Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Tender application amount will not be refundable

The successful bidder, before commencement of work shall produce Establishment registration certificate registered under labour department, Government of Karnataka . And shall engage only registered construction workers registered under labour department, Government of Karnataka

Conditional / Incomplete tender will not be considered

Contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution

The employer reserved the right to accept or reject any of the tender without assigning any reason whatsoever

Contractors who have not completed the works in time in this division will not be entitled to Bid and if participated it will not be considered

Transportation charges from the site of work to Q.C.Lab of all the samples collected for testing should borne by the contractor himself

Item for which 0.00 rate entered will not be paid for by the employer when executed and shall be deemed covered by the other rates & prices in the bill of quantities

Omission and Typographical errors which are in the opinion of the Executive Engineer will not be a ground for claims of extra payment

Royalty charges will be deducted from the contractors running bill as per prevailing royalty charges at the time of payments.

Failure of the successful tenderer to comply with the requirements of Tender clauses shall constitute sufficient grounds for cancellations of the award and forfeiture of the Earnest money deposit

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work

As a third party, vigilance cell which is working under Major Irrigation is now included in Minor Irrigation and Ground Water Development Department, Vigilance cell has empowered to visit the working site often and often without any prior intimation to check the quality and quantity at any stage till completion. Any lapses with respect to quality and quantity of work, losses, the contractor is held responsible. Please Note

All the documents to be furnished are to be attested by the officer of not below the rank of Executive Engineer or by Notary

Agencies participating in the tender shall be registered in the Construction Labour Board as per the G.O.No.LD 300 LET 2006 Dated:18-1-2007 and Addendum No.LD 95 LET 2013 Bengaluru Dt:1-4-2013. Also the contractors entrusted with the work shall employ the labours only who have registered in the Karnataka Building and Construction Workers Welfare Board failing which the contractor shall be liable for any further action as deem fit by the authority/ EPF Registration

The contractor shall quote the rates without adding GST for either materials or works contract (service). As per prevailing Govt. order, GST payable by the Contractor under this works contract will be paid to the contractor separately over and above the contractors bid amount, however for electrical items if any GST will be paid only if its applicable

Additional clause for Mineral Dispatch permits During the execution of works, if any minor minerals are required, contractors have to abide by the prevailing rules and Acts applicable to Minor Minerals. As per the prevailing rules, for any use of Minor Minerals, the contractor has to submit the mineral Dispatch Permit (MDP) obtained from Mines and Geology Department. If mineral Dispatch permit (MDP) is not submitted by the contractor along with the bill, the prevailing penalty DMF contribution as per karnantaka Minor Mineral Concession Rules 1994 (as amended from time to time) will be deducted from the contractors bill.

LOC/Letter of Credit should be in prescribed format, if not, then the Bid is liable to reject

The Tenderer shall obtain the work done certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer(District Level Officer)and scan the Original Certificate and attach the scanned file to the Bid.

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe category /CAT-1 as prescribed in the tender document.If applicable

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1%of the bill amount will be deducted towards Construction Labour Welfare fund and Contractors should follow strictly prevailing rules of labour Act.

ALL relevant documents as per the KW-1 need to be uploaded while submitting bid in general documents provision in KPPP portal. The Tenderer should adhere to all terms & conditions in the tender documents and prevailing Government orders/ circulars.

Performance Security: The Tenderer Should Deposit 5% of the tender Amount and additional Deposit for Difference amount if any with in 20 days of receipt of the letter of acceptance

Estimate rates are excluding GST as per Common SR 2024-25 and prevailing GST (18% of Amount Put to tender) amount is kept in form of Over Head in sanctioned estimate according to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender, tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily.

The successful bidder should close the unsuccessful bore well at its own cost as per the Govt order.

The successful bidder should get the bore well drilled by a rig which is registered in the Department of mines and Geology.

The contractor should locate water feasible points through their qualified Geologist in the land of the beneficiary selected by the employer. The contractor should have full-fledged geologist with fast rig supporting vehicles and team of workers.

Before drilling of borewells,the point should be once again got confirmed in the consultation with the Geologist

Proper precautionary measures have to be taken for providing saftey measures to prevent any casulaties with repect to failed borewell

The necessary certificates/documents in support of fulfilling conditions as stipulated shall be scanned and attached to e-tender document. The original certificate/documents shall be produced at the time of opening of cover i.e., Financial bid for verification. Scanned signature of the bidder/authorized representatives of the bidder shall be attached while uploading the bid document.
