Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The Contractor shall pay the Earnest Money Deposit EMD & tender transaction fee in the Kppp portal using any of the following payment modes Credit Card, Direct Debit,OTC, National Electronic Fund transfer NEFT

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. the departments shall not be responsible for non-accessibility of Kppp portal due to internet connectivity issues and technical glitches at bidders end

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

Conditional tender will not be considered

Tenders must be accompanied by earnest money deposit specified for the work. Earnest money deposit shall have to be valid for 45 days beyond the validity of the tender.

Total value of civl engineering works executed and payments received in the last five years (year-wise)

Tender application amount will not be refundable

The contractor has to compete the bid (quote the rates) for all schedule B items of the works mentioned

The tenderer shall scan and upload all the original documents required for this bid to the Kppp portal. the original documents shall be produced at the time of physical verification otherwise the tenders will be treated as Nonresponsive & liable for rejection

Sub-Leasing/G.P.A of Work is Prohibited.

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

All documents enclosed should be attested by Gazetted officer or Government Notary,otherwise the bids are liable for disqualifcation.Original documents should be produced for verifcation at any stage of the tender process, as and when sought for. Failure to produce original documents will lead to disqualifcation. work done certificates should have all the CR no, work order issuing date, work completion date and year

The tenderer shall have valid Class IV & Above Registration Certifcate

Omission and typographical errors which are in the opinion of the executive Engineer will not be a ground for claims of extra payment

Royalty charges will be deducted from the contractors running bill as per the prevailing royalty charges at the time of payme

The tenders are invited as per Standard tender Bid Document KW-2 and shall abide for the conditions contained in Standard tender Bid Document KW-2

Executive engineer reserves the right to accept or reject any tender and to cancel the tender process and reject all tenders at any time prior to award of contract, without there by incurring any liability to the affected tenderer or tenderers or any obligation to inform the affected tenderer or tenderers of the grounds for the employers action

IT & GST will be deducted as per government order

Contractors have to upload the Certificates of works in hand of any Department/Institutions failing which the tender will not be considered. Action will be taken as per clause 31 of SECTION 2: INSTRUCTIONS TO TENDERERS (ITT) in case of incomplete/ false documents regarding works in hand for the calculation of tender capacity

If mineral dispatch permits not submitted by contractors for usage of respective minerals for construction the royalty charges with penalty will be deducted from the contractors running bill as per the direction given by concern department or government at the time of payment

Restrictions on Public Procurement from Bidders of certain countries as per Government order No.FD 455 Exp-12 2020 Bengaluru dated:25-08-2020

The contractor should obtain the Material Dispatch Permit for stone, aggregates, sand and murrum etc will be used in the construction work from the Mines and Geology department at the time of execution and same should be submitted along with the work bill, then for such work bills no Royalty will be deducted. If the contractor failed to submit the Material Dispatch Permit along with the work bill Five times Royalty will be deducted from the work bill as per KMMCR 2016 amendment rule 44(4) and the circular vide No.Ga.Bhu.E/DCB/DCB/takte/2019- 20/4497 Dated :12/12/2019 by Mines and Geology department

Tenderers shall provide the requested information accurately as per Bid document

All documents to be furnished are to be counter signed by the employer in charge, not below the rank of an executive in-charge or equivalent

The rates quoted shall be for finished items of work exclusive of all applicable taxes, inclusive of all lead and lifts, loading and unloading charges, all incidental charges and local or general royalty etc., complete payable to the Government or local bodies in the region

Whenever the contractor submits tender with Negative tender premium and the amount of contract (Each Item wise) is less than 90% of the amount put to tender at Department CSR rate, the contractor should submit his data rate for executing the item of work along with the submission of tender in KPPP portal Failing which his tender is liable to be rejected.

The Defect liability period is 365 days. The contractor has the liability of maintaining the work done to a period of 365 days from the date of completion of the work at his cost

ITT (3.2(b) To qualify for award of this contract , Mandating satisfactory completion as a prime contractor, at leastat least one similar nature of work (in the last five years periodi.e, 2020-21, 2021-22, 2022-23 2023-24 and 2024-25) to an extent of 50% of the cost of the work for all works costing up to Rs.20.16 Lakhs.

IIT 3.2(a) To qualify for award of this contrac teach tenderer in his name should have in the last five years period (i.e., 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25) achieved in at least two financial years an average annual financial turnover of Rs.40.31 Lakhs(in all classes of civil engineeringconstruction works only)
