Estimated Bid Value indicated above is being declared solely for the purpose of guidance on EMD amount and for determining the Eligibility Criteria related to Turn Over

Past Performance and Project/Past Experience etc. This has no relevance or bearing on the price to be quoted by the bidders and is also not going to have any impact on bid participation. based on th e weighted average basic rate of K6701 PVC grade (main raw material for TE S) prevailing in the month immediately preceding the one for which escalatio n is being calculated

as per the formula given below: Price escalation/de-escalation in the basic price shall be calculated as per th e formula given below: for a packet of 1000 Seals. EM = [SPM- SP] x 0.506 where EM is escalation/de-escalation payable per packet of tamper evident seals in a particular month (Rs.). it would be calculated as follows: Weighted Average Rate of Raw Material for the month = [(1st RIL published r ate of RM x 9 i.e. number of days for which this rate is effective in the month ) + (2nd RIL published rate of RM x 8) + (3rd RIL published rate of RM x num ber of days for which this rate is effective in the month) + (so on)]/[30 i.e. t otal number of days in the month]. The above-mentioned escalation/de-escalation formula takes into account th e effect of changes in price of PVC Resin used in the manufacture of Tamper evident seals. Escalation/de-escalation on any other account will not be per mitted. Escalation/De-escalation shall be admissible as per the tender Terms & Con ditions

for the original period as well as the extended period (If any). The Rate payable shall be as applicable on the PO/call-off date and payment for supplies shall be made accordingly. Date of delivery shall be irrelevant for the purpose of deciding the rate of TES. This shall also apply to cases where t ime extension for delivery has been granted by HPCL. 4. BUSINESS ALLOCATION: a. Order distribution shall be 60:40 for all locations. b. Price evaluation will be carried out Schedule wise to determine the L-1 bidder. c. The finalized L-1 rate will be counter offered to the next ranking vendors in the 22/35 ir order of ranking for matching till the required number of vendors is met in line with GeM General Terms & Conditions. d. The quantity will be allotted as described above to the extent possible

subject to availability of balance quantity after applying Purchase Preference to eligibl e Class - 1 Supplier (Min 50% Local Content) & MSE bidder as per latest MII an d MSE policy as applicable.
