SCHEDULE A BOQ

Attending unserviceable/ non functional street light complaints (for street light/perimeter lights/high mast light/flood light etc of any type/size fitted on poles/walls/post/pillers etc) by deploying technically qualified and experinced techinicians to find out defective/taking out unserviceable parts such as electronic driver, pvc insulated copper conductor cable for connecting street light fittings etc and repairing by changing the defective parts including minor repair to cable connection/loose connection, screws,nuts & bolts and insulation tap to insulate the LT joint etc and testing complete all as specified and as directed for domestic area of old kalpa colony, new kalpa colony, Mehra colony, MAP qrts, Akash enclave, Gulmohar enclave, Kiran enclave, MES colony, AFWWA, various connecting roads and other facilities such as shoping complex/ various institutes/ messes/ play ground, complete perimeter etc located in complete domestic area and technical area at AF Station Sulur

Note : The following items are deemed to be inclusive of quoted rate :-

(a) The above job shall be carried out by a trained electrician having ITI in electrical, documentary proof of the education of tradesman shall be produced before commencement of work.

(b) 'Supply only' items to be delivered/ supplied to AGE E/M store yard as per qty asked by Engineer-in-Charge with in one calender month from the date of commencement of contract and these items will be issued from AGE E/M store yard for attending unserviceable/ defective street light complaints.

(c) Contractor or his Authorised Representitive has to inspect all Street/ Security Lights on Daily basis at their own arrangement between 7.00 PM to 9.00 PM and maintain the record in Register which will be put up to Engineer-in-Charge/ JE on the very Next day.

(d) A Joint Inspection for Serviceability of all Street/Security Lights will be carried out from 7.00 PM to 9.00 PM on every MONDAY by Engineer-in-Charge/ JE (E/M)/ User alongwith Contractor or his authorised Representitive.

(e) Contractor has to arrange own moveable Generator of suitable capacity for repairing and testing of the Street/ Security Lights, defect rectification of Cables, etc. and to check the serviceability after repair. No Electricity shall be provided by the Department on this account.

(f) Quoted Unit Rate shall deemed to be inclusive of attending any breakdown of Street/ Security Lights during night. Contractor has to arrange Electrician and Helper and all necessary T&P and Equipments to remove the breakdown. Fault will be intimated through Telephone/ SMS.

(g) In case of any delay in attending the complaint more than 12 hrs after handing over routine/urgent work, the contractor shall be liable to pay the penalty as described in penalty clause given here as under.

(h) The penalty shall be applicable to the contractor if the delay is noticed by the Engr-in-Cahrge more than twelve hrs after handing over works of urgent nature to the contractor. The Engr-in-Charge shall handover the slip containing specification of work to the contractor by lodging the time and signature of contractor be obtained on slip. The contractor shall attend the complaint immediately and shall report to Engr-in-Charge with in 12 hrs. The contractor will keep his tradesmen in stand by for attending any routine / urgent works from the executive. If the nature of job is such that the work cannot be completed within period of 12hrs then the facts shall be brought to the notice of the GE/Engr-in-Charge and the period for the working to the complaint shall be decided by the GE/EIC. If the delay is more then twelve hrs period and the GE is not satisfied with the reason for delay then penalty at the rate of Rs 50/- per job shall be deducted from the dues of the contractor. Please note that this penalty is exclusively other then the condition 56 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforceabove as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt. The decision of the Accepting Officer is this regards shall be final and binding.

(j) Contractor has to ensure serviceability of all Street/ Security Lights of DOMESTIC & TECHNICAL AREA on Daily basis in any Weather Condition at their own arrangement.

(k) Contractor shall provide conveyance to the deployed labour for maintaining the services without any extra cost to department.

(l) Vehicle mounted ladder for maintaining services shall be provided by the contractor at no extra cost to department.

(m) Materials required for the repairing of the lights shall be measured and paid separately under respective item(s). But labour required for taking down, dismantling, repairing and replacing parts and reinstalling and testing the street lights fittings shall deemed to be included in the rate quoted.

(n) Necessary T&P, Safety Belt, Vehicle, Aluminium Ladder, etc. will be arranged by the Contractor and Cost for the same shall deem to be included in the Quoted Unit Rate.

(o) All safety measures and provn of all safety devices, first aid box etc shall be provided by the contractor. Contractor will be solely responsible for full safety of the persons deployed for providing the services and department will have no liability for any type of accident/injury of any type. Unit rate quoted will be deemed to include the cost of the same and no extra payment shall be made on this part.

(p) All type of T & P, PVC insulation tapes, minor nuts/ bolts/ washers etc required for maintaining the services shall be provided by the contractor without any extra cost to department.

(q) Attending and repairing complaint for one light of any type shall be measured and paid as one Job.

(r) Earth work (if necessary at Site) for removing of any Cable Fault will be Measured and Paid under respective Items.

