C : GPS based GIS Survey & Mapping of Assets

C1 : Image Procurement

Procurement of Satellite Imagery of 2.5 m resolution, mono data type and creation of Base Map of project area.

C2 : Locating co-ordinates (Latitude-Longitude) using GPS, collection/updating of attribute database of following electrical network assets through field survey and development, codification, mapping & indexing with their upstream source of supply:

Mapping of 66/33, 66/11, 33/11 kV substations

Mapping of HT (66, 33, 11 kV) overhead lines/underground cables along with associated line equipments such as Poles, RMUs, Distribution Transformers, Capacitors etc.

Mapping of LT overhead lines and underground cables along with associated equipments such as poles, feeder pillar boxes etc.

Preparation of digitized electrical network mapped on the base map in the pre-defined scale with features and attributes of assets collected through GPS survey for GIS application and tagging of Consumers connected with each 11 KV Feeder in GIS system to enable calculation of Feeder wise and Town wise Energy Audit (Feeder wise consumer list shall be provided by Utility)

D. Implementation Cost

Installation, Testing and Commissioning/ Software Customization Cost for DC/DRC upgrade including data migration, project management, integration of towns under scope with existing DC/DR/CCC, training etc. Installation would include installation and commissioning of additional components supplied and any Software modification/Customisation charges along with integration with all associated existing hardware and Software installed in DC/DRC like Application software, Operating Systems, Antivirus, EMS/NMS, IDS, firewalls etc. as per requirement and relevant technical specification

Development of Commercial database of consumers as per the requirement of utility

Installation, Testing and Commissioning/ Software Customization Cost for towns including data migration, project management, integration of towns under scope with existing DC/DR/CCC, training etc. Installation would include establishment and commissioning of AMR system covering all the sub stations, feeders, DTs (as required by Utility) and HT consumers in that particular town (as required by Utility) for data transfer and establishment and commissioning of networking equipment, laying and fixing of UTP cabling, installation of Hardware, Application Software, OS, Anti Virus solution etc. at offices, GIS survey of assets and integration with All Applications hosted at data center, DR center including data migration

E. Facility Management Services(FMS)

FMS for a period of 5 years from date of Go-Live

F. Network Bandwidth Charges for a period of 5 Years

Fiber/RF connected MPLS Bandwidth of 4 Mbps for Sub Divisional Offices and Other Offices in these 53 towns (List of sites included in SBD) with spoke to Hub and spoke to spoke connectivity for a period of 5 years.

Fiber connected MPLS Bandwidth of 40 Mbps for Data Center Bemina for a period of 5 years.

GSM /GPRS/EDGE/3G/4G SIM's with separate APN & Static IP's to be used at different sites across J&K. ** Back haul SIM Traffic link of 8Mbps at DC Srinagar to be included.

NOTE: 1. * : The no. of licenses given are indicative only depending upon the GIS solution and their exact no. shall be defined in the LOA. As such, their no. shall not fall within the +_ 30% quantity variation clause of the SBD. ** : JKPDD shall have the right to choose the Modem/SIM technology to be supplied, installed and commissioned at the time of execution. 2. If any item mentioned in BOQ is not required as per the design solution of bidder, he shall quote '0' in quantity column so that it shall not be considered in bid price calculation. 3. Bidder has to deliver an END to END solution for Implementation of IT works under IPDS Phase -II in 53 identified towns of JKPDD as per the solution developed under RAPDRP and shall therefore supply any other equipment/software not mentioned in the BOQ but required for the solution. No extra payment shall be made for any such additonal item. 4. It is MANDATORY to fill all the basic rates along with the applicable GST rates for all the items and no cell shall be kept blank. If the bidder wishes to offer any item at no cost, he shall quote a value of '0' for that particular item. NO UPWARD REVISION IN OFFER ON ACCOUNT OF MISSING OF QUOTE IN ANY ITEM WILL BE ENTERTAINED ONCE THE BID IS SUBMITTED.
