Dismantling, Transportation (to and fro), Repair, Testing, Erection and commissioning of sick Power Transformer of rating 20 MVA, 66/11KV, NGEF make, Sl. No.2800060083, year of manufacture 2001 Lying at 66/11kV Leelaventure Sub-station on total turnkey basis

The Bidder shall have experience of minimum 05 (five) years in manufacturing / repairing, testing and commissioning of same or higher. voltage class of Power Transformer herein tendered involving designing, manufacturing and replacement of faulty windings in case of Power Transformer which has been repaired for any of the Government / public sector power utility in India which should have been in satisfactory continuous operation for at least 02 (two) years prior to the date of opening of the tender or The repairer participating in the tender for repair of Power Transformers shall be the approved vendor for supply of minimum 33kV Class and 5MVA capacity Transformers to Public Utilities with minimum 02 (Two) years of experience in manufacturing/repairing, testing and commissioning of 33kV Class 5 MVA or higher voltage class Transformers. The manufacturing unit facility of the bidder shall be located within Karnataka state.

The performance of the Transformer repaired supplied by the Bidder in the past shall be a vital factor in determining the responsiveness of the tenderer. (In case bidder is a Vendor for supply of minimum 33kV Class and 5 MVA capacity Transformers to Public Utilities with minimum 02 (Two) years of experience in manufacturing repairing testing and commissioning of 33kV Class 5 MVA or higher voltage class Transformers. The manufacturing unit/facility of the bidder shall be located within Karnataka state, then the clause stated above is not applicable.)In case of substantial failure of the Transformers repaired / supplied by the Bidders in the past contracts, failure to adhere to the completion schedules or to meet the technical requirements and guarantees and, if the Transformer so repaired supplied and installed were affected by persistent operational problems, damages, breakdowns etc., owing to design inadequacies, workmanship defects etc., the Bids shall be rejected. Notwithstanding anything stated above, the Owner reserves the right to inspect the works to assess Bidders capability and capacity to perform the work, should the circumstances warrant such an assessment in the overall interest of the Owner

The Bidder should have executed either manufacture or repair on total turnkey basis (involving designing manufacturing and replacement of faulty windings of Power Transformer) of a same or higher voltage class in the past 05(five) years ending last day of the month previous to the one in which tender is invited for any of the Government public sector power utility for any one of the following value of work which shall have rendered satisfactory service of at least 02 (two) years continuously or The repairer participating in the tender for repair of Power Transformers shall be approved vendor for supply of minimum 33kV Class and 5MVA capacity Transformers to Public Utilities with minimum 02(Two) years of experience in manufacturing repairing, testing and commissioning of 33kV Class 5 MVA or higher voltage class Transformers. The manufacturing unit facility of the bidder shall be located within Karnataka state Applicable to 110kV and below voltage Class Power Transformers a) a minimum of 60 percent of the value of the tendered amount against each of 02 (two) distinct work orders on total turnkey basis or b) a minimum of 50 percent of the value of the tendered amount against each of 03 (three) distinct work orders on total turnkey basis or c)a minimum of 40 percent of the value of the tendered amount against each of 04 (four) distinct work orders on total turnkey basis. Clause (a), (b) and (c) as above will not be applicable if the bidder is a Vendor for supply of minimum 33kV Class and 5 MVA capacity Transformers to Public Utilities with minimum 02 (Two) years of experience in manufacturing repairing, testing and commissioning of 33kV Class 5 MVA or higher voltage class Transformers. The manufacturing unit facility of the bidder shall be located within Karnataka state. Applicable to 220kV and below voltage Class Power Transformers a) a minimum of 60percent of the value of the tendered amount against each of 02 (two) distinct work orders on total turnkey basis or b) a minimum of 50percent of the value of the tendered amount against each of 03 (three) distinct work orders on total turnkey basis.

The Bidder shall have technically qualified work force with domain knowledge relating to design of Power Transformer including quality control and shall have infrastructure, testing and erection facilities and capacity to execute the works.

The Bidder shall have necessary facilities at his own works for carrying out all routine tests mentioned in this specification including facility to carry out special tests namely Impulse Test and Temperature Rise Test on a repaired Power Transformer as prescribed in the latest IS:2026/1977or any relevant standard as applicable for testing of repaired Power Transformer. The testing facilities shall have testing and measuring instruments calibrated by National Accreditation Board for Testing and Calibration Laboratories (NABL). Valid calibration reports of Testing and measuring instruments shall be uploaded to the e-portal

The Bidder shall upload the proof of having possessed the above T&P equipment along with valid calibration certificate for testing measuring equipment to the e-portal for verification. The Repairers who do not possess the above equipment and valid calibration reports will be treated as non-responsive and their Bids will be rejected.

The Bidder should have their own repair shop with all the facility such as Crane, Oven, winding machines, etc., required for carrying out necessary repairs on Power Transformers.

The Bidder should have established own workshop to accommodate and repair EHV Transformers and should maintain dust free environment for winding works and should have the essential equipment like (40 Tons x6). At least 6 KL oil filtration plant. Winding machines for winding of Transformer windings. Insulating paper wrapping machine. Vacuum drying chamber to accommodate the active parts of the tendered Transformer. Fully Automatic Digital Insulation Tester (5 KV). Automatic Digital Capacitance and Tan delta measuring instrument. Digital winding resistance measurement instrument. Digital turns ratio meter. Power analyzer. Adequate rating of cables for measuring load losses and impedance as per IS.2026. Sufficient no. of sensors for measuring top and bottom oil temperatures shall be made available for testing of Transformers and other essential T&P. Digital Flow meter for measuring the quantity of Transformer oil during filling. Generators Transformers and Capacitor Banks and Instrument transformers of adequate rating for conducting Load loss, no load loss, separate source, DVDF and Temperature rise Tests. Adequate rating of Impulse Generator for conducting Lightening Impulse Test.

The firm should have sound financial capability. The solvency required will be 100% of the amount put to tender. The solvency certificate shall be from a nationalized or scheduled Bank and issued within a period 12 months from the final date of submission of tender.

Proof of PAN and Tax Registration number shall be furnished and uploaded

For the purpose of this particular Bid Bidders shall have adequate financial stability and status to meet financial obligation pursuant to the scope of this assignment and shall meet the following minimum criteria. Minimum Average Annual Turnover (MAAT) of the Bidder for best 03 (three) years out of last preceding 05 (five) financial years (on the date of tendering) ending in March shall not be less than 100 percent of the amount put to tender.

In support of the above, the Bidder has to upload and submit copies of PROFIT and LOSS ACCOUNT BALANCE SHEET for last 05 (five) years along with latest Income tax clearance certificate. The Bidder shall furnish certified copy of the Annual Turn Over with balance sheet duly signed by the Chartered Accountant.