(s) The contractor shall maintain a record of all urgent work at and if the work is repeated due to poor workmanship, he will be liable to repair the same without any extra expenditure to the Govt.

(t) Contractor shall provide contact details of his responsible person(s) for any emergency.

(u) Any Materials replaced which are not specified in SCHEDULE OF CREDIT will be deposited to MES STORE YARD without any extra Cost to the Department.

Supply and installation of lightning air terminal made of non-corrosive materials, must comply and tested to NFC 17-102 and UNE 21186 standards. It should also be tested by CPRI India. The device should be tested for 100 KA of 10/350 µs waveform of lightning impulse current withstand test and anticipation emission time not less than 46 µs complying to NFC 17102 & CPRI. It shall provide complete protection by capturing dangerous lightning discharges and safely channelling it to earth. The lightning air terminal shall be an early streamer emission terminal which will respond dynamically upon stepped leader (lighting discharge moving down from the cloud) activity in the proposed Zone . The central finial shall be elevated above the spheroid and should be sharp pointed. Arcing shall occur between the panel sections of the spheroid and finial tip only upon the progression of a lightning leader.

Note :- (a) The lightning protection system shall be of the advanced type which is designed to send upward streamer earlier than the other surrounding metallic points, attract lightning to a preferred point and safely convey the lightning energy to ground with a predetermined route. (b) It shall provide radius coverage of 107 mtr level 4 protection. (c) The lightning terminal should not use battery power, solar power, electronic spark device or any other active component for its operation. (d) The lightning air terminal shall be maintenance free type and frequent testing should not be necessary for ensuring the working of it. (e) The contractor shall give a written guarantee of minimum 05 years after certified date of completion. (f) The lightening terminal shall give reliable performance in all weather conditions. It should be suitable for corrosive environment also. (g) A security deposit of valve equal to 2.5% of the rate quoted for lightning air terminal shall be retained from payment due to the contractor for guarantee period. Supply and installation of elevation mast of minimum 5 mtr height. Suitable base shall be provided for mounting the mast and air terminal with adaptor coupler/ reducer, anchoring wires, clamps etc. Base and mast section shall be made of GI, coated with one coat of anti-corrosive zinc spray paint for additional protection.

Supply and installation of high voltage cable green colour of cross sectional area 70 sqmm insulated copper conductor with 0.5mm thick PVC sheathed copper cable for lightning current dissipation to the earthing system with necessary fixing clamp, connector accessories etc. including taking down existing one. Copper lug termination shall be used for fixing at both ends. Make :- Havells, Finolex, Plaza.

Disconnecting of burnt/ damaged cables from panels/ junction boxes etc, cutting out the burnt out ends, making new end joints by supply and fixing new aluminium lugs/ insulation tapes etc and reconnecting using new nuts/ bolts/ washer etc and restoring three phase and neutral in the junction box complete all as directed for the 10/16 sqmm 4 core size of LT underground armoured cables. Note :- Earth work required for extending the incoming/ outgoing cable in junction box/ panel board etc shall be deemed to be included in the unit rate quoted.

Cleaning vegetation around the LT pole completely root out from soil and clean the surface one mtr around the pole of street lights. Note : Removing of accumulated earth depth upto 15cm cleaning / Cutting the grass with hand operated petrol/ kerosene driven grass cutting machine and removing the grass waste to outside MD land is deemed to be included in quoted rate.

Power contactors 40 Amps, 4 pole, 415V, including taking down old item. Make : Cat No 412553 of Legrand or equivalent of L&T/ Siemans

Preparing surfaces by removing exisiting faded sky blue and white straps on PCC poles and applying a coat of sky blue/white straps painting with synthentic enamel paint, each sky blue/white straps of 30 cm height up to 1.5 mtr from top of PCC coating, writing pole no with white paint on black base of PCC pole by sentensile measure including applaying one coat of synthetic enamel paint to clamps/cross arm/street light GI bracket fixed on pole complete all as specified and as directed.

Supply only PVC insulated Copper Conductor Cable 1.5 Sqmm, 3 Core Round Flexible for connection of Street Light Fitting, complete all as specified and as directed. Make : Havells/ Plaza/ Polycab

Removing ,errecting steel swaged tubular pole 8.5/9 mtr long, bracket for fixing street light and refixing the same including necessary PCC 1:4:8, type D2 (using 40 mm graded stone aggregate) for foundation of 50 x 50 x 45 cm and coping with 1:2:4, type B1 (using 20 mm graded stone aggregate) complete all as specified and directed by Engr-in-chrage.

Excavation in trenches in hard/dense soil not exceeding 1.5m wide and not exceeding 1.5 metre in depth for laying of cable and not exceeding 10 Sqm on plan for poles, struts, stays etc. and not exceeding 1.5 m in depth and getting out complete all as specified.

