Taking down carefully electric meters of any size, after noting down meter reading, by disconnecting and unscrewing from boards/outlets boxes, electric meters of any size, rating and phase, of any locations and handover and depositing to E & M stores as per building inventory and making good the disturbed surfaces after installation of new meters complete all as specified and as directed.
Supply, installation, testing and commissioning of Smart meter (RF/Cellular /Hybrid (RF+Cellular)) Single Phase AC Meter Tamper Proof, Static Meter of Class 1.0, 240 V, 50 Hz, 10 A-60 A having valid BIS licence of IS-16444-2015 (Reaffirmed 2020) and relevant IEC standards with default and on demand display, billing data generation facility, with prepaid and postpaid facility, anti-tamper features, Microprocessor and LED based circuitry, including integration and maintaining the Advance Metering infrastructure (AMI) of smart meters of different makes having valid BIS certification mark with specific CM/L number (not more than 33% of particular one make) to ensure interchangeability at later date using communication technology including GPRS/RF/Hybrid (RF + cellular) or any other advanced technology as per CEA/TRAI regulation in order to achieve overall economy in operation and maintenance.

Note for Ser No 2 and 3 Meter Should support sending the following data :- (i) 15 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, monthly billing survey for Cumulative Energy and Max Demand to software. (ii) Meter should have connect / disconnect functionality operatable from MDM/billing software and prepaid features would be configured in MDM / Billing end as per prevalent IS and applicable tariff plan. (iii) Meter should support communication protocol through RF/(4G/5G/NB IOT) with the software all as required at site and directed (cost of 4G/5G/NB IOT sim, mapping vending portal charges etc deemed to included the unit rate quoted for meter against item No 2 and 3 of BOQ) (iv) Two way communication with DCU/HES (v) Clock Synchronisation facility with HES (Head End System) (vi) In case of RF Communication including different makes of meter shall be such that it should communicate with same DCU directly via Mesh Network. (vii) The contractor shall keep sufficient No of smart meter (Minimum 2% including accessories at each station through out the defect liability and guarantee period of 10 (Ten) Years) in reserve for immediate replacement in case of any faulty meters to ensure zero downtime. (viii) The contractor carryout comprehensive survey and submit his report through respective GE for the communication technologies being proposed for the all areas and shall take an approval from the Department. The decision of the Accepting Officer with respect to the communicaton technology shall be final and binding.
Note for Ser No 2 and 3 Contd . . . (ix) It shall be possible to run the meter in both prepaid and postpaid mode with appropriate MDM/ Billing software configuration. (x) Guarantee of meters shall be 10 yeares from date of completion of phase-1. The amount of security deposit for smart meter guarantee shall be 2.5% of the amount of smart meter at contract rates and shall be retained by the department from contractors dues. The amount shall be released after sucessful expiry of the guarantee period provided always that the contractor shall first have been paid the Final Bill and have rendered "No Demand Certificate (IAFA-451)". The contractor may however, furnish a fixed deposit receipt in lieu, from a scheudle bank pledged in favour of Garrison Engineer (AF ) Bamrauli (Nodal Officer) for the period of Guarantee in which case the amount if any, deducted from the dues/final bill shall be refunded. (xi) The cost of meter shall include DCU/ repeater cost in case of RF communication meters. (xii) The OEM shall need to share the Authentication / Encryption keys of the meters along with relevant protocol details with the department. (xiii) The department would need complete support of the OEM to be able to integrate the meter with any software of the department. (xiv) A training to handle the smart meter to MES tradesmen shall also be given by professionals. (xv) The rate quoted shall also include any other materials which are necessary for smooth functioning of smart prepaid meter system and not mentioned here in this item.
Supply, Configuration and Integration of the Web based AMI Software for single phase 220 Volt and three phase 415 Volt smart prepaid meter with following modules:- (The AMI software and associated infrastructure should be capable of handling atleast 9000 (approx) Nos of meters in the present phase of work of different makes having valid BIS licence with BIS:16444-2015 (Reaffirmed 2020) with expansion capacity upto 15000 Nos of meters (during further phases of smart meters work without any additional infrastructure and cost implication.) :-- (i) Meter Data Management Module :- The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the biling system. The meter data management system would capture and provide the following data :- (a) Data Collection / Headend Module The headend module would be responsible to communicate with the Meter / DCU as the case may be and carry out two way communication as defined in IS-16444-2015 (Reaffirmed 2020). (ii) Meter Data Management Module (a) 15 min instantenous data from all the meters for minimum seven parameters- Cumulative Energy, Power, Current, Voltage, Power Factor and Frequency. (b) Abstract Download for Monthly and quarterly billing survey data for cumulative energy and max demand and tampering features. (iii) Billing Module : Postpaid /Prepaid Billing Module The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required.
Ser No 4 Contd . . . (iv) Occupation and Vacation Module : Provision to enter admin controls for transfers/vacations. MES (GE and BSO ) would have administrator control on the system. The system would support occupation/ vacation based on the unit categories. The system would support automatic data capture on occupation and vacation events. (v) Customer Portal : The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.
Ser No 4 Contd . . . (vi) Energy Accounting Module :- The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is available with. (vii) Communication Module :- The system would provide communication of energy data and bills via print, email and sms methods. It would allow setting up format from web front end. (viii) Meter Master Data :- The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export :- The system would support export of metering and billing data in excel format. (x) Customer Care Module :- the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module :- The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication :- The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email.
Ser No 4 Contd . . . (xiii) Software :- (a) The software would be hosted on GCC Server. (b) GE shall provide Public Fund account details and contractor shall be responsible for necessary arrangement Payment Gateway integration (c) The software would be scalable and expandable for meters and system of different make complying with IS :16444-2015 (Reaffirmed 2020). The software would be able to consumer web services of the future projects if required. (d) The software would enable the features of refund calculation in case of quarter vacation. (e) Demonstration of integration of smart meters with software : The software sample approval would be based on integration demontstration by contractor of at least four makes of the meters with different configuration (2 RF at least and 2 cellular at least) with HES and MDM system before placeing final order. (f) The software would support other charges such as water charges, license fee, furniture charges and other allied charges. (g) The software would allow supporting both prepaid and postpaid billing plans. Separate groups can be created for the same. (h) The AMI software and associated infrastructure should be capable of handling atleast 9000 (approx) Nos of meters in the present phase of work of different makes having valid BIS licence with BIS:16444 -2015 (Reaffirmed 2020) with expansion capacity upto 15000 Nos of meters (during further phases of smart meters work) without any additional infrastructure and cost implication. (xiv) Cyber Audit :- Audit of Software for Smart Meters will be done by CERT-India Empanelled firm/CERT Auditor of Armed Forces. The cost of Audit shall be borne by the contractor.
Ser No 4 Contd . . . (xv) Cyber Security :- The following guidelines/strategies shall be taken care of by the AMISP/Contractor for making the entire AMI system including the service provider immune to Cyber Attacks : a) All the hardware, OD and application software shall be hardened. b) Application, scanning and hardware scanning tools shall be provided to identify vulnerability and security threats. c) Data shall be encrypted at system/device/technology level. d) While procuring cyber security items testing must be done and the system must be secure by design. e) Residual information risk shall be calculated by Contractor and same shall be submitted for perusal of Cyber Audit Teams. f) Penetration and vulnerability assesment test from Certified auditors during Field Acceptance Test (FAT) site acceptance test (SAT) and during Operation and Maintenance period.

