Order will be placed on the manufacturer or its authorized agent having proven performance. The manufacturer firm must have satisfactorily executed order of Zonal Railways/ PUS/CORE, other Govt. ,Semi Govt. organization for the same/similar item against purchase order placed during three preceding completed financial year and current year up to date of tender opening. Supply Particulars i.e. R-Notes/CRN/CRAC etc. should be accompanied with satisfactory commissioning report for any consideration.

Manufacturers or their authorized Distributor/ Dealer/Agent with Tenders specific authorization can only quote. OEMs can authorize and give Tender Specific Authorization to its Agent / dealers to quote on their behalf provided the manufacturer takes full responsibility for the quality of the material including warranty obligation and the inspection of product against Railways order is carried out at the manufacturers premises. The offer without Tender Specific Authorisation Letter will be summarily rejected if tenderer is not manufacturer/OEM

In case tenderer participates as an authorized agent, then the performance as required above shall be that of Principal authorizing the agent. It may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing order in case of change of Principal.

EMD Clause: Tenderers are required to deposit Earnest Money equivalent to the amount mentioned in the tender document. There shall be no exemption from submission of Earnest Money for any tender or by any tenderer except as per Para 3.3 of Instructions to Tenderers for Electronic Tenders (Version: NFR-Jan 2025). All vendors, exempted from submitting EMD, irrespective of the type of tender, i.e, Single, Limited or Open, shall be required to sign a Bid Securing Declaration as per proforma available on bidders interface for payment of EMD on IREPS portal. Offers of tenderers, who do not submit Earnest Money and are also not exempted form submission of Earnest Money shall be summarily rejected.

The bidder shall, in their offer, submit performance certificate of at least 1 number of such machines supplied in the last 5 years and the machines covered by these certificates must have worked satisfactorily for at least one year from the date of commissioning as on the date of issue of certificate. Same/ similarity mentioned above would means 160 KVA or higher capacity DG set. The performance certificate shall not be older than one year from the original date of closing of tender. The performance certificate issued after original date of closing of tender (in cases where tender closing date has been extended) are also acceptable however the machine must have completed one year of satisfactory working after date of commissioning as on date of issue of performance certificate.