Riddling Sand obtained from excavation for cable protection 8cm under the cable and 15cm above the cable in trench and get the thick layer of 18cm after ramming. Note :-The rate is deemed to be included for in case sufficient sand not obtained from excavation, the required additional qty obtain from out side land as directed by the Engineer-in-Charge.

Removing excavated material to a distance not exc 50 mtrs and depositing where directed at a level n.exc 1.5 mtr above the starting point.

Supply, transporting to site, errecting and fixing in position, steel tubular swaged poles of 9mtr long type 410 SP- 31 IS-2713 marked complete with CI/ MS base plate, finial taper plug, bolts, nuts, washers and screws as specified, drilling of necessary holes including painting with two coats of aluminium paint over a coat of red oxide primer on exposed surface and black bituminous paint on steel surface embeded in conrete externally and throughout internally and painting 03 nos of band /strips with fluorescent , PO box red synthetic enamel paint (30 cm wide each) at a distance of 30 cm from plinth block and number of poles including taking down existing one all as specified & directed by Engineer-in-Charge. Providing cement concrete 1:4:8 (40mm grade aggregate type D2) including necessory form work for pole foundation complete all as specified and directed by Engr-in-Charge .

Providing cement concrete 1:3:6 (40mm grade aggregate type C2) including necessory form work for pole foundation complete all as specified and directed by Engr-in-Charge .

PCC 1:2:4 type B-1 using 20mm graded stone aggregates as in pole coping complete as directed.

Supply and fixing in replacement of power contactors 63 Amps, 4 pole, 415V, including taking down old item. Make : Cat No 412556 of Legrand or equivalent of L&T/ Siemans

Supply, installation, testing & commissioning of maintenance free chemical earthing system comprising 17mm dia copper bonded rod 3 mtr long horizontally pre welded T-terminal rod with provision for connection size of 50 x 150mm long, 6mm thickness with equal space either side, with 12mm dia hole of 02 numbers each on either side of the terminal clamp with 250 microns (average) coating thickness, tested and certified by CPRI India alongwith 50 Kg earth energizer compound and 10 litres earth resistance reducing liquid. The earthing energizer compound and resistance reducing earthing liquid shall be tested as per IEC-62561-7 read with ASTM G57-06, CI 3.4 A by any NABL accredited lab. The above mentioned rod shall be installed in 8-10 inch bore, 12 feet depth with a distance of minimum 3 meters between each installation. Make : Model HTSP 3I7 of safeTrode or equivalent in OBO Betterman/ FURSE/ERICO.

The quoted rate shall also deemed to be included the following :- (i) Prior to installation of maintenance free chemical earthing, soil resistivity test to be carried out at the location where earthing work to be done in presence of Engr-in- Charge/JE (E/M),user and the report has to submit to Garrison Engineer with recommendation of manufacturer, if required additional interconnection of earthing (not more than 04 number of earthing) to achive earth result less then 1 Ohms. The arrangement done for soil resistivity testing and submission of report with recommendation deemed to be included in the quoted rate.

(ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contractor shall quote rate by considering all factors.

(iii) Rate of earth energizer compound of 25 Kg of 02 bags and earth resistance reducing liquid 10 litre per cane for each pit deemed to be included in the quoted rate.

(iv) Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contractor before commencement of work.

(v) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH valve should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete.

(vi) Copper strip of size 20 x 3 mm should be fixed on proper post insulator at the instrument end ( The rate of earthing strip up to 7.5 Mtrs is included in the quoted rate).

(vii) Testing of earth shall be carried out in presence of departmental and user representative and report shall be submitted to Garrison Engineer duly signed by all concern.

(viii) Earth resistance tester will be provided by the contractor. Tester should be calibrated from authorised company/ lab.

(ix) Earthing shall be tested after completion of work by the contractor in presence of Engr-in-charge, user and proper record shall be maintened duly signed by all concerned. After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained.

(x) The contractor shall given a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion.

(xi) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock.

(xii) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contractor has to redo or rectify at no extra cost to Govt till desired result is mainained.

(xiii) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing per each earthing shall be retained from payment due to the contractor for the guarantee period.

(xiv) The electrode shall carry manufacturer's name .

(xv) The connection clamp shall be permanentlly welded to the copper bounded rod to avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination.

(xvi) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm.

(xvii) The contractor shall submit CPRI India certified document for copper bonded rod to ensure genuity of material.

(xviii) Sign board of mild steel 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxide Zinc chrome primer showing result of earthing should be fixed near the earth pit after completion as directed by engr -in- charge.

(xix) Earth work such as auguring and making good the surrounding area shall carried out in any type of soil.

(b) After completion of work earthing shall be tested by the contractor in presence of Engineer-in-Charge, User and proper record shall be maintained duly signed by all concerned. (c) Earth resistance tester will be provided by the contractor. It should be caliberated from authorised Company/ Lab. (d) After testing if desired earth vesistance of less than 5 Ohm is not obtained, the earthing will be redone at no extra cost to Govt till desired result is obtained.
