A] Bulk Order: Bulk order will be placed on the firms having proven supply performance. The bidder (themselves or through reseller) should have supplied same or similar item for minimum 20% of tendered quantity against order placed, in any one of the last THREE FINANCIAL YEARS or current financial year up to date of tender opening to any Central/State Govt. Organization/PSU [B] If such past performance level is lower, then the offer may be considered as responsive for placement of developmental order not exceeding 20 % of the tendered quantity. For consideration of such development orders the renderer must also submit along with their letter past performance report, details of M and P, Testing facilities, QAP if available, technical manpower available, etc. [C] The onus of submission of requisite documents in support of supply {[i] Receipt Notes/Proof of acceptance of material by consignee OR [ii] Inspection Certificate with self-declaration by the bidder that supply has been accepted by consignee. Furnishing of false declaration shall render termination of contract and further action as per terms and conditions of contract} lies with the tenderer. In case the tenderers do not submit the requisite documents as detailed above along with their offer, the tender will be decided on the basis of their past supply performance of SWR [ if any]. [D] In case tenderer participates as an authorized agent, then the performance as required above shall be that of Principal authorizing the agent. It may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal. [E]) In case the bidders do not submit the requisite documents as detailed above along with their offer, the tender will be decided on the basis of their past supply performance of SWR. *Similar item may be defined by tender inviting authority as a special condition of tender. If it is not mentioned in special condition, then performance will be considered for tendered item only.
For consideration of developmental orders upto 20% of NPQ, the tenderers must be able to demonstrate their Capacity-cum- Capability to manufacture the tendered item. For this purpose they should submit along with their offer, documented past performance reports of same or similar items of equivalent rating or equivalent performance parameters, details of M&P, testing facilities, QAP (if available), technical manpower available with them, registration for same/similar item(s) with other Government agencies or PSUs etc. or any other details as may be warranted as per the technical specification and drawing. Such tenderers are to note that non submission of such documents shall be taken as their not having any such past performance and/or capacity, and their offer shall be considered further as per extant rules and no back reference in this regard will be made to them.

Are you coming under MSE status given as per guidelines issued by Railway Board for purchase preference vide letter No. 2010-RS [G] -363-1 Dt. 05.07.2012 or latest.
If yes, have you attached valid documents towards being MSE?
Have you submitted authenticated copy of the document authorizing the signatory to submit offer and commit on behalf of tenderers. Other conditions will be as per attached tender document.
Have you attached valid UDYAM certificate if applicable to you?
Have you quoted Mode of dispatch on FOR destination basis for free delivery at destination with rate structure clearly indicating the basic rate, GST and freight etc, up to destination [consignees premises].
Have you quoted the discount if any in the specified column only in IREPS?
Have you furnished Bank account details such as Name of the Bank and address, account no., MICR, IFSC code and type of account to facilitate EFT payment?
The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms quoted anywhere else should be ignored. [Denial of this condition not recommended]
Vendors must submit their bills for stock items online through IREPS only with immediate effect. No manual bills will be accepted for payment.
Firm shall comply to all the GST conditions mentioned in the tender document specially clause 7.1 and 13.9 of Section II, general conditions of tender.
HSN code of the item shall be mentioned by the bidder.
Firm to mention GSTIN and attach GST certificate.
Firms shall submit past performance particulars for the tendered item along with proof of documents such as PO/R Note etc.
The tenderers in their bids shall indicate the details of their Jurisdictional Assessing Officers (Designation, address & email lD). In case of a contract award, a copy of the LOA/Purchase Order shall be immediately forwarded by Purchaser of the Jurisdictional Assessing Officer mentioned in the Tenderer's bid.
Please enter the percentage of local content in the material being offered. Please enter zero for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
ITC CONDITIONS: The end use of the item is for repair of COACH/WAGON /LOCOMOTIVE and as per Railway Board letter No.2016/AC- II/01/06/CRIS dtd 22.02.2023, Partial ITC is applicable.
Purchase Preference is applicable as per para 22 and 29 of 'Tender Booklet enclosed.
Bidders should confirm following certificate for Compliance. (a) I have read the clause 13.8.3 of Instructions to tenderers and general conditions of tenders for supply contract attached with the tender regarding restrictions on procurement from a bidder of a country which shares a land border with India and on sub- contracting to contractors from such countries. (b) I certify that this bidder is not from such a country and will not subcontract any work to a contractor from such countries unless such contractor is registered with the Competent Authority. I also certify that this bidder will not offer any products/services of entity from such countries unless such entity is registered with the Competent Authority. (c) I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (d) I hereby acknowledge that in the event of acceptance of my bid on above certificate and if the certificate is found to be false at any stage, the false certificate would be a ground for immediate termination of contract and further legal action in accordance with the Law. (Bidders confirming this certificate for Compliance shall select Yes in the Complied column. However, in case you do not confirm above certificate for Compliance, select NO in the complied column. In such cases you are required to submit the certificate for Compliance as per Instructions to tenderers and general conditions of tenders for supply contract along- with their Bid/Offer.
EMD/SD : a) Earnest Money Deposit and Security Deposit: EMD will be applicable as per para 5.0 and SD will be applicable as per para 6.0 of tender document enclosed. (b) No Exemption for EMD and SD will be given to firms except to those firms as mentioned in the Tender_Booklet. If the firms other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected. (c)Authorized Dealer participating on behalf of OEM must submit the EMD amount along with their offer failing which the offer is liable to be rejected.
