Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP-Portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund and Contractors should Follow strictly prevailing rules of labour act.

The tenderer should be a KPWD Class-4 and above registered Contractor/Agency (Ultras HD CC Cameras with day and night vision of good resolution with data storage system along with UPS at Traffic Census count post in Two Directions and suitably with all necessary arrangements)

Work sanctioned under head of Account 3054-03-337-0-05-200-SH Maintenance

Conditional tenders will not be accepted.

The bidder shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs. The tender fee is non-refundable and The employer is not responsible for any delay in accessing KPPP portal.

Only Original documents to be scanned and uploaded, Executive Engineer reserves the right verify the Original Documents before approval, original documents/Certificate for qualification shall be produced when called for during evaluation of tender.

All the Formats prescribed in the bid Documents shall be filled in Complete manner.

Estimate rates are excluding GST as per Common SR 2023-24 CONTINUED FOR 2025-26 and prevailing GST (18% of Amount Put to tender) amount is kept in form of Lump sum in sanctioned estimate according to guidelines in Common SR 2023-24(As per circular from Govt. of Karnataka no.12/2024 Bangaluru Dt:09.08.2024). Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender, tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, GST will be paid separately for the quoted amount accordingly. Hence the bidder has to quote the rate exclusive of GST and to submit a declaration which is duly signed by the bidder along with their tender proposal.

The Employer reserves the rights to accept any Tender and to reject any or all Tenders as per Standard Tender Document Clause 22.

The Tendere should submit the details of Traffic survey with Hard & Soft copy & uploading in PMS website.

Tender shall obtain the work done Certificate in the prescribed format from the Competent Authority no below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the Tender. The Original Certificate shall be produced at the time of Opening of Technical Bids for Physical Verification, If sought.

Bidder should upload the bid capacity calculated as per KW-1, tender condition, The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent. False representations in the statements leads to disqualification of the tender as per clause 3.1

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Contractor should ensure continuous and correct functioning of traffic census from 26.02.2026 morning 6.00am to 27.02.2026 till morning 6.00 am period

The agency has to submit duly filled form I, II, III, IV based on the data collected from the traffic census in a prescribed form within the stipulated time required for the department
