SCHEDULE 'A' PART-I (SOLAR POWER PLANT)

SCOPE OF WORK INCLUDES ALL BELOW MENTIONED ITEMS AS WELL AS OTHER ITEMS REQUIRED FOR SUCCESSFUL COMMISSIONING TESTING AND SMOOTH OPERATION OF SOLAR PV PLANT CAPACITY 0.5 MW AT BABUGARH. Designing,supplying,erection,installation,commissioning and testing of solar photovoltaic power plant (ON GRID) of capacity 0.5 MW (AC) fixed tilt type, and power evacuation at 11 KV system at Babugarh EBS location marked on part site plan longitude 77.84960 E & latitude 28.72380 N based on MNRE & Indian Meteorological Deptt approved Solar Radiation Data viz Direct Normal Irradiance, Global Horizontal Irradiance etc as per MNRE guidelines/norms plant should be designed for 80% performance ratio with CUF of >18% and directed by Engr-in-charge. consisting of following items. NOTE: PCC Drains and PCC Path as required for drainage of water from washing of solar panels and access there to may be added in lump sum rate quoted in this item.

Contd… PV modules :- Design, Supply, install, testing and commissioning of Solar PV modules to meet cumulative rated capacity of 0.5MWp AC at STOC. Modules will be of Poly Crystalline Silicon Solar cells of minimum wattage of 340 Wp with positive tolerance, with minimum 1100 mm cable length. Module efficincy >16%, fill factor>0.7, module will be free of PID, module connector suitable for MC4/Bizlink and jucntion box with minimum IP 67 rating. Module NOCT will be 50±5⁰C with temperature cofficient of power <0.4%/°C, and will be suitable for operation from (-)20⁰C to (+)60⁰C ambient temperature. Make Adani/Vikram/Renewsys/Warry

Contd… (i) Modules will be combined to make array & string of panels to maximize power output along with supply and installation of necessary accessories like fuses, array/string junction box etc., Modules will be certified for relevant dust standards (Applicable standard would be IEC 60068-2-68). Modules shall be deployed with RFID tag inside lamination as per MNRE guidelines. Guranteed electrical degradation of power generated not exceeding 20% of the minimum rated power over the 25 year period and not more than 10% after ten years period of the full rated original output. Warranty against manufacturing defect, raw material, workmanship, inspection and testing procedures shall be 5 years from the date of commissioning. (ii) Provision of earthing & earth strip for solar PV module/Array etc. as per latest IS/MNRE norms to be provided and the cost of the same is to be included in this item and no extra amount will be paid to the contractor on this account. (iii) RFID reader to be provided by contractor.

Contd… (iv) All PV cells and modules used in solar plants setups shall be made in India (Indigenous) only and shall meet all the specification mentioned. (v) PV modules are of 72 cells and polycrystalline as per technical specification issued by MNRE. (vi) Surge arresting device to be provided at junction box and module shall be provided with bypass diode. (vii) The bidder shall carefully calculate & accommodate requisite numbers of the moduels in the available area to achieve the rated power in his bid. (viii) The SPV Module must be IEC 61215 and IEC 61730 Part 1 and part 2 certified from NABL approved or ILAC member body approved Labs. (ix) The PV module must be tested and approved by one of the IEC authorized test centres. In addition, a PV module qualification test certificate as per IEC standard, issued by EDTC, Bangalore or solar energy centre will also be valid. BIS standards. Contd... Module Mounting Structure: Supply ,fabricate and erection of module mounting type structure including foundation, hot dip galvanisied mild steel with coating not less than 85 Microns and suitable to with stand wind load 175 KMPH and electrolytically compatible channels,bracing purlins of Size as per IS code Design, electromagnetic washers nut , bolt including cutting drilling etc. The design shall be as per relevent latest IS-2061 and galvanizing as per IS-4759. It shall be suitable for the wind speed, sun light and climate condition of the plant location.

Contd... (xiv) The design life shall be more than 25 years and minimum yield strength of 340 MPA. Module Ground Clearance shall be 500mm ± 100mm. Properties of RHS will conform to IS 4923:1997. HDG Fasteners of 4.6 grade and 8.8 grade for Structure.The Module Mounting Structure to be of fixed tilt to provide maximum generation.The structure shall be suitable for easy removing and refixing of PV modules of the solar plant complete all as specified and as directed. Note:- (i) SBC report required for design purpose may be obtained from GE (U) E/M Meerut. (ii) In case, the soil bearing capacity is not uniform throughout the area, the foundation shall be designed accordingly taking into account the actual variation in the SBC. The quoted rates are deemed to include such possible variations in SBC and thus in designs.

