Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder should be the Primary Manufacturer (OEM) Electrical vehicles in Karnataka State with supply experience of minimum 3 years are eligible

The annual financial turnover of the tenderer should be not less than the Rs. 120.00 Crores of estimated value of the tender (It will be Rs. 60.00 Crores of the estimated value with respect to Micro & Small Enterprises) during any 2 preceding financial years out of 2022-23, 2023-24, 2024-25 (MSE Status of the Bidder will be considered only in case the bidder being the Manufacturer of the EV Vehicle offered and directly participated in the tender)

The tenderer should have supplied the EV Food Carts (Electrical Fast Food Truck Trailers/Mobile Kitchen, Food Kiosk) of L3/L5 (either or both) at least 1000 vehicles (500 Vehicles in case of Micro & Small Enterprises) during the last 3 years 2022-23, 2023-24, 2024-25 (MSE Status of the Bidder will be considered only in case the bidder being the Manufacturer of the EV Vehicle offered and directly participated in the tender)

a) The bidder should have Registered office in Karnataka. b)The bidder should have in his own name or authorized service centers in across Karnataka, at least 4 Service centers in Bengaluru City and at least one each in other District HQ/Metro Cities of Karnataka.

5.a)The bidder should agree to demonstrate the offered EV Vehicles, features and functionality, during the Technical evaluation stage

5.b)The bidder is responsible for all the RTO related clearance (including payment of registration Fees & Taxes to be paid to Regional Transport Authority (RTO) and incidental expenditures) and documentation for on-road operation of the vehicles

5.c) The bidder shall arrange the 3rd Party Financial Assistance through Bank or financial institution for the difference amount if any over and above the amount paid by the ADCL, up to offered value of the vehicle

6.a) The Bidder should undertake that the EV Food Carts supplied are genuine and does not contain used components or refurbished

6.b) The bidder should not have been debarred/black listed by any State Government, Central Government, Central & State Govt. Undertakings/ enterprises/ Organizations and by any other Quasi Government bodies/ Organizations, World Bank / Govt E-marketing portal or any major Enterprise / Organization in India for non-satisfactory performance, corrupt & Fraudulent or any other unethical business practices, not meeting critical conditions/security clearance etc

6.c) The bidder should not be under liquidation, court receivership or similar proceedings and should not be bankrupt

The EV Vehicles offered by the bidder shall meet the specification as per Appendix I of the Bid Document and all other Statutory provisions, approvals and certifications

The bidder from such countries sharing a land border with India will be eligible to participate only if the bidder is registered with the Competent Authority as per the Directions of the Ministry of Finance Government of India

Consortiums are not allowed to participate in the Tender