Comprehensive operation of AMI System (Smart Meters system installed, configured, integrated with softwares and commissioned in Phase-I) and making the system functional at all time by providing a well trained team of staffs at each GE location seperately (ref Schedule A Note No 8 for bifurcation of Area /Locality/ GE) and management all expenditure including periodic charges of telecom operator, GCC hosting charges & charges of audit of smart meteres and AMI system by CERT-IN empaneled firm/CERT Auditor of Armed forces as per Govt policies for smart meter biling for two years after completion of Phase - I. Penalty for non rectifying / replacing of meter within a day / non working of AMI system will be levied on contractor @ Rs 100 per meter per day till rectification / replacement of meter / AMI system and same shall be recovered from contractors due. Note : Charges shall also be inclusive of following in scope of this item :-- (a) Software AMC: This would include necessary up-gradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes. (b) Recurring sim charges for DCU and Meter as required (c) Ensuring adequate database backup, up-gradations in the operating system, anti-virus updates, data base upgrade etc. (d) Reports development: The additional reports as needed for the success of the project would be developed. (e) Software hosting on GCC. Software + B2B installation on any alternate standby server in case of breakdown of GCC server. (f) The communication network monitoring and support. (g) Configuration of the repaired/ replaced hardware (meter/dcu/repeater) in the system. (h) Trouble shooting and necessary actions to run the system as required. (j) Software bug fixing as and when required. (k) During this period any defective work including defective meters noticed shall be rectified/ replaced free of cost by the contractor (Being Defect Liability period of 2 (two) Years of Phase -I). (l) Any additional meters added and configured in the system during these period shall also be run by the contractor under this item without any extra cost to department. (m) One customer care executive for each Station shall be available from 9.00 AM to 5.00 PM on all days including sunday and holiday. The activities of executive shall include following :- (a) Support to BSO for billing, occupation / vacation, payment entry etc. (b) Resolution of customer queries and Trouble shooting (c) Liaison with remote support team, users and administrators as a back end support for AMI system. (d) Registering and management of Complaint received from all users and administrators.

Penalty for non rectifying / replacing of meter within a day / non working of AMI system will be levied on contractor @ Rs 100 per meter per day till rectification / replacement of meter / AMI system and same shall be recovered from contractors due. (m) One customer care executive for each Station shall be available from 9.00 AM to 5.00 PM on all days including sunday and holiday.
