Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tender document is part and parcel of the agreement.

Conditional tenders are liable for rejection.

The tender shall be valid for 180 days from the date of submission of Tenders.

KPCL reserves the right to verify any information/documents furnished by the bidder should the circumstances so warrant. In case the information or the document furnished is found to be incorrect/false or invalid then the EMD furnished by such bidder shall be forfeited.

Right to reject any or all the bidders without assigning any reasons rests with the accepting authority.

The successful bidder shall give an undertaking that they would abide by the provisions of the Employees Provident Fund Act.

The successful bidder shall obtain insurance coverage for all the workers working in this area.

The bidder shall quote his rates inclusive of PF and as per the applicable rates as issued by the PF department from time to time.

KPCL shall recover the Income Tax, royalty etc., at the prevailing applicable rates.

The successful bidder should maintain the register of labour deployed and the wages paid for the workers and shall produce the documents whenever called for by the competent authority and remittance towards PF shall commensurate with the labour component for the work involved.

The bidder should have independents PF code. The contractor shall remit PF of labours to contractors permanent PF code number only and not to the KPCL PF sub-code.

The bidder shall produce the ESI registration certificate if applicable and if the work awarded to them.

The bidder shall quote his rates exclusive of GST and but inclusive of all other applicable taxes, levies, duties and Building Workers Welfare Cess at 1% etc., as per the latest GoK and GoI prevailing rules in the website itself.

The Tenderer shall take into account the prevailing royalty charges while quoting their rates and as same as point 4 (i) of special conditions of contract.

If the bidder makes any alterations in the conditions of the contracts or puts any condition of his own, such tenders are liable for rejections.

Bidder should follow the minimum wages act with respect to labour wages as issued by labour department time to time.

In case the dates notified above are declared as holiday, the immediate next working day shall be reckoned.

Any other information required may be obtained from the office of the undersigned during office hours.

Within 20 days of receipt, the successful Tenderer should sign the Agreement and deliver it to the Employer.

Within 20 days of receipt of the letter of acceptance, the successful tenderer shall deliver to the employer a security deposit in form of e-BG/DD for an amount equivalent to 5% of the contract price excluding GST at the time of entering into an agreement with KPCL, and shall be valid for entire contract period from the date of agreement.

The tender document shall be available for download free of cost from date and time of publication in the Karnataka Public Procurement Portal till last date and time or the extend time.

Aspiring bidders/contractors who have not obtained the user ID and Password for participating in e-procurement in Karnataka Power Corporation Limited may now obtain the same from the website (https://kppp.karnataka.gov.in).

Corrigendum/addendum/clarifications, if any will be notified on the e-procurement website (https://kppp.karnataka.gov.in). Past Experience

The tenderer should have satisfactorily completed (at least 90% of contract value) as a prime contractor, in Similar Nature of work (Any Railway related work) or any civil construction work to an extent of value not less than Rs.19.97 lakhs (excluding cost of GST) in the last five Preceding years. The work done certificate issued from state / central Government / Government under taking from officers not below the rank of Executive Engineer /Competent authority shall be furnished. (Weightage of 10% per year will be given to the cost of completed works of previous years to bring them to the price level of present financial year i.e., 2025-26)

The tenderer should have achieved in at least two financial years an average annual financial turnover of Rs.39.94 lakhs (Excluding GST) in the last five financial years (i.e. 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25). Turnover certificate duly certified by the chartered accountant shall be furnished. (Weightage of 10% per year will be given to the financial turnover of previous years to bring them to the price level of present financial year i.e., 2025-26)

The intending tenderer shall upload the scanned copy EPF registration certificate.

Valid EPF Certificate

The intending tenderer shall upload the scanned copy of Income Tax PAN.

ITR Filed Copy (Mentioning PAN)

The intending tenderer shall upload the scanned copy of GST registration certificate.

GST Registration

The signed scanned copy of declarations as mentioned in the tender document shall be uploaded.
