1 The line segments, along with their respective sizes and lengths as detailed in the A3/ Schedule of Rates (SOR), represent the indicative scope of work considered for evaluation of bids across three seasons. These quantities are used solely for comparative assessment during the bidding process. However, the actual scope of work—as identified and finalized by Company shall be communicated to the successful bidder prior to commencement of seasonal activities. Values for above Activities will be worked out based on finalized scope of work for each season for making payments as per above MPF. Payment shall be actual executed quantity based on unit rates quoted in Price Shcedule (A-3) and above MIlestone Payment Formula.
2 Taxes and duties shall be paid in INR only.
3 The requirement of dispatch / sail out wherever referred shall be the "Bill of Lading" for dispatch (as applicable) and certificate of carrier for sail out (as applicable).
4 All yard and offshore related activities to be inspected and certified by Certification Agency / Third Party Inspection Agency.
5 Release notes shall be issued by Certification Agency.
6 Milestone to be submitted platform wise, pipeline segment wise and riser wise.
7 Payment of transportation of pipelines and installation of pipeline with / without Robotic arm will be done together.

9 Total price quoted by the bidder shall be inclusive of all cost, taxes & duties inter alia, insurance.
10 The Bidders are to quote firm prices. Foreign bidders can quote the price and receive payments either in Indian Rupees or US Dollars or Euros or Pound Sterling or Yen or other relevant currencies, or a combination thereof. However, prices for goods, works, or services (including Indian Agent Commission) sourced in India must be quoted and shall be paid by ONGC only in Indian Rupees to the extent of their Local Content indicated in the bid. In all cases, Indian Agent commission shall be paid in INR only. Indian bidders are required to quote in INR only, however Indian bidders can quote and receive payment in foreign currency to the extent of their import content indicated in the bid. The freight and insurance elements must be quoted by Indian bidders in Indian Rupees only and payment will be made accordingly. The payment towards GST will be made by ONGC in Indian Rupees as per actuals, irrespective of Indian or Foreign bidder. For this purpose, the amount of GST paid as per the invoice signed by the officer duly authorized for this purpose will be taken into account. Currency once quoted will not be allowed to be changed.

2 Bidder has to quote for the submarine pipeline segments as per indicative scope of work as described in the Bid document considering the following notes also:
3 Bidder to note that unit rates against each line size shall be quoted for Pipeline with and without Robotic arm FBE coating. The above rate should include all consummables, required materials to complete the scope of work as per bid except the items indicated at A-3 TABLE-I PART B and FIMs to be issued by Company as per Scope of work.
4 The price of activities shall be calculated in Table II by using the unit rates of activities quoted by Bidder in Table-I Part A of A-3.
5 The length of pipes mentioned in Table II is indicative only, the length shall be firmed up during detailed engineering for the scope as per actual pipeline route survey.
6 Riser length is considered as 100 m at ends of each segment. Unit price of riser - Installation shall include cost for additional support members (needed to be installed on the jacket) for installation of riser and I/J Tube clamps at existing platforms as per the Bidding Documents and design requirement. There shall be no Adjustment on account of Changes inRiser length.
7 There shall be no Adjustment on account of clamps (hanger, fixed or adjustable) for risers and I/J Tubes. Unit rates included for riser related activities shall account for these items.
8 "Transportation & Installation" unit rate mentioned at Table –I part A shall also include internal coating inlcuding sleeves for FBE & LE (wherever applicable) as per details given in the bidding documents.
9 The unit rate mentioned at Table-I part A shall also include the cost of materials, equipment, providing all labor, services, inspections, input required for procurement, cost of all activities specified to be carried out at the contractor’s/sub-contractor’s yard {viz. fabrication, erection/assembly, all transportation upto onshore/offshore installation sites, weather risk, in –transit insurance from vendor’s/ sub- contractor’s works to the contractor’s yard /offshore installation site and landing charges, if any, at the port of destination. The above cost will also include all associated cost incidental to delivery of materials to the offshore site including all taxes and duties except GST ,BCD & Mob- Demob.
10 Survey unit rates in Table-I Part A shall include complete Pipeline & Riser/ I/J tube system and related facilities as per detail given in the bidding documents.
11 Riser Installation cost shall also include cost for Design, fabrication, Transportation & installation of Riser clamps etc for completing installation of riser activity. However it is to be noted that seperate cost for Riser demolition per riser basis and Cost for new riser protectors / new barge bumpers per Tonne basis are considered under Table-I Part C.
12 For the purpose of pipeline quantity variation, the riser length shall include zone-2(12.2 m horizontal length from the bottom end of the riser bend) and not to be considered as part of pipeline length for adjustment purpose.
13 Fixed Effort Charges for Set-up of pipe-lay of each Segment. Contractor has to quote against one segment i.e. 4" Pipeline for effort charges and the same rate will be populated for other segments except piggy back line

2 Bidder agrees that in case the Custom Duty actually levied/imposed on the above mentioned Marine Spread and Bidder’s material consumables after deducting the admissible duty drawback/exemption is less that the amount(s) indicated above, then Company shall recover the difference between the net Custom Duty levied/Imposed, after taking into account the admissible duty drawback and the amount(s) indicated by the Bidder.

