| 1.01(A) Crystalline Silicon Solar Photovoltaic Modules Topcon N-type Bifacial technology (efficiency will have higher module conversion) of not less than 575 Wp or more (module power and number of modules to be selected according to available roof top area & adequate walkway), having cell efficiency under standard conditions, form fill factor more than 0.76, plant performance ratio > 75%, made of high transitivity glass front surface and it shall give high encapsulation gain (transmittance above 90% and bending less than 0.3%). The modules shall have the features as per detail in PS specified.- (a) The electrical parameters of SPV modules under standard test condition of irradiance 1000 W/sqm, AM 1.5 Spectrum and temp 25 degree Celsius shall be as under:- (b) Rated output of the modules shall have positive tolerance of 3-5% and no negative tolerance is allowed. (c) It shall perform satisfactorily in RH 85% with temperature up to +85 degree Celsius and should withstand wind of 200 km/h on the surface of panel. (d) PV modules shall be warranted for their output peak watt capacity, and it shall not fall of its initial value below 90% in first 10 year end and 80% after the end of 25 years. (e) Each module shall have RFID tag encapsulated with solar cell bearing following details :- (i) Name of Manufacturer of SPV Module (ii) Name of Manufacturer of Solar Cell (iii) Month and year of Manufacturing (separately for cell and module) (iv) Country of Origin (both cell and module)(Make in INDIA only) (v) Peak wattage, Im, Vm and fill factor of the module (vi) Date of year of obtaining IEC PV module qualification certificate including the test lab issuing IEC certificate. | 1.02(f) The temperature coefficient of power for the module shall not be more than 0.50% per degree Celsius. (g) Every module must have bypass diode of suitable capacity. (h) PV module must confirm to latest edition of IEC 61215/ IS 14286. In addition the modules must confirm to IEC 61730 Part I and II for construction and testing & safety qualifications and confirming to IEC 62804 PID or the latest relevant International Electro technical Commission (IEC). (j) It shall also be in conformity to latest minimum technical specification issued by MNRE & IREDA from time to time. Modules should be of MNRE & IREDA approved companies and as per latest IEC/IS standards. (k) RFID reader is to be provided by contractor. (l) Each structure should have angle of inclination as per the site conditions to generate maximum power. However, to accommodate more capacity the angle inclination may be adjusted or as per IEC guideline until the plant meets the specified performance ratio requirements. (m) Any damage to the existing roof treatment of any type due to the Installation of Solar Power System shall be Re-done/made good as per existing treatment. | 1.03(B) Junction Boxes : Supply and fixing junction boxes of suitable size and Nos (as per design)/ OEM recommendations inputs and suitably rated output having separate DC fuses for both (+) & (-) on input and isolator on output terminal for each string. Each junction box must have a spare input terminal. The junction boxes shall be dust and vermin proof and water proof made of FRP/ Thermo Plast with IP 65 protection in compliance with IEC 62208 and shall be UV resistant, fire retardant. It shall have surge protection and maintenance free earthling as per relevant standard. The junction box shall have suitable arrangement of the following :- (a) The strings are required to be connected to the copper bus bar through individual fuses. (b) Provide arrangement for disconnection (DC dis-connection switch) for each SJB/ SCB. (c) Provide a test point for each sub group for quick fault location and to provide group array isolation. (d) Each array box shall be of relevant IEC standard. (e) Each array junction box shall have suitable bypass & reverse blocking diodes for maximum DC blocking voltage of 1000V with suitable arrangement of its connection. | 1.04(C) DC Cables : Suitable size of XLPE insulated tinned Copper cable as per latest IEC/IS specification and UV resistant for outdoor installations confirming to IEC : 60227/15694 & 60502/ IS : 1554 (Pt I&II) and shall be as under :- (i) Solar Cable -From Module to DCDB & Inverter- 1Cx6 Sqmm tinned copper cables, UV resistant, Solar Cable, TUV certified 1800V dc. (ii) AC Cables (Inverter to AC