The intending bidder should have satisfactorily completed (at least 90% of contract value) at least one work of Construction of Lift Irrigation scheme/TFS costing not less than Rs. 2811.68 Lakhs (i.e., not less than 50% of the amount put to tender) on turnkey basis in the last five years (i.e., from 2020-21 to 2024-25). The work done certificate shall be issued by an officer not below the rank of Executive Engineer of the concerned Division/equivalent officer and countersigned by the Superintending Engineer of the concerned circle / next higher officer. The cost shall be updated to the present value by giving weightage at 10% each year, if the work is completed prior to the year 2025-26
The intending bidder should have executed a minimum quantity of following specific items of work in anyone financial year, during the last five financial years reckoned back from 2024-25. Certificate should be obtained from an officer not below the rank of Executive Engineer of the concerned Division and countersigned by the SE of the concerned Circle. Earthwork Excavation/ Embankment or both put together-45628 Cum, Reinforced Cement Concrete (M-15 Grade and above)- 2826 Cum, Reinforcement steel-332 MT, Structural steel-36 MT.
Pump: The intending Bidder should have supplied and successfully commissioned at least 3 numbers of VT pumps with a capacity (flow rate) not less than 0.85 cumecs for each pump with a head not less than 85 m for each pump.
The intending bidder should have laid and tested minimum quantity of MS rising pressure pipe system of the work with following diameter of pipes in any one financial year, during the last 5 financial years (i.e., from 2020-21 to 2024-25) Certificate should be obtained from an officer not below the rank of Executive Engineer of concerned division and counter signed by the S.E. of the concerned Circle or equivalent in case of other Government Undertaking within India. i.e M.S. pipe with inner diameter not less than 1400 mm for length 2.19 Km for M.S. pressure distribution system.
Latest copy of Income Tax Returns filed. Financial Year 2024-25 (Assessment year 2025-26).
Turnover: The intending bidder in his/its name should have In the last 5 years i.e., 2020-21to 2024-25 achieved in at least 2 financial years, a minimum financial turnover of Rs.7497.80 Lakhs (usually not less than two times the estimated annual payments under this contract. The turnover prior to FY 2024-25 will be updated to the Present Price Level by giving weight age of 10% each year. Audited Profit and Loss account certified by a practicing Chartered Accountant bearing UDIN along with copy of Income Tax returns filed for the years indicated above should be furnished. FY2025-26.
The Intending Bidder should furnish liquid assets and/or availability of credit facilities of not less than Rs.1687.00 Lakhs from any Nationalized / scheduled bank Credit lines/letter of credit/certificates from banks for meeting the fund requirement etc. A format attached in the page Number 33 of Bid Document.

Joint Ventures -The number of JVs shall not exceed 3.
Joint Ventures -All the partners should have achieved in at least two financial years 25% of prescribed annual tumover (Qualification criteria) in the last 5 years (i.e., 2020-21 to 2024-25).
Pre-Qualification Criteria: The intending bidder can submit bids as an Individual bidder along with Tie up of pump manufacturer. The Tie up is to be formed prior to the bidding. Tenders from a Tie up proposed in this bid, the bidder shall upload an agreement with only one pump manufacturer on Rs 200-00 stamp paper in the prescribed format which shall be concluded prior to bidding and enclosed to the bid document. For proof of the Tie up, in the Technical bid, the prescribed format under section 2 - instruction to tenderer (ITT) shall be followed.
The intending bidder should have Own/Lease equipments and machineries, shall be furnished as per the Finance Department Govt Circular No. FD 263/EXP/12/2022 dated 11.05.2022. Availability by owning at least 50% of the required / specified key and critical equipment for this work. Each tenderer should demonstrate availability of few key equipments /machinery for execution of the work. However, it is obligatory for the contractor to use the following machineries for various activities of roadwork /Irrigation works involved in construction as per MORTH specification and Irrigation manual, Excavator-4 Nos 2 Own 2 Hire/Lease, Tipper-8 Nos 4 Own 4 Hire/Lease, Transit mixer-2 Nos 1 Own 1 Hire/Lease, Concrete mixer- 4 Nos 2 Own 2 Hire/Lease, Vibratory Road Roller-2 Nos 1 Own 1 Hire/Lease, Dewatering Pump-4 Nos 2 Own 2 Hire/Lease, CRANE Capacity 20 Tonnes above-2 Nos 1 Own 1 Hire/Lease, Water Tanker-6 Nos 3 Own 3 Hire/Lease,
BID CAPACITY: The tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value the available tender Capacity will be calculated as under: Assessed available tender Capacity is equal to (AxNx1.5-B) Where A is Maximum value of civil engineering works Executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress. N is Number of years i.e., (18 months) prescribed for completion of the works for which tenders are invited. B is Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next (Period of completion of the works for which tenders are invited)
If a bidder participates in more than one bid and technically qualifies and subsequently becomes lowest in more number of bids than his/her bid capacity, then the tenderer can give his option to select the works based on his/her preference equivalent to his bid capacity. Further for the balance bids next lowest bidders will be eligible to accept at lowest bidders rates equivalent to their bid capacity provided if the competent authority accepts it.
Note:-1: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be certified by statutory auditors of the company or by the proprietor of the company through an affidavit.
Note:-2: Even though the bidders meet the above criteria they are subject to be disqualified if they have: (a). Made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and /or (b). Record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history and financial failures etc. and /or (c). Participated in the previous tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification.
If the bidder/bidders have participated more than one work, the available tender capacity will be assessed and number of works will be awarded as per his available bid capacity.
With respect to stipulation of Assessed available tender capacity, the bidder has to fill the information on the format given in the Qualification information CONTRACT DATA REQUIREMENT and upload the details in the prescribed format. The information submitted shall be used for the purpose of competing tender capacity at the time of Technical bid evaluation.
The Contractor should pay Rs. 47.66 Lakhs towards earnest money deposit (EMD) in e-procurement portal in any mode of payment such as, a) Credit card/ direct debit/ National Electronic Fund Transfer (NEFT). The tenders without valid EMD shall be rejected. The entire EMD amount is to be paid in single transaction.
The Bidder/Tie up partner shall not be under Corporate Debt Restructuring (CDR) / Strategic Debt Restructuring (SDR) or Bureau of Industrial and Financial Reconstruction (BIFR) in the last 5 Years prior to bid submission date. In this regard, the Bidder shall submit along with Bid, a certificate from their Statutory Auditor with a declaration that, the Bidder is not under CDR / SDR or BIFR.
For construction of Transmission line/Substation Works, the contractor shall engage only those agencies who are licensed to do the power line construction works in Karnataka. They should have constructed at least one similar single power line 6 Km length of 33 kV SC line of power line for the work tendered in a single contract. The details of the transmission line construction contractor with registration certificate and certificates of experience signed by an officer of not below the rank of Executive Engineer of KPTCL shall be submitted for KNNLs verification post award of the work.
The pump manufacturer shall not enter into Tie-up with more than one bidder.
The contractor/authorized signatory should attach his/her scanned signature to the Schedule-B before uploading and also submitting their tenders.
Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.
The bidder Should have in-house design wing for preparation of detailed designs and drawings for the scheme in this regard detailed engineering capability or should have access to Engineering Consultants who are familiar in Civil Engineering Works.