Contd… (iii) Testing of entire solar power plant shall be carried out from Govt approved Solar agencies viz. SECI/NISE/ any other Govt approved agency for testing of solar plant. (Amount of testing is deemed to be included in the quoted rates by the contractor) (iv) The rates quoted are deemed to cater for earthwork, construction of foundation as per approved design and all necessary fixing arrangements required for fixing of modular mounting structure with the foundation. (v) The design of module mounting structure is required to be got vetted by any NIT/IIT/Govt research Institute. The cost of the same is deemed to be included in this item.

Contd… Branch and MC4 Connectors:- Supply and installation of branch, MC4 Male/Female connectors set compatible with module connectors with minimum of IP66 rating and design with suitable lugs for 6 Sqmm Cable complete all as specified and directed.

DC Cable :- Supply and laying with PVC conduits, lugs, nails, cable ties, termination etc., testing and commissioning of annealed single copper DC String cable of 1C x 6 Sqmm Solar grade, multi stranded UV resistant,, 1.5 KV rated DC Cables with elctron beam XLPO insultaion confirming to IEC 60754-1 & IEC 60754-2, IEC 60332-1, IEC 60332-3-24., IEC 61034. Temperature range (-) 40⁰C to (+)120⁰C complete all as specified and directed. Average energy loss in DC cabling shall be <1.5% from solar panel to inverter. Two single run cables of 6sqmm copper drawn in and including 20mm HDPE conduit pipe for inter connection from string to SMB.

DC Cable:- Multi stranded,tinned copper DC cable 1Cx185 sqmm of rated voltage 1500V with max permissible operating voltage of DC1800V, confirming to IEC60228, with XLPE insulation for both inner and outer sheath having operating temperature range of -40 to +120 deg Centigrade,laid from string combiner box (SMB) to central inverter,all weather, abrasion resistant,acid resistant, flame retardant and UV resiatant photovoltaic, halogen free, double insulated suitable for permanent out door use cable. Supplying, erection, installation, commissioning and testing of (SCADA compatible) String Monitoring Boxes (SMB) as per approved design parameters, for combining output of Solar PV strings, DC rating of breaker is 300 A with string fuses on both positive and negative side of each string complete with SMB Voltage rating 1000 V, Copper bus bar, weather proof enclosure with NEMA rating with current and voltage monitoring through MODBUS RS 485 port suitable for 20 in/1-out type (excluding minimum spare) suitable for parallel connection of 20 SPV strings complete as per design parameters complete all as specified and as directed.

SCADA :-Design, supply, installation, testing and commissioning of on grid Data Acquistition/Plant monitoring system (SCADA)suitable for 3 Phase, 415V, 50Hz, AC power string inverter with all protection & controlling as per specifications complete etc as per requirement with an overall efficiency of not less than 98% (with inbuilt or external data logging device & on line portal log-in ID & password) & one PC with intel i5 processor, 2TB HDD, 4GB RAM, 19'' LED monitor, preloaded with Window10 & MS Office, one all-in-one printer suitable for A-4 size papers (black and white).

Contd… xi. Protective function limits (viz-AC Over Voltage, AC Under voltage, Over frequency) xii. All major parameters available on the digital bus and logging facility for energy auditing through the internal microprocessor and read on the digital front panel at any time and logging facility (the current values, previous values for up to a month and the average values) shall be made available for energy auditing through the internal microprocessor & shall be read on the digital front panel.

Contd… xiii. PV array energy production: Digital Energy Meters to log the actual value of AC/DC voltage, Current and Energy gererated by the PV system provided. Energy meter along with CT/PT should be of 0.5 accuracy class. xiv. Computerized DC String/ Array monitoring and AC output monitoring shall be provided as part of the inverter and/or monitoring shall be provided as part of the inverter and /or string/array combiner box or separately. Contd… Note : (i) All data shall be recorded chronologically date wise. The data file shall be MS Excel compatible. The data logger shall have internal reliable battery backup to record all sorts of data simultaneously round the clock. All data shall be stored in a common work sheet chronologically. Representation of monitored data shall be in graphics mode and/or in tabulation form. All instantaneous data can be shown in the Computer Screen. (ii) This item is inclusive of design, supply installation, construction, testing & commissioning for 500 KW (AC) Solar Power Plant including all necessary items/requirements complete all as specified in items No 1 to 23.01 Sch 'A' notes, Particular Specifications and special conditions including drawings forming part of tender. Any items/ requirements if not found mentioned in the tender but required for completion and commissioning of the above plant satisfactorily shall also be deemed included in the rates quoted by the bidders against this items. Nothing extra shall be paid to the contractor on this account.