distribution Box) :-4Cx25 Sqmm power cables Copper conductor/as per mas current requirement for the system, XLPE insulation, unarmoured PVC outer sheath 1100V (Flexible Type) (a) All cables and connectors for use of installation shall be of Solar grade which can withstand harsh environmental conditions including high temperature, UV radiations, rain, dirt, burial and attack by moss and microbes for 25 years and voltage as per latest IEC/ IS. (b) All the cables / wires shall be provided with UV resistant printed ferrules for DC side. (c) The size of the cable shall be such that average voltage drop at full power from PV module to inverter shall be less than 1.5%. (e) The wiring of the module interconnection shall be in UPVC/HDPE pipe of suitable size or as per OEM recommended. (f) The cost of interconnecting DC Copper cable (not less than 6 sqmm of size) , MS cable trays, and earth work for trenches/ MS cable trays suitable to accommodate Solar grade cables from SPV module upto inverters and sand cushioning for cable protection are included in the item. | |||||||
| 1.05(D) Module Mounting Structure (MMS) : Design, procure, fixing, support structure made of hot dipped galvanised with min 85 micron thickness including necessary PCC foundation and associated work (cutting, grouting, PCC filling, disposing waste material, etc., complete) and fixing mounting arrangement suitable for SPV modules so as it can withstand wind speed of 200 km per hour. The mounting structure is to be installed at RCC Roofs and the array structure has to be so designed that maximum load is directly on roof beams and columns. It shall also occupy minimum space without sacrificing the output of SPV panels & adequate space between the arrays shall be available for easy cleaning and maintenance. Nuts, bolts, mounting structure including module mounting structure shall have to be adequately protected from the atmosphere and weather prevailing in the area. All the fasteners shall be of Stainless Steel of grade SS316. Notes : (a) Anti theft fasteners of Stainless Steel on MMS be provided for each module. (b) The module mounting structure shall be of fixed to provide maximum generation. (c) MMS design shall be vetted by Govt Engg college /Institute and approval be accorded by CWE/GE(I). (d) The height of Roof top MMS shall be as per latest MNRE & IREDA guidelines. (E) Lightning Protection for PV Array : Design, procure and fixing lighting arrestor system confirming to IS15086/ IEC-62305 (Part 1 - 4) on the roofs. The air terminal shall be fixed at the top of GI elevation pole with base so as per IEC specification/IS, the structure to be protected. Its height above roof level shall be depend upon the level of protection and protection radii required as per IEC specification. | |||||||
| 1.06Notes : (i) The cost of all equipment’s, Copper strip upto earth test point, LA, etc., shall be deemed to be included in this item. (xxiii) The inverter should have MODBUS, PROFIBUS, ETHERNET common ports. (xxiv) The inverter shall include appropriate self protection and self diagnostic feature to protect itself and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverters safe operating due to internal and/ or external causes. Inverter shall have protection arrangement against ground leakage faults, over voltage, SPD & over current. Inverter shall have arrangement for adjustment for adjusting DC input current and shall trip against sustainable fault down stream and shall not restart till fault is rectified. (xxv) The inverter should have provisions of Galvanic isolation, anti-islanding protection (IEEE 1547/UL 1741 or equivalents IS) and lightening. (xxvi) PCU must have the feature to work in tandem with other similar PCUs and be able to be successively switched ON and OFF automatically based on solar radiation variations during the day. (xxvii)Inverter generated harmonics, flicker, DC injection limits, Volt range, frequency range and antiislanding measures should follow latest IEC 62116 / BIS Code
(G) Net Metering :- Suitable metering arrangement with recording facility shall be provided. The metering arrangement must have feature to measure and record. (i) Parameters of KW, KWh, KVAR, Voltage, current, PF & any other metering required to be determine any efficiency and efficiency of the system. Quoted rate shall inclusive of installation of net meter of approved make.
