribed format shall lead to summary rejection of your offer.

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender. Defination of Similar Work :- Any civil Engineering work involving carrying out operation and maintenance on hire basis of dewatering pumps having capacity of minimum 10 HP for minimum 90 days for dewatering purpose.

As per this check list mentioned in the following sub-para; Documents in prescribed format as per applicability shall be submitted duly filled & signed by the Tenderer. Non submission of these documents in the concerned TAB shall be led to summarily rejection of Bid.

The facility for online verification of Bank Guarantees(BGs) through the Structural Financial Messaging system (SFMS) has been enabled. Kindly refer to the Railway Board's letter (2020/ACII/9/6/e dated 07.04.2022) details as prescribed in tender documents as well as the above cited Board letter must be incorporated into the SFMS while issuing Bank Guarantees by vendors/contractors in favour of the railway. It is mandatory if submission of BG be in form of security deposit (during tendering) as well as performance guarantees (after award of work).

Work Completion Certificate shall be submitted in reference to Para 1.1 of Tender documents/para 10.1 of Tender Form Second Sheet of ITT.

The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet in reference to Para 1.2 of Tender documents/para 10.2 of Tender Form Second Sheet of ITT.

In case of newly formed partnership firm/existing partnership firm, if any one or more partners quit the partnership firm/existing partnership firm if any new partner(s) joins the firm without any modification in the name and PAN/TAN no. of the firm; The tenderer shall submit along with his bid all the relevant documents which include copy of previous partnership deed(s), dissolution deed(s) and proof of surrender of PAN No.(s) in case of dissolution of partnership firm(s) etc.

The original Bank Guarantee if any should be delivered in person to the official nominated i.e. Inward/outward Section before closing date for submission of bids (i.e. excluding the last date of submission of bids). Bank Guarantee Bond shall be issued from any scheduled commercial bank of India on non-judicial stamp paper as per The Stamp Act of the concerned State & should be in the name of the Executing Bank.

In case of other than Company/Proprietary firm, Annexure -V(A) shall also be submitted by each member of a Partnership Firm / Joint Venture (JV) / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc. as the case may be.

Tender Form (First Sheet) in Standard format shall be uploaded by the tenderer. The tender form shall be purchased and submitted only in the name of the JV and not in the name of any constituent member.

The tenderer shall clearly specify whether the tender is submitted on his own (Proprietary Firm) or on behalf of a Partnership Firm / Company / Joint Venture (JV) / Registered Society / Registered Trust / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc. The tenderer(s) shall enclose the attested copies of the constitution of their concern and copy of PAN Card along with their tender. Tender Documents in such cases are to be signed by such persons as may be legally competent to sign them on behalf of the firm, company, association, trust or society, as the case may be.

All constitutional concern documents in Standard Format shall be uploaded by the Tenderer in reference to Para 14. ii. (a to g), 17.14.1 to 5 & 18 of Tender Form Second Sheet of ITT as per applicability.

Dully witnessed POA (executed on non-judicial stamp paper of appropriate value as per Stamp Act of state concerned) shall be uploaded as per provision of POA act as per applicability.

In case of partnership firm/LLP; An undertaking by all partners of the partnership firm/LLP firm that they are not blacklisted or debarred by Railways or any other Ministry / Department of the Govt. of India from participation in tenders / contracts as on the date of submission of bids, either in their individual capacity or in any firm/LLP/Partnership firm in which they were / are partners/members. Any Concealment / wrong information in regard to above shall make the bid ineligible or the contract shall be determined under Clause 62 of the Standard General Conditions of Contract. It shall be submitted by each partner.

Resolution of Board of Directors shall be signed by Two Directors/as per provision mentioned in AOA of the Company under provisions of Company Act with Company Seal & attorney to be issued as per decision made in board meeting.

All uploaded documents should not be corrupted, pl ensure. If the mandatory documents are not opened due to corrupted PDF file. Technical bid/Offer shall be summarily rejected.

If any changes in constitution of Company/Partnership firm occurred, all related documents with Company Data muster/ Supplementary deed in case of Partnership Firm/ certification of CA for surrender of PAN etc shall be submitted by bidder as per applicability.
