“Upgradation of Hospital Network for implementation of Hospital Management Information System (HMIS) at Bhilai.”

• A)The bidder shall fulfil the following eligibility criteria for which documentary evidence shall be submitted by the bidder in their offer:- A Bidder should have Experience of having successfully completed similar works during last 7 (seven) years ending last day of the month previous to the one in which tenders are invited should be either of the following: a) One similar completed work costing not less than Rs. 199.85 Lakhs (Excl. GST) OR b) Two similar completed work costing not less than Rs. 159.88 Lakhs (Excl. GST)

• B) Similar Works means- “supply, erection, testing, installation and commissioning of network connectivity (Active and passive components). i) Experience should be from Government Organizations or PSUs or Public Limited Company. ii) In support of eligibility and experience, the tenderer is required to submit self-attested photocopies of Purchase Orders/ Work Orders/Contract, Completion Certificate. (Issued by the concerned authority). iii) In case, completion certificate is not issued for the PO/Work Order/Contract, Bidder shall submit a document in original issued by the concerned authority certifying completion of Similar Works given in the Eligibility Criteria above against concerned PO/ Work Order/Contract. iv) In case, Similar Work has been commenced by the Bidder before the qualifying period, Bidder shall submit the proportionate value of the work completed during the qualifying period, which shall be considered for evaluation. v) The term ‘Completed Works’ shall mean successfully completed work(s) only. vi) Experience of on-going contracts shall not be considered.

• C) Financial Requirements:- i) Average annual financial turnover of the bidder shall not be less than Rs. 199.85 lakhs during the last three (03) consecutive financial years ( i.e. FY 2021-22, 2022-23, 2023-24.) ii) The Bidder shall submit copy of Audited Annual Reports (Financial Statement) clearly evidencing the Annual Financial Turn-Over figure for 3 (three) consecutive financial years as mentioned herein above in support of their meeting above stipulated financial criterion. iii) The turnover certificate and the Audited Report and loss account certified by the CA members from 01.07.2020 onwards, submitted by party / tenderer in the support of the turnover against the eligibility criteria shall contain the Unique Document Identification Number (UDIN). iv) Revenue from Operation shall be considered for the purpose of determining the turnover. v) The net worth of the bidder should be positive in the financial year i.e. 2023-24, as per Audited Annual Accounts.

• D) Consortium Bidding is not allowed for this package

• E) Capability Criteria: The bidder shall be :- Original Equipment Manufacturer (OEM) of Networking System (Switch/Wireless Access Point /Ethernet Cables). OEM shall submit a self-declaration for the same. OR An authorized channel partner/system integrator of OEM of Networking System (Switch/Wireless Access Point/Load balancer/FO-UTP Cables). OEM shall submit a self-declaration for the same. The bidder shall submit a valid certificate of authorized Channel Partner/System Integrator and back-to-back guarantee certificate from Switch, Wireless Access Point and Ethernet cable OEM for quality, workmanship, successful supply and execution of the ordered item.