4 The total amount quoted above shall be auto-populated in lump sum price I-B(ii) of custom duty.

9 Total price quoted by the bidder shall be inclusive of all cost, taxes & duties inter alia, insurance.
10 The Bidders are to quote firm prices. Foreign bidders can quote the price and receive payments either in Indian Rupees or US Dollars or Euros or Pound Sterling or Yen or other relevant currencies, or a combination thereof. However, prices for goods, works, or services (including Indian Agent Commission) sourced in India must be quoted and shall be paid by ONGC only in Indian Rupees to the extent of their Local Content indicated in the bid. In all cases, Indian Agent commission shall be paid in INR only. Indian bidders are required to quote in INR only, however Indian bidders can quote and receive payment in foreign currency to the extent of their import content indicated in the bid. The freight and insurance elements must be quoted by Indian bidders in Indian Rupees only and payment will be made accordingly. The payment towards GST will be made by ONGC in Indian Rupees as per actuals, irrespective of Indian or Foreign bidder. For this purpose, the amount of GST paid as per the invoice signed by the officer duly authorized for this purpose will be taken into account. Currency once quoted will not be allowed to be changed.

Notes For sub marine pipelines:
1 All rates are excluding mob-demob, GST & Custom duty
2 Bidder has to quote for the submarine pipeline segments as per indicative scope of work as described in the Bid document considering the following notes also:
3 Bidder to note that unit rates against each line size shall be quoted for Pipeline with and without Robotic arm FBE coating. The above rate should include all consummables, required materials to complete the scope of work as per bid except the items indicated at A-3 TABLE-I PART B and FIMs to be issued by Company as per Scope of work.
4 The price of activities shall be calculated in Table II by using the unit rates of activities quoted by Bidder in Table-I Part A of A-3.
5 The length of pipes mentioned in Table II is indicative only, the length shall be firmed up during detailed engineering for the scope as per actual pipeline route survey.
6 Riser length is considered as 100 m at ends of each segment. Unit price of riser - Installation shall include cost for additional support members (needed to be installed on the jacket) for installation of riser and I/J Tube clamps at existing platforms as per the Bidding Documents and design requirement. There shall be no Adjustment on account of Changes inRiser length.
7 There shall be no Adjustment on account of clamps (hanger, fixed or adjustable) for risers and I/J Tubes. Unit rates included for riser related activities shall account for these items.
8 "Transportation & Installation" unit rate mentioned at Table –I part A shall also include internal coating inlcuding sleeves for FBE & LE (wherever applicable) as per details given in the bidding documents.
9 The unit rate mentioned at Table-I part A shall also include the cost of materials, equipment, providing all labor, services, inspections, input required for procurement, cost of all activities specified to be carried out at the contractor’s/sub-contractor’s yard {viz. fabrication, erection/assembly, all transportation upto onshore/offshore installation sites, weather risk, in –transit insurance from vendor’s/ sub- contractor’s works to the contractor’s yard /offshore installation site and landing charges, if any, at the port of destination. The above cost will also include all associated cost incidental to delivery of materials to the offshore site including all taxes and duties except GST ,BCD & Mob- Demob.
10 Survey unit rates in Table-I Part A shall include complete Pipeline & Riser/ I/J tube system and related facilities as per detail given in the bidding documents.
11 Riser Installation cost shall also include cost for Design, fabrication, Transportation & installation of Riser clamps etc for completing installation of riser activity. However it is to be noted that seperate cost for Riser demolition per riser basis and Cost for new riser protectors / new barge bumpers per Tonne basis are considered under Table-I Part C.
12 For the purpose of pipeline quantity variation, the riser length shall include zone-2(12.2 m horizontal length from the bottom end of the riser bend) and not to be considered as part of pipeline length for adjustment purpose.
13 Fixed Effort Charges for Set-up of pipe-lay of each Segment. Contractor has to quote against one segment i.e. 4" Pipeline for effort charges and the same rate will be populated for other segments except piggy back line
14 Survey Cost S.SURP cannot be more than 3% of the total price of each line item in A-3 Table II

NOTES FOR ITEM II :
1 The break-up furnished above form the basis for adjustment in terms of clauses 7.6 (Change in Law) of General Conditions of Contract so far as it pertains to Customs Duty.
2 Bidder agrees that in case the Custom Duty actually levied/imposed on the above mentioned Marine Spread and Bidder’s material consumables after deducting the admissible duty drawback/exemption is less that the amount(s) indicated above, then Company shall recover the difference between the net Custom Duty levied/Imposed, after taking into account the admissible duty drawback and the amount(s) indicated by the Bidder.