Contd… The Inverter should have internal protection arrangement against any sustainable fault in feeder line and against the lighting on feeder. Should have isolation transformer. The inverter generated harmonics, flicker, DC injection limits, Volt range, frequency range and anti-islanding measures should follow the latest guidelines / IEC 62116/ BIS Code.

Nominal AC out put power-500 KW NOTE: - (i) The inverter shall include appropriate self protection & self diagnotic feature to protect it self and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverter's safe operating due to internal or external causes.

Contd… (ii) Inverter shall have protected arrangement against ground leakage faults, over voltage (SPD) & over current. (iii) Inverter shall have arrangement for adjusting DC input current & shall trip against sustainable fault down stream and shall not restart till fault is rectified. (iv) The inverter shall have provisions of Galvanic isolation, Anti-islanding protection (IEEE 1547/UL 1741) equivalent BIS standard and lightening. (v) Item for Mechanism of heat disipation deemed to be included in above item.No extra payment shall be made.) (vi) The inverter shall adjust voltage and frequency levels to suit the grid.

Contd… (vii) The inverter shall be self-commulated with pulse width modulation (PWM) technology and shall be capable of synchronize maximum within 1 minute. (viii) Maximum power point tracker (MPPT) conforming IEC-62093 shall be integrated in the inverter to maximize energy drawn from the solar PV array. (ix) MONOLITHIC Design of Inverter is not permissible. (x) The Inverter shall have suitable nos. of Protected Inputs (as per design) and Outgoing shall be protected by ACB. (xi) The Inverter shall be proided with SPG and suitable earthing kit. (xii) The Inverter shall have MODBUS, PROFIBUS, ETHERNET Communication port.

Note: In case of minor variation in the above mentioned specifications from the manufectures recomendation, specifications applicable for the items to be compatable with the SPV plant shall be incorporated as approved by GE and quoted rate shall be deemed to be inclusive of above provision.

AC Cable :- Supply and laying in duct/trenches/pipe with necessay lugs, cable termination, testing and installation of power cable from inverter to transformer of XLPE insulated 1.0 C x 185 sq mm, 1.1kV Aluminium Armoured LT cable as per relevant IS complete all as specified and directed. Make: Polycab/SEI Note:Duct/Pipe/Excavation & Earthwork shall be measured and paid for seperatelly under respective items.

Inverter duty transformer :- Design, supply, installation, testing and comissioning of copper wound inverter step up transformer of 630 kVA, 0.415/11 kV with standard fittings and accessories such as conservator, protection relays, instrumentation as per applicable IEC/IS standards. No Load Losses shall be ≤ 0.15% of rated capacity and Full Load Losses ≤ 1.1% of rated capacity. LV rated voltage: as per inverter output, HV voltage range: 11 kV±10% with 2.5% steps of OLTC tap changer . Design, supply, install, testing and commissioning of lightening protection system of Early Streamer Emission type Lightning Spike with GI mast of 8.5 Mtrs including chemical earthing alongwith all mounting structures & civil work and shall be executed as per applicable IS / IEC- 62305 standards -04 Nos.

Supply, install, testing and commissioning of single phase 5 KVA UPS with battery bank for 60 minutes backup at 100 % load as per design & specifications for Solar System critical components, Industrial type online UPS with static switches for bypass -01 Nos.

Supply, install, testing and commissioning of UPS distribution board of Floor Mounted UPS DB, indication lamp as per site conditions. (a) 1 x 32 A DP MCB with 100mA ELCB main incomer with energy meter (b) 4 x 10A DP MCB (c) 4 x 6A SPN MCB - 01 Job

Earthing with galvanized steel earth plate electrode 600mm x 600mm x 6mm thick, burried directly in ground (earth pit not less than 2.25 metre deep below normal ground level) with top edge of the plate not less than 1.5 metre below normal ground level connected to galvanized 32x6mm earth strip by means of bolts, nuts check nuts and washers of galvanized iron or steel with protection pipe of GI, light grade 40mm bore, watering pipe 20mm bore of GI medium grade, earth plate surrounded by alternate layer of coal dust and common salt 15 cm thick each layer all as per electrical plate No 3 of SSR Part-I and connected to earthing test point all as specified or indicated and testing on completion. Contd… including funnel with wire mesh, earthing chamber with PCC (1:2:4) type B-1 using 20mm graded stone aggregate, 80 mm thick precast RCC 1:1.5:3 type A-1 cover duly reinforced with XPM (weight not less than 3 kg/sqm) and frame including all excavation and earth work etc. all as specified. Note : 1. Earth chamber shall be constructed at least 1.50 metre away from the top of earth electrode, the earth pit and pipe for watering shall be provided in slanting manner. 2. Cost of 7.5m length of GI strip & GI protection pipe included in the rate of this item. 3. The double earthing of structure, inverter and LA will be provided through a bus arrangement from their respective earth pits.

