EXTENSION OF LT LINES UNDER SYSTEM IMPROVEMENT WORKS ON PERCENTAGE QUOTING BASIS UNDER PARTIAL TURNKEY, MAJOR MATERIALS ( RABBIT ACSR CONDUCTOR ) SUPPLIED BY BESCOM IN BELAGUR SECTION OF SRIRAMPURA SUB-DIVISION OF CHITRADURGA DIVISION, DAVANAGERE CIRCLE, CTAZ BESCOM

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Proposals for subcontracting components of works amounting to more than 20% of the contract price (for each, the qualifications and experience of the identified sub-contractor in the relevant fields should be attached)

The bidder should have satisfactorily completed works involving 11 kV lines (OH/UG) or LT lines (OH/UG) or Erection of Distribution Transformers or any combination thereof, either on Total Turnkey (TTK) basis or Partial Turnkey (PTK) basis or through self-execution for any DISCOMs/ Govt. Departments including Public sector undertakings (PSUs) during the last Five Financial Years ( FY 2020-21 to 2024-25) as on the date of Bid Submission. The value of such completed works shall not be less than 50% of the Amount Put to Tender.Note:1)The value of the completed works shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited( FY 2025-26) 2)Work carried out under sub-contract will not be considered. 3)For the assessment, the date of completion will be considered. 4)Self-Execution means the work(s) executed on behalf of the consumer/applicant by an authorized contractor under the supervision of the DISCOMs/Govt. departments including PSUs

Even though the Bidder meet the above criteria, they are subjected to be disqualified if they have: i.made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements And/or ii.record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failure etc. And/or iii.Participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification. And/or iv.Blacklisted due to non-performance in execution of works by any DISCOMs/ Public sector undertakings (PSUs)/Govt. departments as on date of the bid submission. And/or v.Defaulted/ short closed due to non-performance in execution of works against the order placed by DISCOMs/ (PSUs)/Govt. departments as on date of bid submission.

Any Bidder from a country, which shares a land with India, will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order No. FD 455 Exp-12/2020 dated 25.08.2020.)A certificate for having read the clause is required to be submitted/ uploaded by the Bidder separately in the following format. I have read the clause regarding restrictions on procurement from a Bidder of a country, which shares land border India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all equirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.)

If the bidder participates in more than One Tender Enquiry under the Notification Inviting Tender (NIT) issued by the particular tender inviting authority for the work of extension of HT and LT LINES and Providing additional DTCs,the bidder must demonstrate the aggregate of the Technical and Financial qualifying criteria of all the tender enquiries participated in.Note: If this condition is not met, the offer of the bidder will be considered to the tender enquiries in the descending order of contract value starting with the highest amount put to tender for which the bidder is eligible.

The bidder should have achieved in at least Two financial years an average financial turnover of Rs... (Usually not less than the amount put to tender during the last Five years (i.e., FY 2020-21 to FY 2024-25). Note: Updated to FY 2025-26. The financial turnover shall be given a weight of 10% per year to bring them to the price level to FY 2025-26

Bidder who meet the above-specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value.The available tender capacity will be calculated as under:Assessed available tender capacity EQUALS TO (AxNx2.5-B)Where,A.Maximum value of works executed in any one year during the last five years (i.e.from FY 2020-21 to FY 2024-25) (updated to FY 2025-26 price level) taking into account the completed as well as work in progress.NNumber of years prescribed for completion of the works for which tender are invited. i.eN equal to 1 B.Value, at FY-2025-26 price level, of existing commitments and on-going works to be completed during the next 1 year.
