UNDERFRAME COMPLETE FOR VB METRO DTC, MC, NDTC & TC.

Special Eligibility Criteria

   Bulk Order:- Bulk procurement will be made from the sources approved for Underframe for any build of coach by ICF/RCF/MCF in Regular/Bulk Category OR should have supplied the Underframe for any coach build individually or as a components of Shell Kit item /Shell assemblies to ICF/RCF/MCF against Regular/ Bulk purchase order during the last three previous financial years and the current financial year upto the date of opening of the tender. However firms have to submit proof of supply to ICF/RCF/MCF in the form of PO copies along with Inspection Certificates/R Notes. Approval status shall be reckoned as on the date of tender opening. In case the vendor status of a firm differs between ICF/RCF/MCF list, the higher status shall be considered. However if a firm is delisted by any of the PUs i.e. ICF/RCF/MCF, they will not be considered for ordering.

   Developmental order:- Other sources (Regular and development approved sources of Front part / end part of underframe OR approved in Developmental category for Underframe for any build of coach at ICF/MCF/RCF and new / untried sources) can be considered for placement developmental order for the quantity up to 20% of the NPQ. Please note that Regular and development sources of Front part /end part of underframe who has not supplied under frame, has to mandatorily submit compliance to specification no. ICF MD Spec 316 for availability of CRF facilities failing which their offer shall be rejected summarily without any back reference. Other New/untried sources can be considered for educational orders provided they should submit along with their offer, documented past performance (PO copies along with receipt notes / inspection certificates) of same or similar items (Similar means underframe complete for any build of coach / Locomotive) to Zonal Railways/PUs OR details of available M&P along with Statement of Clause wise compliance of STR. ICF/MD/SPEC-147, ISSUE STATUS:01, REV.NO.02 WITH AMENDMENT NO.1 and submit compliance to specification no. ICF MD Spec 316 for availability of CRF facilities. Such tenderers are to note that non submission of such documents shall be taken as their not having any such past performance and/or capacity, and their offer liable to be rejected and no back reference in this regard will be made to them.

   Following Price Variation Clause (PVC) Formula for Underframes shall be applicable as under:- P = Po + 0.60 X Po (S2-S1)/S1; wherein P = Final Basic Price to be paid to vendors Po = Contracted Basic Price S1 = WPI for "Mild Steel (MS) - Flat & Sheets (Base Year 2022-23)" as published on www.eaindustry.nic.in; as specified in Tender Document (S1 = 109.9 for the month of June, 2026; which is the latest currently available WPI). S2 = WPI for "Mild Steel (MS) - Flat & Sheets (Base Year 2022-23)" as published on www.eaindustry.nic.in; for one month prior to the date of inspection. (In case of Consignee inspection; date of delivery of Stores to the Consignee will be considered as the date of inspection).

   Quantity Splitting:- As per clause no. 2.17.2 of bid document version 14.0 or latest with all corrigendums and amendments if any issued before opening of tender.

   LIQUIDATED DAMAGES : RAILWAY WILL RECOVER FROM THE CONTRACTOR ASAGREED LIQUIDATED DAMAGES AND NOT BY WAY OF PENALTY, A SUM QUIVALENTTO 0.5% (HALF PERCENT) OF THE PRICE OF ANY STORES (INCLUDING ELEMENTS OFTAXES, DUTIES, FREIGHT ETC.) WHICH THE CONTRACTOR HAS FAILED TO DELIVERWITHIN THE PERIOD FIXED FOR DELIVERY IN THE CONTRACT OR AS EXTENDED FOREACH WEEK OR PART OF A WEEK DURING WHICH THE DELIVERY OF SUCH STORES MAY BE INRREARS WHERE DELIVERY THEREOF IS ACCEPTED AFTER EXPIRY OF HE AFORESAID PERIOD, SUBJECT TO A MAXIMUM OF 10% (TEN PERCENT) OF VALUE OFDELAYED SUPPLIES AND THE SAME WILL NOT BE WAIVED OFF EXCEPT IN CASESWHERE DELAY IS ON ACCOUNT OF RCF. NOTE:-(THIS IS APPLICABLE FOR TENDERS OPENED AFTER 31-MAR-2019).

   PACKING INSTRUCTION PI042: PACKING AS PER STANDARD PACKING IT SHOULD BE ENSURED THAT ITEM SHOULD NOT RUB DURING TRANSPORTATION:THE ITEM SHOULD BE PACKED WITH ADEQUATE STRENGTH TRANSIT DAMAGE IF ANY SHALL BE AT THE COST OF SUPPLIER