Earthing with copper earth plate 600mm x 600mm x 3.15mm thick, burried directly in ground (earth pit not less than 2.25 metre deep below normal ground level) with top edge of the plate not less than 1.5 metre below normal ground level connected to copper earth strip 32x6mm by means of bolts, nuts check nuts and washers of galvanized iron or steel with protection pipe of GI, light grade 40mm bore, watering pipe 20mm bore of GI medium grade, earth plate surrounded by alternate layer of coal dust and common salt 15 cm thick each layer all as per electrical plate No 3 of SSR Part-I and connected to earthing test point all as specified or indicated and testing on completion - 04 Sets

Supply and fix 11 KV rubber mat -Fire retardant /extinguishing elect insulated synthetic mat "INSULATICA 2000"of 2.5 mm thick ±10% conforming to latest IS: 15652 , meeting requirements of IS:3043,5216 (Part 1, 2 and 3) IS 8437 and 479 Pub-1 tested for break down strength tensile/elongation ageing properties ,insulation resistance, effects of acid alkaline diesel and transformer oil , leakage current test fire test having min width of 1000 mm ± 20 mm. Expenditure to be incurred for obtaining all necessary permissions for evacuating the 0.5 MWp solar power with the existing 33/11 kV substations located in Central power house system from appropriate authorties as directed by GE . This shall include necessary infrastructure including metering arrangement for import/export consumption at DISCOM substaton with CTs &PTs metering cubicle and check meter etc. harmonic stabilization within the limits of Central Electrical Authority (CEA) and necessary statutory approvals from DISCOM/PVVNL and various other state agencies as required. Maintenance and Operation of Solar Power Plant near MRS Babugarh Sub Station for FIRST YEAR with one operator (Certified course "Surya Mitra" from NISE) for one shifts of 8 hour , one skilled Electrician (ITI in Electrical)for one shifts of 8 hour, one helper in two shift of 8 hrs each for 16 hours continuous operation (including Sunday/Holiday) to maintain sub station in/out side HT Panels, Invertor, DC junction box, VCB as specified, including daily and weekly check up including cleaning of PV modules complete with suitable cleaning cloths etc , upkeeping the installation operational and in health condition, having own conveyance and communication system like mobile etc. complete, for Solar Power Plant with all minor consumable and expendable items and labour and tools for smooth and efficient operation complete all as specified and Directed by Engineer-in-Charge.

Notes :- In addition to manning and operation of installation, the following works will also be carried out by deputing addl manpower where required, to the entire satisfaction of Engr-in-Charge. (a) Minor repairs and preventive maintenance required to ensure serviceability and efficiency of complete MRS complex including supply of HT 11 KV fuse wire of proper size and minor spares such as nut, bolts, spring, lock nut of VCB/OCB as per sample, broom, duster, grass cutting tools, phawara, pick axes for cleaning/grass cutting of complete at Sub Stn Complex. (i) Day Shift from 0600 Hrs to 1400 Hrs (ii) Afternoon Shift from 1400 Hrs to 2200 Hrs

(b) Record of activities such as voltage / current / PF / Energy consumed / temp of transformers, break downs, day to day maintenance of Solar PV Plant etc. (c) The contractor shall ensure that all safety precautions are strictly exercised by the staff employed by him. Adherance to IE rules and statutory rules in vogue must be ensured. The contractor shall be fully responsible for any mishap that occurs due to any fault of the employee or due to non adherance of safety norms. (d) Record of activities such as attendance register, duty roster, pay distribution register of the whole staff employed by the contractor. (e) The electrician staff employed by the contractor shall be ITI holder with four years experience.

Contd... (f) The electrician staff shall be of age 21 years to 55 years and shall wear proper uniform on duty hours with black leather shoes which will be provided by the contractor. The colour of dress will be decided by the Engr-in-Charge. Name of operator and firm will be emborsed on left and right side of the shirt/coat. Group insurance and registration at labour department. Govt of Up will also be carried out by the tenderer of the whole staff employed before starting the work or within seven days of handing over the site. (g) Security lights within the complex will be operate by the tenderer. (h) The under mentioned tool kit will be provided at site with person on duty :- (i) Electrician tool kit such as screw driver set, tester, test lamp, cutting plier, insulation tape, fuse wire of required size.