(H) Balance of System (BOS) Items/ Components :- The BOS items/ components of the SPV power plants/ systems deployed under this project shall conform to the latest edition with certificate of IEC or equivalent BIS Standards/ MNRE specifications/ as specified in Para 1.01 of 'Minimal Technical Requirements'/ 'Standards for SPV System/ Plants' to be deployed during this financial year under the programs of MNRE available on MNRE website as on last date of quoting of tender. (J) Remote monitoring system shall be provide by the OEM/bidder and shall be accessible for mobile app (IOS/Android) for each monitoring. Notes : (i) The contractor must visit the site before quoting the rates for this item to asses the site condition so as to decide up on location and layout of SPV, placement of inverter, length of DC cables, lightning arresters, etc., complete. (ii) The contractor shall submit complete scheme including electrical diagram of the work, schematic diagram, SPV module layout, placement of LAs, Civil work, etc., complete as per IREDA latest guidelines as applicable, Relevant IEC/IS norms to the GE for approval with in one month of date of commencement of the work. (iii) The rate quoted is deemed to be inclusive of the all protection system including surge, lightning arresters and necessary earthing all as specified and directed by Engr-in-charge. (iv) Make of PV module, cable, inverters, PCU, Ac-DC-DB, SPD shall be all as per approved list of HQ CECC/HQ CELZ/ MNRE. (v) Contractor to be provide cable of suitable size for connection to panel through upto ACDB as per ground/site requirement for completion of work shall deemed to be included in the quoted rates and nothing shall be extra admissible to the contractor on this account. (vi) Bidder will be providing Training to MES staff for operation/upkeep of RTS. (vii) Remote Monitoring system shall be provide by the OEM/Bidder and shall be accessible for mobile app (IOS/Android) for each monitoring, SIM charge for the period of comprehensive maintenance deemed to be included in the quoted rate.
(viii) The supplier shall provide easy -to-use illustrated installation and operation manual for easy installation and trouble free usage. Manual shall contain complete system details such as array layout, schematic of the system, working principal, clear instruction on regular maintenance, trouble shooting of the solar generating system & emergency shutdown procedure. (ix)Inverter & PV Panel supplier/OEM shall have an authorized service center/service franchise in the location of installation.
COMPREHENSIVE MAINTENANCE : Annual/Comprehensive maintenance for 10 years including 02 year of DLP of the ON grid Connected roof Top Solar PV Plant for generation of 50 KW along with its components such as Solar PV Modules, Power Control Unit with inverters, lightening arresters and earthing system installed at location of site. (a) Comprehensive maintenance would include washing/cleaning of Roof Top Solar PV Modules as per pre-planned schedule for maximum generation.(As per guidelines issued by MNRE/direction of GE/AGE) and cost of T&P, Labour required at site is deemed to be included b) Checking electrical parameter of the installed power plant . c) Keeping the area neat and clean free from vegetation growth. The maintenance and cleaning of Area near Modules shall be sole responsibility of the Contractor. d) Material and Labour for replacement of defective power condition units(PCU)/Inverters /String invertor with maximum power point tracker/Tracking (MPPT) feature, cable and other electrical works shall be included in the quoted cost. overhauling of parts, tools and equipment, required to operate and maintain the plant in accordance with the recommendations of individual original equipment manufacturer (OEM) and cost deemed to be included in the quoted rates. (e) Contractor shall carry out the performance monitoring for the Plant Facility on continuous basis and in case of any deviation, the contractor shall perform the due diligence appropriately to find out the actual root cause of such deviation. Any test or inspection required such as thermal imaging, current Voltage (IV) characteristics test etc to analyses such deviation will be the responsibility of the contractor. Thereafter, the corrective action required to mitigate such deviation shall be undertaken by the contractor without any additional cost.
(f) In order to optimize the useful life of the equipment of power plant, the contractor shall carryout necessary routine, breakdown and preventive maintenance . The contractor shall perform periodic overhauls and preventive maintenance required for the plant in accordance with the recommendations of equipment manufacturers. (g)Spares such as MCB, MCCBs, Fuses, DC Fuses, Al cards such as input/output Card ,power supply card ,processor card ,PV Modules, Glands,lugs,MC4 connectors, tie connectors, clamps, cable Ties and all other consumables/spares which are required for uninterrupted O&M of the Plant should be kept readily available at Site. (h) Earthing Register has to be maintained by the Contractor. The earthing values of all earthing shall be recorded ( LA and Solar Earthing).Any material required to recharge of the earth pit shall be borne by the Contractor.(the cost of new earthing alongwith connected items like earthing strip, excavation etc. if required to executed at site is deemed to be including in the quoted rates.) (j) Reduction plant down time:- The contractor shall ensure the plant availability upto 99%.However,the plant availability due to grid outage will be considered only if the same are certified by the competent authority/CE/CWE. Any other outage which are not attributable to the contractor and are certified by department may also be considered. (k)Record shall be maintained by contractor in concultation with deptt for enery generation on daily basis.

Description all as per item No.1 above but in capacity of 70 KW complete all as specified and directed.

Note:- Item No 1 and 5 of BOQ Capacity of connected items/equipment shall be as per capacity of Roof Top Solar
