Supply of New Lorries 16T GVW BS-VI as per standard to Belagavi Zone

The bidder/OEM should have supplied the tendered material or similar trucks at least 80% of the total tendered quantity in any one of previous 3 years i.e (2022-23, 2023-24 & 2024-25). However, it is 40% for Micro & Small Enterprises in any one of previous 3 years i.e(2022-23,2023-24 & 2024-25). The bidder/OEM Should upload Purchase Order & Order completion certificate duly mentioning year wise quantity supplied. The Order completion certificate should have been issued by the authority not lower than the rank of Executive Engineer.

The tendered material or similar trucks supplied by the bidder/OEM should have satisfactory performance for min period of 1 year as on last date of bid submission. The bidder should upload the satisfactory performance certificate clearly indicating min period of 1-year satisfactory operation. It should have been Issued by the authority not lower than the rank of Executive Engineer

The bidder shall be a manufacturer or authorized dealer of trucks and should have minimum experience of three years in manufacture and supply of the tendered material. However, it will be at least for two years for Micro & Small enterprises. If the bidder is a manufacturer, he shall upload manufacturing License or Registration Certificate issued by the competent authority. If the bidder is an authorized dealer he shall upload the following. I) The authorization certificate issued by the original equipment manufacturer assuring full guarantee and warranty obligations as per GCC & ii) Manufacturing license of Original Equipment Manufacturer. Manufacturers credentials for supply, performance & GTP drawing will be considered for the authorized bidders. There should not be deviation in technical specifications beyond permissible limits as per IS. The bidder should upload GTP & Drawing for the tendered material. The deviations should be within limit as per relevant IS

The Bidder should not have been blacklisted, defaulted, debarred from participating in tenders from any Govt dept. & short close of Purchase order for non-supply of tendered material by KPTCL/any ESCOM/any Public utilities as on last date of submission of bid. The bidder should upload self- declaration

The Bidder should Provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last three years with KPTCL/ESCOMS/any DISCOMS. A history of awards involving litigations against the bidder or any part may result in rejection of bid. The bidder should upload self- declaration

The Manufacturer shall have their authorized service centers in all the 7 districts of HESCOM jurisdiction viz, Dharwad, Gadag, Uttar Kannada, Haveri, Belagavi, Vijayapur, Bagalkot to provide assistance on Sales/Service/Product related issues and the same shall ensure spare parts availability.The details of all such authorized service centers with the contact details shall be furnished by the Manufacturer

Any Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. A certificate for having read the clauses is required to be submitted/ uploaded by the tenderer separately in the following format- I have read the clause regarding restrictions on procurement from a Bidder of a country which shares a land border with India, I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfils all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.)

The bidder should have Average annual Turn-over not less than 100% of amount put to tender during the last 3 preceding Financial Years. However, it is 50% of amount put to tender for Micro & Small Enterprises during the last 3 preceding financial years. The bidder should upload Annual Turn-over certificate & audited Profit & Loss Account statement with UDIN number issued by CA.

Liquid assets (Cash at Bank Plus Term deposit Plus Availability of credit facility) in any Nationalized/Scheduled Commercial Bank on or after the date of notification of tender shall not be less than 25% of the amount put to tender. However, it shall not be less than 12.5% for Micro & Small Enterprises. The bidder shall upload the certificate issued by any Nationalized /Scheduled Commercial Bank. The said Original scanned Credit Facility Certificate should possess the name of the Firm and tender Indent number and the credit facility to be issued in the name of Superintending Engineer (Ele), Tendering & Procurement, Corporate Office, HESCOM, Navanagar, Hubli. The credit facility certificate should be in the Format Annexed to this bid. The conditional credit certificates are liable for rejection.
