OEM or Authorized agencies/ dealers having valid License of Petroleum and Explosive Safety Organization (PESO) shall only be eligible for Full/Bulk order.

Trader should submit/enclose/attach Dealership certificate of PSUs along with offer failing which offer will be summarily rejected.

Have you submitted certificate from CA for more than 50% local content.

The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions. The firm has to certify that the item offered meets the minimum local content and shall give details of the locations at which the local value addition is made.

Purchase Preference to MSEs:- Micro and Small Enterprises who want to avail benefits under MSE policy are advised to submit UDYAM certificate only. Certificates such as NSIC, DUC, UAM will not be considered and firm will be treated as non MSE firm. (Authority : Railway Bord letter No. 2022/RS(G)/363/1 dtd. 21.092022).

Price of LPG is Government controlled. The firm is required to produce a certificate from the Government Authority showing basic rate of the Gas during submission of its offer. So any percentage of change whether increase or decrease in notified price at the time of supply, the same percentage change will be applicable on offer and accepted basic rate at the time of supply. If the Government decontrol the price at any time after contract, then contract for remaining on supply quantity may be cancelled without any damage from either side.

Rent Free Period minimum 60 days and maximum cylinder holding is 15 cylinder.

Supplier should ensure that transportation of LPG is only through vehicles specially authorized by statutory authorities for the purpose. The vehicles and drivers should be capable of and should be equipped to deal with any emergency situation and should be aware of and follow all safety and statutory norms for transportation, loading, unloading and any other aspects of work related to supply this items.

The Gas cylinder shall confirm to Gas cylinder rules 2004 or latest. Approved by the chief controller of explosive, government of India. The examination of cylinder shall be carried out by supplier as per Gas cylinder rule 2004 or latest. All cylinder are required to be examined/ tested periodically and to be painted as and when necessary to appropriate color code specified in the current Gas cylinder Rules 2004 or latest. Responsibility of compliance lies with supplier/ firm, who will carry out tests as many as required. It will be the Firm's responsibility to posses valid explosive industrial Gas.

RSP (Retail sale price) : Firm shall upload RSP for month of tender opening as issued by OMC.

Discount : Firm shall attach declaration of Discount offered by OMC to dealers/distributor as on month of opening of tender.

a) The 'Class-l local supplier'/ 'Class-II local supplier' at the time of tender, bidding or solicitation shall be required to indicate percentage of local content and provide self certification that the item offered meets the local content requirement for 'Class-l local supplier'/ 'Class-II local supplier', as the case may be. They shall also give details of the location(s) at which the local value addition is made. b) In cases of procurement for a value in excess of Rs. 10 crores, the 'Class-l local supplier'/ 'Class-II local supplier' shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content. c) The bidder shall give self- certification for local content in the quoted item (goods/works/services) at the time of tendering. However, at the time of execution of the project, for all contracts above INR 10 Crores, the contractor/ supplier shall be required to give local content certification duly certified by cost/chartered accountant in practice. The certificate should have valid UDIN mentioned in certificate. Such certificates shall be required to be submitted by the contractor/supplier to the purchaser before dispatch of first supply. In case the contractor/supplier fails to submit local content certification duly certified by cost/chartered accountant in practice before dispatch of first supply or the category of the supplier changes from Class-I to Class-II/ Non-local or from Class-II to Non-local, a penalty up to 10% of the contract value shall be imposed. However, contract once awarded shall not be terminated on this account.
