Eligibility Criteria

Tenders from Joint ventures are not acceptable

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon aftercontract has been issued to bidder

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder

The Employer reserves the right to reject any or all Tenders without assigning any reason

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The employer is not responsible for any delay in accessing KP Procurement Portal

Contractors Should be registered with Class-4 and above KPWD Registration

The Scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

Tender processing fee and EMD should be made in e-procurement portal only using any of the following four modes of e-payment 1.credit card2. direct debit 3. National Electronic fund Transfer (NEFT) 4. Remittance of the bank counter (OTC).

As per Karnataka State Government Order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dt27.07.2007, A sum Amounting to 1% of the bill will be deducted towards labor welfare fund.

All Tenderers shall provide the requested information accurately and in sufficient detail in section- 3 Qualification information

All the works are to be carried out as per the standard specifications issued from time to time by BIS and as per relevant codes and practice. Necessary actions regarding Labors Safety on the work spot should be taken

The tender validity period is 90 days from the date of opening of the tender

B value issued not below the rank of Executive Engineer & in the prescribed format of standard tender document

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work

Security deposit (Performance security) Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to theemployer a Security deposit for an amount equivalent to 5% of the Contract price (As Per G.O.No.FD.876/EXP-12/2017,Bengaluru dated10.10.2017) plus additional security for unbalanced tenders for all works.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents K.W.1 and further orders there on

Tenderer should submit traffic census with C.C.T.V. installation work done certificate in the prescribed Format from the competent authority notbelow the rank of Executive Engineer (District Level Officer) and attach the original scanned documents to the tender. The original certificate shall be produced at the time of opening of tender for physical verification

The Employer reserves the right to reject any or all Tenders without assigning any reason or what so ever

The time stipulated for conducting of census is 2 Days and for submission of report is one month.

The soft and hard copy reports obtained from traffic census survey should be submitted within month from the date of completion and the same has to be uploaded in PMS within one month after successful completion of the traffic survey.

The KPWD Code, KTTP Act/Rules, Delegation of Powers and other Government Orders issued by the Government from time to time will apply

Item including cost and conveyance of all materials lead and lift charges loading and unloading charges labor charges all incidental charges hire charges of all machinery and equipment required for successful completion of work etc.

If the successful tenderers quoted rates are below the CSR of the work for which tenders are invited, the tenderer should submit differenceamount in the form of cash / Bankers cheque / D.D./ Pay order / B.G. / Small Savings instruments pledged to Executive Engineer, PWD Division,Kolar, at the time of agreement. If he / she failed to submit the difference amount (un balanced amount) at time of agreement, action will betaken as per the departmental procedure

The contractors assessed tender capacity will be calculated asper the clauses of Standard document attached.

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PWD Division, KOLAR during office hours on all working days

As per Government circular no: FD 355 EXP 12/2024 dtd 01.08.2024, Letter of Intent (LoI)will be issued in Karnataka Public Procurement Portal2.0 software, contractor has to accept LOI online and submit the BG s through KPP portal within 20 days. if not tender will be rejected as per Guidelines.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

If any postponement of receipt date of tender, the same will be published in the KPP Portal portal.

Estimate rates are excluding GST as per common SR 23-24 and prevailing GST (18% of amount put to tender) hence GST will be paid separately for the quoted amount accordingly.
